Étude de l’impact de la réception des cadres médiatiques sur la genrisation de l’évaluation de la performance politique Thèse Catherine Lemarier-Saulnier Doctorat en communication publique Philosophiae doctor (Ph. D.) Québec, Canada © Catherine Lemarier-Saulnier, 2018 Résumé Cette thèse étudie la réception des nouvelles médiatiques genrées par les citoyens. À l’aide d’une approche multiméthodes et mixte, trois collectes de données ont été menées afin de comprendre la médiation des leaders politiques et son impact sur l’évaluation de ces derniers. La première est une analyse de contenu des cadres médiatiques sur les chef(fe)s de partis politiques provinciaux lors de l’élection québécoise de 2014. La seconde est une enquête en ligne, comprenant un questionnaire et une séance de listage d’idée à partir d’un article genré ou non. La troisième collecte est constituée de groupes de discussions réalisés un mois après la fin de la campagne avec un échantillon de participants de la seconde collecte. Les principaux résultats de nos analyses mettent en lumière que la norme masculine, proche de l’identité du « Mâle Alpha », est encore omniprésente lorsqu’il est question des leaders politiques dans les médias en contexte de campagne électorale, et ce, malgré la présence d’une femme comme première ministre sortante. Cette norme est aussi mobilisée, à des degrés divers, par nos répondants dans leurs réactions mesurées par l’enquête en ligne. Certains participants utilisent davantage les principes du genre masculin dans leur évaluation, particulièrement lorsqu’ils sont confrontés à des cadres médiatiques allant dans ce sens. Nos groupes indiquent que la norme masculine du milieu politique n’est pas remise en question par les citoyens, et qu’elle est encore aujourd’hui la base de l’évaluation du leadership politique québécois.

En effet, plus de 87 % des immigrants établis au Québec vivent alors dans la métropole. Dès 1990, le gouvernement québécois annonce son intention de favoriser la régionalisation, de l'immigration dans une perspective de développement régional. Or, la concentration métropolitaine des immigrants n'est ni un phénomène récent ni propre au Québec. Pourquoi dans ce cas devient-il, à cette époque, un problème public? Une analyse de politique publique basée sur le modèle théorique séquentiel développé par Charles Jones nous permet d'étudier le processus par lequel la concentration métropolitaine de l'immigration au Québec est construite socialement et politiquement comme un problème public par les autorités gouvernementales et des représentants de la société civile.

Interview of Geoffrey Kelley by Alexandre Marceau Sunday, March 11, 2019 Geoffrey Kelley was a member of the National Assembly of Quebec for Jacques-Cartier, from 1994 to 2018, representing the Quebec Liberal Party. He gave one of the plenary addresses at Bishop’s University’s Symposium to commemorate the centenary of World War One on November 9th 2018. This is a transcript of a later interview between Geoffrey Kelley and student intern Alexandre Marceau at the former’s home in Montreal. Alex: What is your relationship to Frederick G. Scott? Geoffrey: My grandmother, Mary Scott, was F. G Scott’s only daughter (of seven children) and eventually married Arthur Kelley, who, like Frederick, was also an Anglican minister. Mary and Arthur both met in Quebec City at St Matthew’s church, which is right in the city and is no longer a church. It is now a public library. Arthur went there to take up his career as an Anglican minister and married the boss’ daughter. Alex: Since Frederick passed away eleven years before your birth, did you get to know Mary’s siblings? Geoffrey: Certainly, of the six sons, I knew four. Charles died at the turn of the 20th century when he was nine, and of the five remaining boys, there was Henry Hutton (Harry) Scott, who was killed in the First World War and whom I never knew but in story. Canadian eview V olume 39, No. 2 Moving Forward Together: Indigenous People and Parliament p. 24 The Mace currently in use in the Legislative Assembly of Saskatchewan was made in 1906 and used for the first time in March of that year at the opening of the First Session of the First Legislative Assembly. Purchased from Ryrie Bros. Ltd. of Toronto at a cost of $340.00, it is made of heavy gold-plated brass and is about four feet long. The head consists of a Royal Crown with the arches surmounted by a Maltese cross and bears the Royal Coat-of-Arms on the top indicating the Royal Authority. Each side is decorated with a sheaf of wheat, representing the province’s agricultural wealth, a beaver representing Canada and the monogram E.R. VII, representing the sovereign at the time, Edward VII. The shaft and base are ornamented with a shamrock, thistle and rose intertwined. A Latin inscription around the Royal Coat of Arms reads in English, “Edward the Seventh, by the Grace of God of British Isles and Lands beyond the sea which are under British rule, King, Defender of the Faith, Emperor of India”.
