    Strasbourg, 15 December 2009 MIN-LANG/PR (2010) 1 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Fourth Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter SWITZERLAND Periodical report relating to the European Charter for Regional or Minority Languages Fourth report by Switzerland 4 December 2009 SUMMARY OF THE REPORT Switzerland ratified the European Charter for Regional or Minority Languages (Charter) in 1997. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement).

    The Romansch Way The most beautiful ski-ramble in the Engadine WALTER LORCH For some 150 years Brits have climbed, ski'd and charted the Alps. In 1861 members of the Mpine Club established the 'High Level Route' known today as the Haute Route - the classic crossing from Chamonix to Zermatt and Saas Fee. Early this century Arnold Lunn introduced the world to downhill racing and ski slalom, landmarks indeed. Over the past 20 years the Nordic ski has infiltrated the Alps, Brits being notable by their absence. Ski de randonnee to the French, Skiwandern and Langlauf to the German-speaking people and cross-country skiing to the English-speaking world, has brought a third dimension to the world of skiing: independence from the clutter and queues of mechanical transportand access to fairy-tale lands away from the crowds. But, most important of all, ski-rambling gives a sense of physical well-being and achievement known so well to sailors and mountaineers. The choice of terrain is endless and the cost low. After more than half a century of ski-mountaineering and downhill skiing, with an occasional excursion on Nordic skis, I decided to explore this new, yet ancient mode of snow travel over true alpine territory. The Engadine appealed most and, finally, two factors decided my choice: firstly, the Engadine is different from the rest of Switzerland. So is the language. So are the people. So is the weather. While the sun shines in Sils and Scuol, the rest of Switzerland may be covered in mist. The route leads along the River Inn, across frozen lakes, flanked by the panorama of the Engadine giants, loved by every skier.

    Maloja Passau he Inn Cycle Path leads along the Upper Engadin lakes and, to a large extent, is made n the area around Guarda and Scoul the route offers several ascents and descents. From fter the town of Imst, before the Roppen Tunnel, the route leads directly through rom Telfs, the Inn Cycle Path continues on flat, asphalt or surfaced paths near the river p to the Bavarian border, the route follows cycle paths and forest tracks. The westerly n quiet roads the paths lead along the banks of idyllic rivers, through picturesque ou will be mostly cycling along the dam crest of the River Inn, close to nature on t the point where the Danube, Inn and Ilz flow together, the Inn Cycle Path ends in the Tup of mostly unsurfaced flat paths and tracks. The section from Maloja to Sils leads Ithe Swiss border, the Inn Cycle Path leads through lush meadows and usually close to the Athe Imster Schlucht gorge. Then it continues with descents and slight ascents. The Fbank all the way to Innsbruck.
