The PCC Policy Committee (PoCo) determined that 075 $a in the MARC authority format could be used to record this distinction, and that it would also be necessary to designate a different descriptive convention in 040 $e. PoCo charged the present Task Group to make recommendations for coding these subfields. In considering its recommendations, the Task Group identified the core use cases that would need to be met, and evaluated several potential data models. An important concern was that the proposed vocabulary be simple to maintain and apply. These considerations led the Task Group to recommend a small set of terms reflecting categories that are given distinct treatment in cataloging practice. -

Leveraging Strength: The Pillars of American Grand Strategy in World War II by Tami Davis Biddle Tami Davis Biddle is the Hoyt S. Vandenberg Chair of Aerospace Studies at the U.S. Army War College in Carlisle, PA. She is the author of Rhetoric and Reality in Air Warfare: The Evolution of British and American Thinking about Strategic Bombing, 1914–1945, and is at work on a new book titled, Taking Command: The United States at War, 1944–1945. This article is based on a lecture she delivered in March 2010 in The Hertog Program on Grand Strategy, jointly sponsored by Temple University’s Center for Force and Diplomacy, and FPRI. Abstract: This article argues that U.S. leaders navigated their way through World War II challenges in several important ways. These included: sustaining a functional civil-military relationship; mobilizing inside a democratic, capitalist paradigm; leveraging the moral high ground ceded to them by their enemies; cultivating their ongoing relationship with the British, and embra- cing a kind of adaptability and resiliency that facilitated their ability to learn from mistakes and take advantage of their enemies’ mistakes. ooking back on their World War II experience from the vantage point of the twenty-first century, Americans are struck, first of all, by the speed L with which everything was accomplished: armies were raised, fleets of planes and ships were built, setbacks were overcome, and great victories were won—all in a mere 45 months. Between December 1941 and August 1945, Americans faced extraordinary challenges and accepted responsibilities they had previously eschewed. -

THE CONCORD REVIEW 223 A VERY PURPLE-XING CODE Michael Cohen Groups cannot work together without communication between them. In wartime, it is critical that correspondence between the groups, or nations in the case of World War II, be concealed from the eyes of the enemy. This necessity leads nations to develop codes to hide their messages’ meanings from unwanted recipients. Among the many codes used in World War II, none has achieved a higher level of fame than Japan’s Purple code, or rather the code that Japan’s Purple machine produced. The breaking of this code helped the Allied forces to defeat their enemies in World War II in the Pacific by providing them with critical information. The code was more intricate than any other coding system invented before modern computers. Using codebreaking strategy from previous war codes, the U.S. was able to crack the Purple code. Unfortunately, the U.S. could not use its newfound knowl- edge to prevent the attack at Pearl Harbor. It took a Herculean feat of American intellect to break Purple. It was dramatically intro- duced to Congress in the Congressional hearing into the Pearl Harbor disaster.1 In the ensuing years, it was discovered that the deciphering of the Purple Code affected the course of the Pacific war in more ways than one. For instance, it turned out that before the Americans had dropped nuclear bombs on Japan, Purple Michael Cohen is a Senior at the Commonwealth School in Boston, Massachusetts, where he wrote this paper for Tom Harsanyi’s United States History course in the 2006/2007 academic year. -

FOLLOW-UP ASSIGNMENT: FDR AND THE WORLD CRISIS: 1933-1945 SUBMITTED BY PAUL S RYKKEN, BLACK RIVER FALLS, WISCONSIN 26 July 2007 OVERVIEW As part of our concluding discussions at the July seminar, we were asked to create a letter, article, journal entry, briefing, press release, song, or classroom project that reflected a theme or revelation that resulted from our Hyde Park experience. Having taught American history for 28 years I have been “living” with FDR for many years and attempting to interpret him for students in my classes. I found the NEH experience to be incredibly enriching and thought-provoking and certainly am walking away from it with a much deeper appreciation for both Franklin and Eleanor. Of the wide ranging topics that we discussed, I was particularly taken with what we learned about Roosevelt’s fascination with maps and his sense of geography. The presentation by Dr. Alan Henrickson concerning FDR’s “mental maps” was especially instructive in this regard. The lesson plan that follows relates directly to what we learned about FDR as a communicator and global strategist during World War 2. I have often used the Fireside Chats in class (especially his first one) but will certainly add this one to my repertoire next year. The lesson plan is not especially original, but nevertheless offers excellent openings for working on the following skills: • Authentic document analysis • Enhanced understanding of the geography of the war, particularly concerning the early Pacific theater • Analysis of the power of persuasion by the President • Deeper sense of empathy concerning ordinary Americans during World War 2 1 DOCUMENT PROJECT: FDR AND THE WORLD CRISIS LESSON SET-UP In this activity students will be experiencing FDR’s Fireside Chat of February 23, 1942 concerning the progress of the war. -

POLITICAL LEADERS Allies FRANKLIN DELANO ROOSEVELT When World War II began, many Americans strongly opposed involvement in foreign conflicts. President Roosevelt maintained official USneutrality but supported measures like the Lend-Lease Act, which provided invaluable aid to countries battling Axis aggression. After Pearl Harbor and Germany’s declaration of war on the United States, Roosevelt rallied the country to fight the Axis powers as part of the Grand Alliance with Great Britain and the Soviet Union. (Image: Library of Congress, LC-USZ62-128765.) WINSTON CHURCHILL In the 1930s, Churchill fiercely opposed Westernappeasement of Nazi Germany. He became prime minister in May 1940 following a German blitzkrieg (lightning war) against Norway, Denmark, the Netherlands, Belgium, and France. He then played a pivotal role in building a global alliance to stop the German juggernaut. One of the greatest orators of the century, Churchill raised the spirits of his countrymen through the war’s darkest days as Germany threatened to invade Great Britain and unleashed a devastating nighttime bombing program on London and other major cities. (Image: Library of Congress, LC-USW33-019093-C.) JOSEPH STALIN Stalin rose through the ranks of the Communist Party to emerge as the absolute ruler of the Soviet Union. In the 1930s, he conducted a reign of terror against his political opponents, including much of the country’s top military leadership. His purge of Red Army generals suspected of being disloyal to him left his country desperately unprepared when Germany invaded in June 1941. -
