CHAPTER 5 STRATEGIC INVESTMENTS – VERSION 5 CHAPTER 5 STRATEGIC INVESTMENTS INTRODUCTION This chapter sets forth plans of action for the region to pursue and meet identified transportation needs and issues. Planned investments are consistent with the goals and policies of the plan, the Sustainable Community Strategy element (see chapter 4) and must be financially constrained. These projects are listed in the Constrained Program of Projects (Table 5-1) and are modeled in the Air Quality Conformity Analysis.
