Le redressement que nous avons effectué ensemble n’a pas été facile. Nous le savons tous. Nécessaire parce que si nous voulons être plus équitables et plus solidaires les uns envers les autres, il faut en avoir les moyens financiers. Et nécessaire parce qu’on ne peut continuellement repousser à demain ce qui doit être fait aujourd’hui, ou pire encore, ce qui aurait dû être fait durant des décennies. -

Canadian eview V olume 39, No. 2 Moving Forward Together: Indigenous People and Parliament p. 24 The Mace currently in use in the Legislative Assembly of Saskatchewan was made in 1906 and used for the first time in March of that year at the opening of the First Session of the First Legislative Assembly. Purchased from Ryrie Bros. Ltd. of Toronto at a cost of $340.00, it is made of heavy gold-plated brass and is about four feet long. The head consists of a Royal Crown with the arches surmounted by a Maltese cross and bears the Royal Coat-of-Arms on the top indicating the Royal Authority. Each side is decorated with a sheaf of wheat, representing the province’s agricultural wealth, a beaver representing Canada and the monogram E.R. VII, representing the sovereign at the time, Edward VII. The shaft and base are ornamented with a shamrock, thistle and rose intertwined. A Latin inscription around the Royal Coat of Arms reads in English, “Edward the Seventh, by the Grace of God of British Isles and Lands beyond the sea which are under British rule, King, Defender of the Faith, Emperor of India”. www.sierraclub.ca/quebec Sierra Club Québec [email protected] 514-686-3709 Denis Coderre, Maire de Montréal, président du Conseil de d’agglomération de Montréal David Heurtel, Ministre du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques Montréal, 14 décembre 2015 Object : Moratoire Vert Monsieur le Maire, Monsieur le Ministre, Sierra Club Québec, GRIP-UQAM, la Coalition Verte, Sauvons Anse-à-l‘orme, Sauvons la Falaise et Les Amis du Parc Meadowbrook font appel à l’Agglomération de Montréal, aux municipalités sur l’île de Montréal et au gouvernement du Québec d’imposer un Moratoire Vert. Ce moratoire gèlerait tout développement résidentiel dans les milieux naturels au cours des dix prochaines années, le temps nécessaire pour assurer une protection efficace des milieux naturels. En dépit de l’adoption en 2004 de la Politique de protection et mise en valeur des milieux naturels, 750 ha de milieux naturels sur l’île de Montréal sont disparus en raison du développement. Pour faire face à ce problème, les municipalités sur l’ile de Montréal se sont engagées à protéger 10% du territoire terrestre, mais sans annoncer un échéancier, sans identifier les aires à protéger et sans y dédier un budget. En date d’aujourd’hui seulement 6.5 % du territoire terrestre est protégé, dont 2% a été ajouté dans la période entre 2004 et 2014. Dans le cadre de son mandat, le Sierra Club Québec est dans le processus de développer la première carte interactive de la biodiversité et du patrimoine naturel de l'île de Montréal pour répertorier les derniers milieux, espèces et habitats de l'île. -

(AQCPE) As part of the larger fight against the Couillard government's austerity agenda, daycare workers, administrators, parents and the population in general have taken a stand against the $120 million in cuts announced to Quebec's subsidized daycare program. Recent actions to defend accessible public childcare include the February 7 Quebec-wide rally, as well as a February 4 rally in front of the National Assembly in the lead-up to the Liberal pre-session caucus. The mass mobilization campaign also includes videos, a petition, visibility campaigns at each early childhood education centre (CPE), and human chains surrounding daycares on the first of every month, in the spirit of the monthly human chains staged in defence of public education since May 2015. The Quebec Association of Early Childhood Centres (AQCPE), and the organization Toujours fous de nos enfants (Forever Crazy About Our Kids) wrote on their Facebook pages in preparation for the February 7 action: "The CPE network has already given a lot -- more than $400 million since 2006. -

LA BONNE NOUVELLE TVA Chronique Je ne sais pas si vous êtes comme moi, mais par les temps qui courent, des bonnes nouvelles, me semble qu’on n’en a pas beaucoup. Quel genre de bonne nouvelle? Ben, mettons des bonnes nouvelles économiques, des bonnes nouvelles sociales, des bonnes nouvelles dans le monde… Imaginez que vous ouvrez la télé pour le téléjournal et que le présentateur vous regarde de ses grands yeux et dit : « Mesdames et messieurs, bonsoir! Coup de théâtre, aujourd’hui à Québec: le gouvernement vient de décider de ne plus s’occuper des « vraies affaires », mais de régler plutôt « les vrais problèmes ». C’est ce qu’a annoncé le premier ministre Couillard, dans un point de presse au sortir de la réunion de son caucus. Et dans un coup d’éclat, le premier ministre a démis de leurs fonctions ses plus proches collaborateurs, soit le ministre des Finances Leitao, le président du Conseil du Trésor Martin Coiteux, le ministre de la Santé et des Services sociaux Gaétan Barrette, le ministre de l’Économie Jacques Daoust, ainsi que l’ensemble du conseil des ministres. La loi lui donnant le droit de nommer des non-élu.e.s pour leur remplacement, le premier ministre a déclaré : « Je vais consulter les partis d’opposition, mais surtout la société civile, les syndicats, les groupes communautaires, les groupes de femmes, les environnementalistes, les artistes, etc., avant de faire de nouvelles nominations. Je veux m’assurer que les citoyennes et citoyens du Québec soient dignement représentés à l’Assemblée nationale et que, dorénavant, mon gouvernement s’attaque aux vrais problèmes. -

Canadian eview Focus on Electoral Reform. CANADIAN PARLIAMENTARY REVIEW/WINTER 2016 1 Made of copper and gold-plated, Ontario’s Mace was crafted in Ottawa in 1867. It is the third Mace to be used in the province’s history since the establishment of the Legislature during colonial times in 1792. The province’s first Mace was captured by American soldiers during the War of 1812 and later returned, and the second – dating from around 1845 - ended up in the federal parliament following Confederation in 1867 and was subsequently destroyed during a 1916 fire. Sitting underneath the crown within decorative leaves, the cup of the current Mace features the insignia of King Edward VII. The original cup bore the initials V.R. for Victoria Regina and was recently rediscovered among the collection at the Royal Ontario Museum. It is now on display in the Legislative Building lobby. In 2009, the first two diamonds mined in Ontario were mounted into the crown of the Mace. One was left in the rough to represent the mining process, and the other was polished to signify the value of the diamond industry in Ontario. The polished diamond was inscribed with the Legislative Assembly of Ontario’s motto Audi Alteram Partem – “Hear the Other Side”. Philippe Couillard, aujourd’hui, lors de leur première visite conjointe au Québec. Lors de leur réunion, les Chefs de Mission et le Premier Ministre ont procédé à un échange de vues sur les moyens de renforcer les relations entre l'Union Européenne et le Québec. Ils ont également parlé des avantages de l’Accord Économique et Commercial Global (AECG), particulièrement pour le Québec. «Pour pouvoir comprendre le Canada, il faut aussi connaître les Provinces et les Territoires. Ceci est certainement vrai pour le Québec. Il s’agit d’une occasion pour nous, les Ambassadeurs Européens, de nouer le dialogue avec le Gouvernement Provincial et de souligner l’importance du Québec au sein du Canada et ses liens culturels et historiques forts avec l’Europe,» a déclaré l’Ambassadeur Coninsx. « Le Québec a joué un rôle essentiel dans le lancement des négociations sur l'Accord économique et commercial global en 2009.
