Roger served seven years which is a long time in the one post where you have to be right all the time. Roger was meticulous in his record-keeping, always did things on time and, as well as counting the pennies, kept track of our ever-increasing membership list, newsletter distribution, gift-aid returns and preparing the annual accounts.

Recommendation: It is recommended that no Modification Order be made in respect of Proposal 25, between points A-B-C-D and C-E as shown on drawing number HIWPROW/18/25. 1. Summary This report examines the last proposal from the twenty-five that arose from the Definitive Map Review in the parish of Combe Martin in North Devon district. 2. Background The Background for the Definitive Map Review in the parish of Combe Martin was set out in Committee report HTM/13/14 February 2013. 3. Consultations The current review began in January 2011 with a special public meeting held in the Town Hall attended by about 50 people. Public consultations were carried out through October and November 2011 for the twenty-five valid proposals that were put forward following the parish meeting. The review and proposals were advertised around the parish, in the North Devon Journal and notices were placed at the ends of each proposal and letters sent to land and property owners. The presentation of all monitoring features into these catchment maps will assist in developing an integrated approach to catchment management and operation. The water quality monitoring maps and index were originally incorporated into the Catchment Action Plans. They provide a visual presentation of monitored sites within a catchment and enable water quality data to be accessed easily by all departments and external organisations. The maps bring together information from different sections within Water Quality. The routine river monitoring and tidal water monitoring points, the licensed waste disposal sites and the monitored effluent discharges (pic, non-plc, fish farms, COPA Variation Order [non-plc and pic]) are plotted. The type of discharge is identified such as sewage effluent, dairy factory, etc. Additionally, river impact and control sites are indicated for significant effluent discharges. If the watercourse is not sampled then the location symbol is qualified by (*). Additional details give the type of monitoring undertaken at sites (ie chemical, biological and algological) and whether they are analysed for more specialised substances as required by: a. EC Dangerous Substances Directive b. EC Freshwater Fish Water Quality Directive c. DOE Harmonised Monitoring Scheme d. DOE Red List Reduction Programme c.

Purpose This Plan has been developed by the Lyn Valley Coastal Community Team (CCT) as an action plan for development of the visitor economy within the Lyn Valley. The CCT is led by Lynton and Lynmouth Town Council, supported by LETA (Lyn Economic and Tourism Alliance), a sub-committee of the Council, which includes primarily private sector stakeholders from the tourism industry, with support from the Town Council. LETA exists to enable co-ordination of local economic initiatives. This Plan has been developed as part of a nationwide initiative, supported by the Department for Communities and Local Government (DCLG), to enable economic growth within coastal areas. The visitor economy is central to the health and prosperity of our community and is something that we must actively develop and manage to ensure that it delivers benefits for all in the future. 2. Context 2.1. The local area Lynton and Lynmouth, or the Lyn Valley as it is often known, is a small and peripheral coastal community of c. 4,900 population1 on the north coast of Devon close to the Somerset border and on the western side of Exmoor. Dubbed ‘Little Switzerland’, the Lyn Valley setting is stunning; a cleave in the towering wooded cliffs revealing the small fishing harbour where the East and West Lyn rivers meet the sea at Lynmouth.

Up to 15% of South Hams adult residents swim regularly – a high participation rate within Devon. The Study has undertaken a strategic review of facilities for swimming across the South Hams District and adjoining areas. In particular, it takes into account proposals for new pool provision in Plymouth which will have an impact on the west of the District. Swimming pools are some of the most complex and expensive leisure facilities to build, operate and maintain. Sport is not currently a high priority for South Hams District Council. The main funding streams for swimming pool projects rely heavily on the National Lottery and capital fi nancing from the District Council and the Amateur Swimming Association, all of which have very limited funds. The Council will have to consider the timescales suggested so that they may fi t into a capital programme over the coming years. New and improved pool facilities are required in the South Hams to increase swimming participation, to better cater for a full range of swimming needs and disciplines, to offer greater fl exibility in programming and management and to reduce operating costs. Key Recommendations 1: Maintaining and improving existing provision To ensure budgets and plans are in place to maintain and improve existing pool provision at Ivybridge (South Dartmoor LC), Kingsbridge (Quayside LC), Totnes (Totnes and District Swimming Pool (TADPOOL)) and Dartmouth (Dartmouth Outdoor Pool), depending on progression of recommendations made in this Report.
