Council met in regular session with President Barnard in the chair-. J » The roll being called, the following members answered to their names: Akins, McCredie, Davis, Ryan, Riggs, Miller, and Trott. Present 7, absent 0. The minutes of the previous meeting were read and approved.

The following petition was presented to Council and referred to the streets and alleys committee, Solicitor and Engineer. Alliance, Ohio, February 8th, 1922.

Petition TO THE HONORABLE COUNCIL regarding of the City of Alliance. vacation of alley north We, the undersigned, being property owners on the north of Prospect side of Prospect Street, between North Park Avenue and North Union Avenue, St. from in the City of Alliance, Ohio, DO HEREBY most respectfully PROTEST against Park to Union the vacation of ANY PORTION of the alley immediately north of Prospect Street between said N. State St. Referring to the paving of West State Street, beg to say that the assessment is too high for same on the following described property: situated in Township, Stark County, State of Ohio, and known as being a part of the east half of the southwest quarter of section number thirty-five (35), Township nineteen (19) range six (6), and bounded and described as follows: beginning at a point on the south line of said section, four hundred and eighty-four and one half (484^) feet west from a stone at the intersection of what is known as State Street and the Rockhill Road; thence north parallel with said Rockhill Road one hundred and sixty- five (165) feet; thence west one hundred and thirty-two (132) feet; thence south one hundred and sixty-five (165) feet to the south line of said section; thence east one hundred and thirty-two (132) feet along said south line of said section, to the place of beginning, containing one half of an acre of land.

Kindly have proper readjustment of this assessment made, and oblige.

Several citizens residing on Liberty Avenue north of Waugh St. Citizens in in what is known as the Government Addition addressed council regarding Government the extension of the lines and stated that quite a number Addition address desired natural gas for domestic purposes and that the Alliance Gas & Council regarding Power Company has refused to extend their mains so that they could natural gas in avail themselves of this service. Ryan moved seconded by Akins that the council meet as a committee of the whole Monday Evening to discuss the gas question which motion was agreed to.

The following ordinances and resolutions were taken up and considered.

Resolution No. 10-E

Mr. Ryan:

To issue a certificate of indebtedness of the City of Alliance, Ohio, in anticipation of the collection of special Bassage ©f assessments for the construction of sidewalks was read the second Resolution time. Ryan moved seconded by Davis that the statutory rules No. 10-E requiring ordinances and resolutions to be read on three different days be suspended and Resolution No. 10-E be read the third time. The question being on the suspension of the rules, the .yeas and nays were taken and resulted yeas 7, nays 0. Those who voted in the Affirmative were Messrs. Akins, McCredie, Davis, Ryan, Riggs, Miller, and Trott. So the rules were suspended and the Resolution read the third time. The question being on the passage of the resolution, the yeas and nays were taken and resulted yeas 7, nays 0. Those who voted in the affirmative were Messrs. Akins, McCredie, Davis, Ryan, Riggs, Miller, and Trott. So the resolution was passed.

Ordinance No. 9-E

Mr. Trott:

To authorize a transfer of certain funds to the sinking fund Passage of Ord. was read the second time. Ryan moved seconded by Akins that the No. 9-E statutory rules requiring ordinances and resolutions to be read on 4 three different days be suspended and Ordinance No. 9-E be read the third time. The question being on the suspension of the rules, the yeas and nays were taken and resulted yeas 7, nays 0. Those who voted in the affirmative were Messrs. Akins, McCredie, Davis, Ryan, Riggs, Miller, and Trott. So the rules were suspended and the ordinance read the third time. The question being on the passage of the ordinance, the yeas and nays were taken and resulted yeas 7, nays 0. Those who voted in the affirmative were Messrs. Akins, McCredie, Davis, Ryan, Riggs, Miller, and Trott. So the ordinance was passed.

Ordinance No. 14-E

Mr. Ryan:

Ord. No. 14-E Granting to B. W. Thompson the right to lay gasoline mains and read second time. oil feeding lines across and under East Patterson street was read the second time.

The following ordinances and resolutions were introduced:

Ordinance No. 15-E

Introduction of Mr. Riggs: To issue bonds for the purpose of purchasing an automobile Ordinance 15-E roadster and equipment for the use of.the fire department was read the first time and referred to the Finance committee.

Ordinance No. 16-?E

Introduction of Mr. Ryan: To issue bonds for the purpose of completing the grading on Ordinance 16-E S. Freedom Avenue from State Street north 400’ was read the first time and referred to the committee on streets and alleys. Monday Evening, February 20th, 1922 (continued)

Ordinance No. 17-E

Mr. Ryan;

Introduction of An ordinance authorizing the City Solicitor to take the necessary Ordinance No. legal action to bring about settlement of certain property owners on North Union Avenue in reference to the assessments heretofore levied against 17-E them for the improvement of North Union Avenue by paving, grading, and curbing was read the first time and referred to the assessment committee for immediate action. Ordinance No. 19-E

Mr. McCredie:

Introduction of An ordinance to license billiard rooms, pool rooms and bowling Ordinance No. alleys within the city of Alliance, Ohio, and to repeal all conflicting 19-E ordinances was read the first time and referred to the Judiciary committee.

Ordinance No. 20-E

Mr. Akins; Introduction An ordinance to license and regulate the business of draying and of Ordinance moving business in the city of Alliance, Ohio, was read the first No. 20-E time and referred to the Judiciary Committee.

Resolution No. 12-E

M r . Davi s; Introduction of Res. 12-E Declaring it necessary to improve West Harrison Street by constructing sanitary sewer No. 189 was read the first time and referred to the sewer committee. \

Ryan moved seconded by Davis that council refer back to the fourth order of business, reports of standing committees.

Passage of Davis moved seconded by H. £>. Miller that the statutory rules tJFdinance 17-E requiring ordinances and resolutions to be read on three different days be suspended and Ordinance No. 17-E be read the second and third time. On motion of Ryan seconded by Riggs, ordinance No. 14-E was referred back to the committee on streets and alleys, Engineer, and City Solicitor.

Service Director The Service Director called Council’s attention to certain speaks of contem­ comtemplated changes in the city hall consisting of the removal of plated changes in petition in Clerk of Court's office and proposed a certain door in city hall. the Chief of Police’s office.
