It challenges the notion of a “great divide” between Republic and Revolution by tracing contentious interactions between technocrats, politicians, and financial elites on one hand, and mobilized, mostly-Afro-descended tenants and shantytown residents on the other hand. The dynamics of housing inequality in Havana not only reflected existing socio- racial hierarchies but also produced and reconfigured them in ways that have not been systematically researched. -

Now that this explosive volume is available to anyone who will read and judge for himself, the hundreds of periodicals which were quoting and misquoting from it regularly for two years have failed to give it a review or a mention of any nature. There have been many case histories showing the influence exerted on the seven thousand regular bookstores in the United States which has resulted in a virtual boycott of the book—even by those stores that wanted to offer it for sale. In spite of these problems, the sale of forty thousand copies in the first six months after publication and the continuing strong sale have been encouraging. They have thereby lain out before the public an idealized narrative of the effectiveness of drones, as well as the restraint with which they are used. Beyond this lofty rhetoric, however, the U.S. government has been incredibly reluctant to furnish information on its drone program. To complicate matters further, the rhetoric on the drone program put out by the administration is rarely corroborated by facts on the ground due to frequent civilian deaths, signature strikes, and the targeting of Americans. This piece analyzes the realities of the drone program against the backdrop of the idealized rhetoric laid out by the Obama Administration and finds that the rhetoric is not supported by the facts on the ground. As such, the piece argues for increased transparency and more effective human intelligence to be applied to the drone program. Introduction In January 2015, the United States conducted a drone strike that led to three deaths which had enormous and widespread consequences. The estate is on the high ridge that forms the northern edge of Georgetown. Dumbarton Oaks Park, which was separated from the formal gardens when it was given to the National Park Service, consists of 27.04 acres designed as the "naturalistic" component of a total composition which included the mansion and the formal gardens. The park is located north of and below the mansion and the terraced formal gardens and focuses on a stream valley sometimes called "The Branch" (i.e., of Rock Creek) nearly 100' below the mansion. North of the stream the park rises again in a northerly and westerly direction toward the U.S. Naval Observatory. The primary access to the park is from R Street between the Dumbarton Oaks estate and Montrose Park along a small lane presently called Lovers' Lane. Present Owner; Dumbarton Oaks Park is a Federal park, owned and maintained by the National Park Service of the Department of the Interior. Dates of Construction: Dumbarton Oaks estate was acquired by Robert Woods Bliss and Mildred Barnes Bliss in 1920. At their request, Beatrix Jones Farrand, a well- known American landscape architect, agreed to undertake the design and oversee the maintenance of the grounds. -

Buddha Birthday Celebration Hue May 8 erupted into large- scale demonstration at Hue Radio Station between 2000 hours local and 2330 hours. At 2245 hours estimated 3,000 crowd assembled and guarded by 8 armored cars, one Company CG, one Company minus ARVN, police armored cars and some carbines fired into air to disperse mob which apparently not unruly but perhaps deemed menacing by authorities. Grenade explosion on radio station porch killed four chil- dren, one woman, Other incidents, possibly some resulting from panic, claimed two more children plus one person age unknown killed. Received at 8:33 a.m. 2 At 7 p.m. the Embassy in Saigon sent a second report of the incident to Washing- ton, listing seven dead and seven injured. The Embassy noted that Vietnamese Govern- ment troops may have fired into the crowd, but most of the casualties resulted, the Embassy reported, from a bomb, a concussion grenade, or “from general melee”. The Embassy observed that although there had been no indication of Viet Cong activity in connection with the incident, the Viet Cong could be expected to exploit future demon- strations. -

In order to win the Cold War, the leading bureaucrats were split over different approaches needed to achieve policy objectives in Latin America within the hierarchically regularized machinery- but it was not necessarily welcomed by every Latin American nation. There were three problems with Eisenhower’s staff structuring arrangement towards Latin America: (a) politicization of U.S.-Latin American relations from 1953 to 1961 by senior U.S. bureaucrats with an anti-communism agenda for Latin American development; (b) neglect of Latin American requests for public funds before 1959; (c) bureaucratic conflicts over different methods to achieve foreign policy objectives, often resulting in tensions between policy and operations. -

CHAPTER 1 SPECIAL AGENTS, SPECIAL THREATS: Creating the Office of the Chief Special Agent, 1914-1933 CHAPTER 1 8 SPECIAL AGENTS, SPECIAL THREATS Creating the Office of the Chief Special Agent, 1914-1933 World War I created a diplomatic security crisis for the United States. Under Secretary of State Joseph C. Grew afterwards would describe the era before the war as “diplomatic serenity – a fool’s paradise.” In retrospect, Grew’s observation indicates more the degree to which World War I altered how U.S. officials perceived diplomatic security than the actual state of pre-war security.1 During the late nineteenth and early twentieth centuries, the Department had developed an effective set of security measures; however, those measures were developed during a long era of trans-Atlantic peace (there had been no major multi-national wars since Napoleon’s defeat at Waterloo in 1814). Moreover, those measures were developed for a nation that was a regional power, not a world power exercising influence in multiple parts of the world. World War I fundamentally altered international politics, global economics, and diplomatic relations and thrust the United States onto the world stage as a key world power. Consequently, U.S. policymakers and diplomats developed a profound sense of insecurity regarding the content of U.S. Government information. The sharp contrast between the pre- and post-World War I eras led U.S. diplomats like Grew to cast the pre-war era in near-idyllic, carefree terms, when in fact the Department had developed several diplomatic security measures to counter acknowledged threats.
