    2011 No. 1 February Reg. Charity No.228966 CHAIRMAN’S MESSAGE It is with regret that I have to announce that two of our long standing volunteers have resigned. Peter Reay and Ian Farrell between them have served the Society for over twenty-five years. Peter has been editing the Devon Bird Report from 1999 and wrote a section prior to that year. His keenness to ensure accuracy with each report is a testament to him. I worked closely with Peter for six years whilst County Recorder and I know the loss of his service to the Society will be greatly missed. Ian, will be known to members in recent years as our webmaster a job which he performs with enthusiasm and dedication. I first met Ian when acting as legal advisor to the Society on the wording of its new constitution when I first noticed his commitment, business acumen and a keenness to get the job done, a style he showed throughout his service as a trustee on Council, as Chairman of the Publishing Group and right up to present as Vice Chairman. On behalf of the Society I would like to thank both Peter and Ian for their service to the Society and wish them the very best for the future. Whilst Chairman I have set myself various tasks, last year it was the completion of the Birds of Devon book and ensuring the preparation of the Devon Tetrad Atlas was on a sound footing, both thankfully were achieved. This year my task is probably more difficult in that I will attempt to find volunteers to fill vacancies on Council and other posts that are vacant.

    South Hams District Council Submission on Draft Warding Arrangements At its meeting on 9 May 2013, South Hams District Council considered a report which sought to make a recommendation to the Local Government Boundary Commission for England (LGBCE) on alternative warding arrangements for the Council. Having considered the agenda item, the Council subsequently resolved that:- 1. both Option A (Cllr Hicks’ Submission) and Option C (Cllr Pannell’s Submission No. 2) be submitted to the Local Government Boundary Commission for England (LGBCE) for consideration during their deliberations for a preferred new pattern of warding arrangements; and 2. based upon this decision, delegated authority be granted to the Head of Corporate Services, in consultation with the Leader of Council, to prepare the Council’s submission to the LGBCE before the deadline of Tuesday, 4 June 2013. Please note that for the purposes of this paper, ‘Option A (Cllr Hicks’ Submission)’ is attached at Appendix A and ‘Option C (Cllr Pannell’s Submission)’ is attached at Appendix B. In reaching this decision, it is important to note that the Council has not indicated any preference for either of these Options. As a consequence, the LGBCE is asked to give equal weighting to these Options during its deliberations. In view of the timescales involved and the democratic process necessary for making council decisions, coupled with the fact that the Council has decided to put two Options forward, it has not been possible to produce a particularly detailed submission which outlines some suggested ward names. In both Options, the main towns in the South Hams have been shown as a total electorate with a number of required Councillors.

The presentation of all monitoring features into these catchment maps will assist in developing an integrated approach to catchment management and operation. The water quality monitoring maps and index were originally incorporated into the Catchment Action Plans. They provide a visual presentation of monitored sites within a catchment and enable water quality data to be accessed easily by all departments and external organisations. The maps bring together information from different sections within Water Quality. The routine river monitoring and tidal water monitoring points, the licensed waste disposal sites and the monitored effluent discharges (pic, non-plc, fish farms, COPA Variation Order [non-plc and pic]) are plotted. The type of discharge is identified such as sewage effluent, dairy factory, etc. Additionally, river impact and control sites are indicated for significant effluent discharges. If the watercourse is not sampled then the location symbol is qualified by (*). Additional details give the type of monitoring undertaken at sites (ie chemical, biological and algological) and whether they are analysed for more specialised substances as required by: a. Up to 15% of South Hams adult residents swim regularly – a high participation rate within Devon. The Study has undertaken a strategic review of facilities for swimming across the South Hams District and adjoining areas. In particular, it takes into account proposals for new pool provision in Plymouth which will have an impact on the west of the District. Swimming pools are some of the most complex and expensive leisure facilities to build, operate and maintain. Sport is not currently a high priority for South Hams District Council. The main funding streams for swimming pool projects rely heavily on the National Lottery and capital fi nancing from the District Council and the Amateur Swimming Association, all of which have very limited funds. The Council will have to consider the timescales suggested so that they may fi t into a capital programme over the coming years. New and improved pool facilities are required in the South Hams to increase swimming participation, to better cater for a full range of swimming needs and disciplines, to offer greater fl exibility in programming and management and to reduce operating costs. Key Recommendations 1: Maintaining and improving existing provision To ensure budgets and plans are in place to maintain and improve existing pool provision at Ivybridge (South Dartmoor LC), Kingsbridge (Quayside LC), Totnes (Totnes and District Swimming Pool (TADPOOL)) and Dartmouth (Dartmouth Outdoor Pool), depending on progression of recommendations made in this Report.

Annual report August 2018 - July 2019 In 2018-19... 15,644 children attended CAP UK workshops and assemblies across 84 schools. 100% of staff and headteachers would recommend CAP UK to other schools. “The team were so professional, friendly and passionate about what they were doing. ” Headteacher Children have the right to grow up safe, strong and free. As adults we are failing our children if we don’t act to protect their rights. Unfortunately, in the UK: ➔ 26% of children aged 10-15 report being bullied in the previous 12 months. ➔ 10% children aged 10-15 report being victims of crime. ➔ 15% of girls and 5% of boys in England and Wales are thought to experience some form of sexual abuse before the age of 16. CAP UK Child Assault Prevention builds safer communities for children. Our work with schools gives children the skills to stay safe and the confidence to tell an adult when something is worrying them. We also equip adults with the skills to protect children. Our unique preventative work has been helping children to stay safe in Devon since 1995. Last year we worked with over 15,000 children in Devon, Cornwall and Somerset.     Changes requested by Dartington Parish Council and Neighbourhood Plan 27th Feb hearing matter 8 Policy TTV30 Insert the text in red to the policy wording The LPAs support the preparation of neighbourhood plans as the means of identifying local development needs in the sustainable villages whilst acknowledging that not all communities will bring forward such plans. For those communities that want to bring forward Neighbourhood plans, the LPAs will provide comprehensive support in different ways that encourage sound plan creation while retaining local ownership of the process and meeting the requirements of the Localism Act. For sustainable villages without neighbourhood plans the LPAs will still support development that meets the essential local needs of local communities. All development proposals, whether in villages which have neighbourhood plans or not, will be considered against the other policies of this plan. And Add extra wording in paragraph 5.155 (or insert an additional paragraph in between 5.155 and 5.156) detailing what the Councils will do to support communities wanting to produce Neighbourhood Plans. Suggestion below in red. 5.155 In the Sustainable Villages, the most appropriate way to balance these considerations will often be for local people to develop neighbourhood plans, responding to local needs and opportunities. The LPAs are supportive of the neighbourhood planning process as a means of identifying and responding to local needs for development and the delivery of sustainable communities. For communities producing neighbourhood plans, the LPAs will produce a neighbourhood plan strategy document which will outline the support available. This support will include a comprehensive web-based database containing advice, links to background evidence, JLP area-specific guidance and information about the local neighbourhood, advice on buying in additional support, template documents to include consultation, engagement and project planning, guidance on policy writing and policy implications.
