the following order under sections 1, 2, 4 & part IV of schedule 9 of the Road Traffic Regulation Act 1984 & of all other enabling powers 1 This order comes into force on 25th August 2017 and may be cited as “Devon County Council (Various Roads, Combe Martin & Ilfracombe) (Waiting Restrictions) Amendment Order 2017” 2 The schedules in part 1 are added to Devon County Council (Traffic Regulation & On-Street Parking Places) Consolidation Order 2017 as amended and the lengths of road in part 2 are revoked from the corresponding schedules of that order PART 1 RESTRICTIONS COMBE MARTIN Schedule Recommendation: It is recommended that no Modification Order be made in respect of Proposal 25, between points A-B-C-D and C-E as shown on drawing number HIWPROW/18/25. 1. Summary This report examines the last proposal from the twenty-five that arose from the Definitive Map Review in the parish of Combe Martin in North Devon district. 2. Background The Background for the Definitive Map Review in the parish of Combe Martin was set out in Committee report HTM/13/14 February 2013. 3. Consultations The current review began in January 2011 with a special public meeting held in the Town Hall attended by about 50 people. Public consultations were carried out through October and November 2011 for the twenty-five valid proposals that were put forward following the parish meeting. The review and proposals were advertised around the parish, in the North Devon Journal and notices were placed at the ends of each proposal and letters sent to land and property owners. Purpose This Plan has been developed by the Lyn Valley Coastal Community Team (CCT) as an action plan for development of the visitor economy within the Lyn Valley. The CCT is led by Lynton and Lynmouth Town Council, supported by LETA (Lyn Economic and Tourism Alliance), a sub-committee of the Council, which includes primarily private sector stakeholders from the tourism industry, with support from the Town Council. LETA exists to enable co-ordination of local economic initiatives. This Plan has been developed as part of a nationwide initiative, supported by the Department for Communities and Local Government (DCLG), to enable economic growth within coastal areas. The visitor economy is central to the health and prosperity of our community and is something that we must actively develop and manage to ensure that it delivers benefits for all in the future. 2. Context 2.1. The local area Lynton and Lynmouth, or the Lyn Valley as it is often known, is a small and peripheral coastal community of c. 4,900 population1 on the north coast of Devon close to the Somerset border and on the western side of Exmoor. Dubbed ‘Little Switzerland’, the Lyn Valley setting is stunning; a cleave in the towering wooded cliffs revealing the small fishing harbour where the East and West Lyn rivers meet the sea at Lynmouth.
