The purpose of the study is to evaluate the composition and proportion of the main catch, by- catch and discard of the fishing gear, particularly gombang, during the west (October-December 2018) and north (January-March 2019) seasons, in Bengkalis waters, Indonesia. A series of survey activities were conducted in the field, in order to identify and assess the species of fish caught using this fishing gear. During the West season, 33 species were identified, encompassing 6 species (18.2%) as the main catch, 24 (72.8%) as by-catch and 3 (9.1%) as discarded catch, while the North season had 37 species, characterized by 6 (16.3%), 29 (78.4%) and 2 species (5.4%) as the main, by-catch, and discarded. The variety that was mostly caught include pepay shrimp, while the average rate per unit and effort was 20,346.7±15,702.1; 19,416.0±14,021.2 shrimp for Sergetes similis, and 331.7±518.6; 101.2±362.1 for fish, respectively for the West and North season. In addition, most of the by-catch and discard were observed to be below the maturity size (first maturity), therefore indicating the non-selective nature of the fishing gear on the size and species of fish.

Traditional dockyards use wood as raw materials for building mostly small fishing boat of less than 5 GT. The location of dockyard is built open on the bank of riverside in the coastal area without any covered building. Facilities in the traditional dockyard as well as infrastructure ro the location are almost nothing deliberately built. The dockyard persists on the wetland environment, swampy area, and unhealthy working condition. The management of the dockyard is family wise as it belongs to the one core family, but the boat craft man mostly recruite from extended family. While the technology used mostly come from the long experiences working in the famili or other dockyard. The main problem of the traditional dockyard is the raw wood materials are scarce and difficult to get it, except by high price, whilst capital to secure materials stock unavailable. The consequence, five of seven traditional dockyard surveied have been stopping to product a new boat; and frustrating to pace the future.

The Indonesian Government has banned all products derived from Ramin tree and its processed product, despite it is not used for paper productioni. The loss of Ramin habitat as the company just set aside small-diameter trees --as EoF investigation team found-- should need further action by the authority whether Ramin trees are clear-cut and the CITES Red List breached by PT Sumatera Riang Lestari, an affiliated company to Asia Pacific Resources International Limited (APRIL). In Sumatera, Ramin trees are found in eastern part of Riau Province stretching out to South Sumatra.

The purpose of this study was to determine the implementation of regional autonomy towards community development in Indragiri Hulu Regency. The usefulness of this research should be of theoretical, practical and academic benefit, of course. This type of research uses qualitative and quantitative research types that are descriptive based on the information the author obtained, through primary data and secondary data, with respondents totaling 200 people. The technique of analyzing the data the authors conducted a qualitative analysis that would be carried out through primary, secondary, and library sources. The analysis will use a descriptive approach. The results showed that the implementation of regional autonomy carried out by the Government of the Indragiri Hulu Regency in the category did not go well. But on the other hand, the deliberation of the development plan (Musrenbang) through the Regional Work Unit (SKPD) in the category is not running well with the policy of the City / Regency Government only prioritizing the local government and the central government.
