Root Tongue Community Gallery 217 v ABSTRACT TRANSMEDIA ARTS ACTIVISM AND LANGUAGE REVITALIZATION: CRITICAL DESIGN, ETHICS AND PARTICIPATION IN THIRD DIGITAL DOCUMENTARY Anita Wen-Shin Chang “Transmedia Arts Activism and Language Revitalization: Critical Design, Ethics and Participation in Third Digital Documentary” is a practice- and theory-based dissertation focused on indigenous and minority language endangerment and revival through explorations of case studies and personal stories from Taiwan and Hawai’i. It consists of the feature-length documentary Tongues of Heaven, the companion web application Root Tongue: Sharing Stories of Language Identity and Revival, and a written component describing the theoretical and methodological underpinnings of the critical arts practice engaged in these works. This dissertation examines a major thematic in the documentary, which is its engagement with the term “native”—as topic, object and subject—and its attending discourse and practices of authenticity, ethnography, salvage ethnography, and autoethnography. It details the materialization of the documentary Tongues of Heaven through an analysis of the (post)colonial historical circumstances that led to its production; its collaborative cross-boundary and transnational mode of production; and the Third Cinema, experimental and feminist approaches that inspired its media praxis. I then discuss the under- acknowledged process of film/video editing by analyzing the limits of postructuralist endeavors in representation, and theorizing the concept of interval, as it exists vi between and within shots, as a productive spectatorial intervention. In the effort to extend public engagement with documentary issues via digital and online technologies, I initially survey the discursive and technological interventions into the notions of “public” and “participation,” and how offline and online spheres of publics, counterpublics and community operate, intersect and interact to create multiple ways of being together in community, as a public and with oneself. I conclude with an analysis of the critical arts practice in the design and production of the Root Tongue transmedia activist art platform to pilot new collaborations in documentary and new digital media for a third digital documentary practice that provides space for new projects on race and online culture, indigeneity and virtuality, and on ethics and digital publics.     Romanies in Italy: From National ‘Emergency’ to National ‘Strategy’ in Rome’s Campi Nomadi Riccardo Armillei Thesis submitted in fulfilment of the requirements for the Degree of Doctor of Philosophy Swinburne Institute for Social Research Faculty of Health, Arts and Design Swinburne University of Technology 2015 Abstract This dissertation deals with the social exclusion of Romanies in Italy. Based on interviews with Romani individuals, institutional and Civil Society Organisations’ (CSOs) representatives, participant observation and a broad range of secondary sources, the thesis focuses on the condition of those living in ‘ campi nomadi’ (nomad camps) and on the recent implementation of a state of emergency, the so-called ‘ Emergenza Nomadi’ (Nomad Emergency). The enactment of this extraordinary measure concealed the existence of a long-established institutional tradition of racism and control directed at Romanies. It was not the result of a sudden, unexpected situation which required an immediate action, as the declaration of an ‘emergency’ might imply, but rather of a precise government strategy. The extreme poverty of the ‘Romanies of the camps’ should be understood as the result of a protracted institutional immobility and political vacuum, which has basically created the ‘emergency’ and the premises for the implementation of a ‘state of exception’. Specifically, the present study focuses on the city of Rome, where the author conducted fieldwork in 2011 and 2012, and provides an investigation of the interactions between Romanies, local institutions and Third Sector organisations. It finds that national and local institutions and their sub-contracted agents have failed to promote the social inclusion of this minority group.

    INTERNATIONAL JOURNAL OF SCIENTIFIC & TECHNOLOGY RESEARCH VOLUME 9, ISSUE 01, JANUARY 2020 ISSN 2277-8616 The Consociational Theory And Challenges To Democratization In South Caucasus Plural Societies Emil Ordukhanyan Abstract : The South Caucasus region is quite diverse in its cultural, ethnic, civilization, religious and social structure. At the same time after the collapse of the Soviet Union, emerged numerous internal conflicts significantly hindered the democratization process in the region. The quarter-century post-Soviet experience shows that with some differences mainly pseudo-democratic or even autocratic regimes are established in South Caucasus countries. Many researches affirm that in plural societies of Azerbaijan and Georgia ethnocratic elements are also observed. In these countries the influence of dominant ethnic groups over other ethnicities not explicitly are encouraged by authorities. Local researchers often explain this situation by the transitional period. However, other numerous studies show that in these countries ethnic-based governments aspire to be strengthened. Therefore, these countries could not lead to a fully democratic transition, and in result, they will be able to build ethnic democracies or authoritarian regimes. In this case, the cultural, religious and linguistic identity of subordinate ethnicities will be in danger. To prevent such possible developments, the article explores the idea of cultural relativism as opposition to the ethnocentrism. The cultural relativism treats all ethnic segments of the same plural society as equal. And in this case, the most relevant model of democracy can be the consociational model which continues to be successfully used for decades in many plural European states such as Netherlands, Belgium, etc. The article argues that in South Caucasus plural states the consociational discourse can be a real tool to build a democratic political culture.

    View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by ZENODO 1 Equative constructions in world-wide perspective Martin Haspelmath & the Leipzig Equative Constructions Team1 Abstract: In this paper, we report on a world-wide study of equative constructions (‘A is as big as B’) in a convenience sample of 119 languages. From earlier work, it has been known that European languages often have equative constructions based on adverbial relative pronouns that otherwise express degree or manner (‘how’, ‘as’), but we find that this type is rare outside Europe. We divide the constructions that we found into six primary types, four of which have closely corresponding types of comparative constructions (‘A is bigger than B’). An equative construction often consists of five components: a comparee (‘A’), a degree-marker (‘as’), a parameter (‘is big’), a standard-marker (‘as’), and a standard (‘B’). Most frequently, the parameter is the main predicate and the equative sense is expressed by a special standard-marker. But many languages also have a degree-marker, so that we get a construction of the English and French type. Another possibility is for the equality sense to be expressed by a transitive ‘equal’ (or ‘reach’) verb, which may be the main predicate or a secondary predicate. And finally, since the equative construction is semantically symmetrical, it is also possible to “unify” the parameter and the standard in the subject position (‘A and B are equally tall’, or ‘A and B are equal in height’). But no language has only a degree-marker, leaving the standard unmarked.

The goals of the course are two-fold. First, we will investigate how the study of race is linked to some of the classic preoccupations of comparative political science, such as capitalist development, state formation, and nationalism. Second, we will explore how race “works” and how it is made and remade over time and across space. We thus seek to understand how the ideologies of race and racism connect disparate peoples, regimes, institutions, and national mythologies. Topics will include race and state formation, citizenship and national membership, immigration, racial regimes, and the political economy of race. PREREQUISITES: This course is open to graduate students only. Kirsten Culhane November 2018 Abstract This thesis is a study of synchronic consonant insertions' inAmfo an, a variety of Meto (Austronesian) spoken in Western Timor. Amfo'an attests synchronic conso- nant insertion in two environments: before vowel-initial enclitics and to mark the right edge of the noun phrase. This constitutes two synchronic processes; the first is a process of epenthesis, while the second is a phonologically conditioned affixation process. Which consonant is inserted is determined by the preceding vowel: /ʤ/ occurs after /i/, /l/ after /e/ and /ɡw/ after /o/ and /u/. However, there isnoregular process of insertion after /a/ final words. This thesis provides a detailed analysis of the form, functions and distribution of consonant insertion in Amfo'an and accounts for the lack of synchronic consonant insertion after /a/-final words. Although these processes can be accounted forsyn- chronically, a diachronic account is also necessary in order to fully account for why /ʤ/, /l/ and /ɡw/ are regularly inserted in Amfo'an. This account demonstrates that although consonant insertion in Amfo'an is an unusual synchronic process, it is a result of regular sound changes. This thesis also examines the theoretical and typological implications 'of theAmfo an data, demonstrating that Amfo'an does not fit in to the categories previously used to classify consonant/zero alternations.

    Concentric: Studies in Linguistics 31.2 (December 2005): 1-29 Case Markers in Tona Rukai Revisited: The Distinction between ko and na May Hsiu-mei Wang National Hualien Senior Vocational High School of Commerce This paper aims at reexamining the distinction between the two case markers for common nouns, ko and na, in Tona Rukai, a Formosan language. By studying the corpus established by Zeitoun et al. (2003), this paper argues against the distinction in case and proximity proposed in the literature. Instead, discourse information leads us to propose an anaphoric vs. non-anaphoric distinction.1 Key words: Tona Rukai, Formosan languages, case marker, anaphoric definiteness, discourse, corpus analysis 1. Introduction Rukai is one of the Austronesian languages of Taiwan, commonly referred to as the “Formosan languages”. The Rukai language is distributed in a rather small area in southeastern Taiwan and is spoken by a total population of approximately 10,0002. The language investigated in this paper, Tona, constitutes one of the six major Rukai dialects. It is spoken in the Tona Village (Maolin County, Kaohsiung Prefecture) with a population of about 600. This study is a part of my MA thesis (see Wang 2003). When I started to investigate the usage of NPs in Tona Rukai, the first challenge I encountered was to account for the use and functions of pre-nominal particles, conventionally called “case markers” among Formosanists. Although many studies have focused on case markers from a language-specific or typological perspective (see Zeitoun 1995, 2003, Li 1997a, 1997b and Huang et al. 1998), the distinction that had earlier been reported regarding the two case markers for common nouns, ko and na in Tona Rukai did not completely match my data and was very puzzling.
