    ANTI-COMMUNIST ACTIVISM IN BELGIUM, 1930-1944' Rudi Van Doorslaar Wollweber Anyone who knows Belgium will not be surprised to learn that our story begins in Antwerp, an international port of vital importance to the Belgian economy and a nerve centre where antagonistic social forces meet. On 10 November 1937, the Italian steamer Boccacio entered Dock No. 53. Louis Schokkaert, one of the dockers taken on to unload the vessel, contrived to leave a small package on board without being noticed. Some ten days later, the Boccacio sank off the coast of Brittany with the loss of one officer. The sabotage was the work of Antwerp-based members of the Wollweber group.2 Ernst Wollweber, a Communist who had been elected to the Reichstag in 1928, was the head of both Profintern's sea- mens' section and of the clandestine KPD organisation that smuggled propaganda into Nazi Germany. He had been selected by the Communist ~nternational to organise clandestine units to sabotage ships carrying supplies to the Nationalists in Spain. The organisation's European bases were in Germany, the Baltic countries, Scandinavia, Britain, the Nether- lands and Belgium. Wollweber had given responsibility for The Netherlands and Belgium to Joop Schaap, who came originally from Rotterdam. His lieutenant in Antwerp was a lorry driver called Alfons Fictels, who succeeded in recruiting a number of dockers to help him in his clandestine work. We will not go into any details about the attempted sabotage in Antwerp when an initial attempt to sabotage a German vessel in September 1937 came to nothing. Collette/ARAB 2002 p. 1 (9) The Second International and its Bureau, 1900-1905 By Christine Collette Edge Hill College for Higher Education, England On the threshold of the twentieth century international socialism was one of the diversity of movements, including feminism, ethnic nationalism and Zionism1, seeking building space in a fresh European intellectual, social and political climate. To further their goals, at their 1900 Paris conference, adherents of the Second International formed their Bureau, operating at first from La Maison du Peuple, Brussels, midway between the strongest German and French ad- herents. The executive committee was formed entirely of Belgians and, until February 1905, Victor Serwy was its first secretary. This essay will address three major, related problems faced by the Second International and its Bureau. These were: I), how to profess international socialism in the context of the mix of European nation states, Empires and their imperial am- bitions; II) how to organise labour movements with different philosophies and capacities, in differing stages of development, when enjoyment of democratic rights varied in differing countries and, III), when gender equality was far from assured. I As G.D.H. Cole, one of the International’s first historians wrote, noting the weakness of the Balkan and American socialist parties, ‘Other non-European countries made only intermittent appearances and exerted very little influence in the International’s affairs’.2 Its Eurocentrism was thus a prime factor of the International, presenting fundamental ideological and practical problems in finding an international expression of socialism where some workers’ movements had an affinity with their nation state and others with an ethnic or language group.
