It begins with a list of the Acts assented to and two tables of concordance listing, opposite each other, the bill number of each Act and its chapter number in the annual volume of statutes. Each Act is preceded by an introductory page setting out, in addition to the chapter number and title of the Act, the corresponding bill number, the name of the Member who introduced the bill, the date of each stage of consideration in the National Assembly, the date of assent, the date or dates of coming into force if known on 31 December 2014, a list of the Acts, regulations, orders in council or ministerial orders amended, replaced, repealed or enacted by the Act, and the explanatory notes, if any. A table of the amendments made by public Acts passed in 2014 and a table of general amendments to public Acts during the year can be found in this volume. The cumulative table of amendments, listing all amendments made since 1977 to the laws of Québec included in the Compilation of Québec Laws and Regulations and other public Acts, including amendments made by the Acts passed in 2014, is now available on the CD-ROM provided with this volume and is also posted on the website of Les Publications du Québec at the following address: http://www2.publicationsduquebec.gouv. qc.ca/lois_et_reglements/tab_modifs/AaZ.pdf. A table of concordance lists the chapter number in the Compilation of Québec Laws and Regulations assigned to certain Acts passed between 1 January 2014 and 31 December 2014. A table, compiled since 1964, shows the dates on which public legislative provisions came into force by proclamation or order in council. The next table enumerates legislative provisions which have yet to be brought into force by proclamation or order in council. Other tables contain information relating to letters patent, supplementary letters patent, orders, proclamations and orders in council required by law to be published. The text of the private Acts and an index are provided at the end of the volume.     Interview of Geoffrey Kelley by Alexandre Marceau Sunday, March 11, 2019 Geoffrey Kelley was a member of the National Assembly of Quebec for Jacques-Cartier, from 1994 to 2018, representing the Quebec Liberal Party. He gave one of the plenary addresses at Bishop’s University’s Symposium to commemorate the centenary of World War One on November 9th 2018. This is a transcript of a later interview between Geoffrey Kelley and student intern Alexandre Marceau at the former’s home in Montreal. Alex: What is your relationship to Frederick G. Scott? Geoffrey: My grandmother, Mary Scott, was F. G Scott’s only daughter (of seven children) and eventually married Arthur Kelley, who, like Frederick, was also an Anglican minister. Mary and Arthur both met in Quebec City at St Matthew’s church, which is right in the city and is no longer a church. It is now a public library. Arthur went there to take up his career as an Anglican minister and married the boss’ daughter. Alex: Since Frederick passed away eleven years before your birth, did you get to know Mary’s siblings? Geoffrey: Certainly, of the six sons, I knew four. Charles died at the turn of the 20th century when he was nine, and of the five remaining boys, there was Henry Hutton (Harry) Scott, who was killed in the First World War and whom I never knew but in story. So I knew the other four sons, William, Elton, Frank, and Arthur, in varying degrees and they were all characters. They also all talked a great deal about F.

    Press release Gouvernement du Québec FOR IMMEDIATE RELEASE CNW CODE 01 + weeklies The Québec government signs a new agreement with the Cree Québec City, July 13, 2015 – “We are taking yet another significant step today in the Nation-to-Nation relations between Québec and the Cree.” It is in these terms that Québec Premier Philippe Couillard welcomed Grand Chief of the Grand Council of the Crees (Eeyou Istchee) Matthew Coon Come at the ceremony at which a new partnership and collaboration agreement was signed. For this occasion, minister of Forests, Wildlife and Parks Laurent Lessard, Minister of Sustainable Development, the Environment and the Fight Against Climate Change David Heurtel, Minister responsible for Native Affairs Geoffrey Kelley, and Minister responsible for Canadian Intergovernmental Affairs and the Canadian Francophonie Jean- Marc Fournier accompanied the Premier. “The Québec government is firmly determined to maintain harmonious, respectful relations with First Nations and Inuit. Based on this agreement, we are enhancing our relationship with the Cree. Moreover, I welcome Grand Chief Matthew Coon Come as a key partner for the development of Northern Québec, the protection of the territory and the collaboration with local and Aboriginal communities,” the Premier noted. The agreement signed today covers specific objectives such as forestry harmonization in the territories defined by the Baril-Moses document, which also concerns hunting, fishing and trapping activities, in addition to facilitating the harmonization of the adapted Forest regime. “I am indeed pleased with this agreement, which pursues an open relationship that respects values and the shared interests of the Cree Nation and Québec. It is a concrete example of the manner in which Québec wishes to associate the First Nations and the Inuit with enlightened resource development.

    Canadian eview V olume 39, No. 2 Moving Forward Together: Indigenous People and Parliament p. 24 The Mace currently in use in the Legislative Assembly of Saskatchewan was made in 1906 and used for the first time in March of that year at the opening of the First Session of the First Legislative Assembly. Purchased from Ryrie Bros. Ltd. of Toronto at a cost of $340.00, it is made of heavy gold-plated brass and is about four feet long. The head consists of a Royal Crown with the arches surmounted by a Maltese cross and bears the Royal Coat-of-Arms on the top indicating the Royal Authority. Each side is decorated with a sheaf of wheat, representing the province’s agricultural wealth, a beaver representing Canada and the monogram E.R. VII, representing the sovereign at the time, Edward VII. The shaft and base are ornamented with a shamrock, thistle and rose intertwined. A Latin inscription around the Royal Coat of Arms reads in English, “Edward the Seventh, by the Grace of God of British Isles and Lands beyond the sea which are under British rule, King, Defender of the Faith, Emperor of India”. Telephone : 418 643-2722 Fax : 418 643-0248 [email protected] SELECT COMMITTEE Dying DignityWith Consultation document May 2010 A Word from the Committee Chair To die peacefully, surrounded by family and friends, or to simply slip away in one’s sleep—such is the way many people would like their life to end. Unfortunately, the dying process can be slow or involve a lengthy decline. What is our society’s answer to the suffering experienced by some people at the end of life or with a degenerative illness? How should we respond to demands for assisted death? In other words, how do we ensure that people die with dignity? We posed this question to experts in a number of disciplines, particularly medicine, law, ethics, sociology, and psychology. They enlightened us on the various issues surrounding the question of dying with dignity. The quality of their briefs and presentations at the public hearingsn i February and March 2010 reflect a desire to lay a solid foundation for debate. We sincerely thank them. We also wish to stress the dedication of the people who accompany palliative care patients right up to their last breath, a reality we were able to glimpse during the hearings. This document is the fruit of the reflections and questions that arose during our discussions with these experts.

    www.sierraclub.ca/quebec Sierra Club Québec [email protected] 514-686-3709 Denis Coderre, Maire de Montréal, président du Conseil de d’agglomération de Montréal David Heurtel, Ministre du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques Montréal, 14 décembre 2015 Object : Moratoire Vert Monsieur le Maire, Monsieur le Ministre, Sierra Club Québec, GRIP-UQAM, la Coalition Verte, Sauvons Anse-à-l‘orme, Sauvons la Falaise et Les Amis du Parc Meadowbrook font appel à l’Agglomération de Montréal, aux municipalités sur l’île de Montréal et au gouvernement du Québec d’imposer un Moratoire Vert. Ce moratoire gèlerait tout développement résidentiel dans les milieux naturels au cours des dix prochaines années, le temps nécessaire pour assurer une protection efficace des milieux naturels. En dépit de l’adoption en 2004 de la Politique de protection et mise en valeur des milieux naturels, 750 ha de milieux naturels sur l’île de Montréal sont disparus en raison du développement. Pour faire face à ce problème, les municipalités sur l’ile de Montréal se sont engagées à protéger 10% du territoire terrestre, mais sans annoncer un échéancier, sans identifier les aires à protéger et sans y dédier un budget. En date d’aujourd’hui seulement 6.5 % du territoire terrestre est protégé, dont 2% a été ajouté dans la période entre 2004 et 2014. Dans le cadre de son mandat, le Sierra Club Québec est dans le processus de développer la première carte interactive de la biodiversité et du patrimoine naturel de l'île de Montréal pour répertorier les derniers milieux, espèces et habitats de l'île.

(AQCPE) As part of the larger fight against the Couillard government's austerity agenda, daycare workers, administrators, parents and the population in general have taken a stand against the $120 million in cuts announced to Quebec's subsidized daycare program. Recent actions to defend accessible public childcare include the February 7 Quebec-wide rally, as well as a February 4 rally in front of the National Assembly in the lead-up to the Liberal pre-session caucus. The mass mobilization campaign also includes videos, a petition, visibility campaigns at each early childhood education centre (CPE), and human chains surrounding daycares on the first of every month, in the spirit of the monthly human chains staged in defence of public education since May 2015. The Quebec Association of Early Childhood Centres (AQCPE), and the organization Toujours fous de nos enfants (Forever Crazy About Our Kids) wrote on their Facebook pages in preparation for the February 7 action: "The CPE network has already given a lot -- more than $400 million since 2006.
