The total length of the expressway will be 130.4km including 2.3 km connecting line. The Project has been prepared from 2008 and commenced actual civil work in January 2009. Major technical indicators of the Project Expressway are shown in Table 1-1. The total cost is estimated to be about CNY11.7 billion (US$2.065billion). The MOC, ADB and GPCD will jointly finance the expenditure. The Asian Development Bank will provide a loan amount of US$ 300 million (CNY 2.37 billion), Ministry of Communication grants CYN 1.773 billion, province inner finances CYN 2.085 billion, and the rest is the state bank loans. The Project start in Zhenxipeng, Wudu District, Longnan City, with the approaches connecting to G212 national highway, laying from north to south along the G212 road (along Bailongjiang), passing Wudu, Dongjiang, Hanwang and Jugan (Dananmiao), then along the S206 passing Sanhe, Yuhuang, Mayaziliang, Pipa, Luotang, Fengxiang, Qiangjiawan to Qingyugou, across Bailongjiang to Yujiawan, and arriving at Jiangjunshi at the border of Sichuan and Gansu Provinces. The terminal is connecting with Guangyuan, Sichuan, to the High expressway at the border of Sichuan and Gansu Provinces with a total length of 130.4 km. 7 interchanges are planned along the way in Liangshui, Wudu, Hanwang, Daanmiao, Pipa and Yujiawan. There are 3 service areas cum maintenance stations (Wudu, Luotang, Yujiawan), 1 administrative office (Wudu), 7 ramp toll booths and 1 mainline toll station. House demolition and reconstruction started in April 2009 and will be completed by March 2012. Land acquisition and the construction process of new houses are up to the speed of Project implementation. Some houses have been constructed during the post-disaster reconstruction, and most work of house demolition is being carried out according to the plan. The schedule will provide adequate time for people affected to be compensated and resettled. Currently, Gansu Changda Road Co., Ltd has paid part compensation fund to Longnan Municipal People’ s Government (Longnan MPG). The expressway will open to traffic by the end of 2014. People participated in the survey include 10 from Gansu Changda Highway Co., Ltd, 2 from LBR, 15 from Wudu PMO and 5 from Wenxian PMO. 3 groups are divided to measure the Project scope within redline in all country/group/household. The survey result is agreed by LBR, local government, village committee, PRO and APs, and is the foundation of land acquisition and resettlement. Gansu Changda Highway Co., Ltd has established a database of the survey results, laying a good foundation for the compensation and resettlement. GPCD and Longnan MPG have agreed on the compensation standards for land acquisition and resettlement after considering the advices of people affected. Wudu MPG published the complementary notice of the compensation standards for land acquisition and resettlement of Lan-Yu Railway Wu-Guan Expressway and post-disaster reconstruction for national or provincial highway, which provides the basis for land acquisition compensation. The management system of land acquisition and resettlement includes: Gansu Changda Highway Co., Ltd raises up the fund for land acquisition and relocation, establishes PRO and ordinate the land acquisition and resettlement involving in the Project. With the mayor as the leader, Longnan MPG establishes Wu-Guan Expressway Project Ordination Office (POO) charging the implementation of the land acquisition and resettlement. Wudu and Wenxian MPG establish Wu-Guan Expressway POO charging the implementation of the land acquisition and resettlement in locate areas. 2 Southern Gansu Roads Development Project PPME Report No.1 3 Project Impact The impact scope of the expressway includes 6,309.3 mu of permanent land acquisition and 1200 mu of temporary land occupation during construction. Land acquisition will affect 35,435 persons of 8,604 households according to DMS. The data has been typed as irrigated land, valley
