Annual Audit Report 2004 Part I Background By virtue of the Kashos and the provisions contained in the General Auditing Rules and Regulations of Bhutan (GARR), the Royal Audit Authority (RAA), the Supreme Audit Institution (SAI) of Bhutan is responsible for audit of public sector agencies and reporting its findings. In 1961, the 16th Session of the National Assembly of Bhutan formed a committee of Accounts and Audit in response to the need for establishing accountability. The Committee would comprise of one representative of the King and one representative each from the Cabinet, People and the Monk Body all nominated by the King. The Royal Government issued the first edition of the Financial Manual in 1963. The manual provided for the organization of the Development Wing of the government and the Accounts and Audit for the Development Wing. The Accounts and Audit Wing maintained the books of accounts, conducted budgetary controls of revenues and expenditures, and undertook periodic audit and inspection of accounts and records. In October 1969 the 31st Session of the National Assembly based on a motion proposed by the King to delegate the auditing authority voted for the appointment of Royal Auditors to conduct the audit of accounts and records of the Royal Government. Consequently, the four Royal Auditors were appointed on 16th April 1970 under a Royal Kasho. The Kasho defined and authorized the jurisdiction of the then Royal Audit Department as primarily responsible for the audit of accounts of the Ministry of Finance, Ministries, the Royal Bhutan Army, the Royal Bhutan Police and His Majesty’s Secretariat. -

Continuing Customs of Negotiation and Contestation in Bhutan Adam Pain and Deki Pema∗∗ Introduction A concern for the maintenance of traditional values and customs in the processes of modernisation within Bhutan is evident in much of Bhutan’s official documentation. The fundamental importance given to the maintenance and fostering of Buddhism, its beliefs and associated institutions reflected in Bhutan’s rich culture, is constantly returned to and emphasized in commentary. Thus the establishment of the Special Commission for Cultural Affairs in 1985 “is seen as a reflection of the great importance placed upon the preservation of the country’s unique and distinct religious and cultural traditions and values, expressed in the customs, manners, language, dress, arts and crafts which collectively define Bhutan’s national identity” (Ministry of Planning, 1996, p.193). Equally the publication of a manual on Bhutanese Etiquette (Driglam Namzhag) by the National Library of Bhutan was hopeful that it “would serve as a significant foundation in the process of cultural preservation and cultural synthesis” (Publishers Forward, National Library, 1999). One strand of analysis that could be pursued concerns the very construct of “traditional” and what is constituted as “within” or “without” that tradition. As Hobsbawm (1983) reminds us with respect to the British Monarchy, much of the ceremonial associated with it is of recent origin. While there is evidence of increased religious disapproval of pig raising, the consumption of pork, which is mainly met from imports, is increasing every year. Pig development activities are mainly focused on introduction of exotic germplasm. There is an evidence of a slow but steady increase in the population of improved pigs in the country. On the other hand, indigenous pigs still comprise 68 percent of the total pig population but their numbers are rapidly declining. If this trend continues, indigenous pigs will become extinct within the next 10 years. Once lost, this important genetic resource is largely irreplaceable. Therefore, Government of Bhutan must make an effort to protect, promote and utilize indigenous pig resources in a sustainable manner. In addition to the current ex situ conservation programme based on cryopre- servation of semen, which needs strengthening, in situ conservation and a nucleus farm is required to combat the enormous decline of the population of indigenous pigs and to ensure a sustainable source of swine genetic resources in the country. -

Dorje Lingpa and His Rediscovery of the “Gold Needle” in Bhutan Samten G. Karmay1 Introduction Among the Buddhist ritual traditions that are still preserved and carried out as the central religious constituents of the annual festivals in Bhutan today those of Dorje Lingpa (1346-1405) stand out strikingly. This is particularly so in Bumthang area, Central Bhutan. In 1998 and 1999, I have had the good fortune to witness these spectacular festivals in Ogyen chöling and, in 1999, at Jampa Lhakhang in Bumthang itself. Dorje Lingpa is considered as one of the five great “treasure revealers” (tertön) among the Nyingmapa and an important Dzogchen master by the Bonpo tradition. He was thus an exceptional figure who clearly adopted an impartial approach to both Buddhist practices and the Bon, the non-Buddhist religious tradition in Tibet, in his spiritual quest. His approach therefore made him the precursor of what is later known as the “eclectic” (rime) movement of the nineteenth century (Smith 1970). Like many other Tibetan men of religion, Dorje Lingpa never settled himself in one place. He travelled around incessantly carried away by the motivation of disclosing hidden manuscripts and it was mainly because of this urge in him that he travelled to Bhutan, then known as Mönyul or Lhomön (Cf. Pommaret 1999), where he flourished particularly. UN System in Bhutan and Department of Disaster Management, Ministry of Home and Cultural Affairs Joint Monitoring Mission Report (18 September Earthquake) Samtse, Chukha, Haa and Paro 26-29 February 2012 1. Background The September 18th Sikkim earthquake affected several families and public activities in Bhutan causing damages to homes and community infrastructures. The earthquake resulted in 15 casualties, including one fatality. All dzongkhags in Bhutan suffered varying degrees of damages to homes, social infrastructure, including health and educational facilities, administrative offices, dzongs, lhakhangs and choetens. A Joint Rapid Assessment Team composed of members from RGoB (DDM-MoHCA, Doc-MoHCA, MoE, MoH), UN System (UNDP BCPR, UN OCHA, UNDP, UNICEF, WFP and WHO) and World Bank undertook field assessment on 6-12 October in Paro, Haa, Chukha and Samtse (the most affected districts). The assessment estimated that 62 percent of all residential structure damaged and over 87 percent of residential structure damaged beyond repair were in Haa, Paro, Chukha and Samtse Dzongkhags.1 The majority of the damages to 12 Dzongs, 320 Lhakhangs, 111 Chortens, 110 schools, 36 hospitals/BHUs/ORCs, 27 RNR Centers and 40 Geog Centers/Gups Offices were located in these most affected dzongkhags. All casualties took place in Haa and Chukha Dzongkhags. The People’s Welfare Office of His Majesty (Gyalpoi Zimpon’s Office), RGoB, local administrations, RBA and doesung/volunteers provided support to the affected families in forms of kidu grant, food, timber, transportation and workforce, especially in erecting temporary shelters. In response to the RGoB’s appeal to the UN System for immediate support of CGI-sheets, winterized school tents for schools and dignity kits on 22 September 2011, the UN system in Bhutan mobilized emergency cash grant of US$ 50,000 (UNOCHA), US$ 1.6 mln.(CERF-Rapid Response Grant) and US$ 75,000 (UNDP-BCPR Trac 1.1.3.). -
