Challenges of Urban and Rural Transformation

Dear ISSRM Participants:

On behalf of IASNR and the local organizing team from Leibniz University Hannover (LUH), we would like to extend a warm welcome to you! We have tried to deliver an exciting scientific program at the always dynamic interface of natural resources and society along with social events that enable you to enjoy some of the sights of Hannover and Northern Germany.

Although traditionally strong in engineering, LUH has had a remarkable track record in the field of natural resource management and society. Eduard Pestel, who would have celebrared his 100th birthday just the week prior to the ISSRM conference, was not only one of the founders of the Club of Rome, but also a professor at this university. In addition, LUH is considered the birthplace of modern landscape planning and nature conservation concepts after 1945, influencing research in the field that decades later was named „ecosystem services.“ The City of Hannover with its manyfold approaches to become one of the world‘s most sustainable cities provides a great backdrop for all of this.

In continuation of this spirit, we hope that this year‘s ISSRM conference will bring you new insights, new ideas and an expansion of your personal networks. Thank you very much for attending and please provide us with feedback about your conference experience!

About our Partners

Leibniz Universität Hannover In 1831, founded by the scholar Karl Karmarsch, the “Higher Trade School of Hannover” started with only 64 students. Today there are around 24,000 students in the natural sciences and engineering, the humanities and social sciences as well in law and economics. The universality and inspiration of Gottfried Wilhelm Leibniz, who’s life was associated with Hannover, have created an example and set a commitment for Leibniz Universität Hannover. We stand for excellence in teaching and research, and attach great importance to the interdisciplinary and international character ofour work. We see ourselves as a community striving for scientific and academic insight, seeking sustainable, peaceful and responsible solutions to central issues concerning the future. Institute for Environmental Planning The focus of our research and teaching is twofold: (a) the comprehensive protection of nature and the environment and (b) the coordination and moderation of various land use demand, while ensuring sustainable development. We deal with diverse issues, such as species and biotope protection, methods for ecosystems’ analysis, landscape aesthetics, site adapted recreation, the legal and economical instruments of nature protection, the instruments and strategies of regional planning and development as well as implementation and public participation for regional planning. Such issues as planning communication for flood protection or the use of renewable energy are handled together with other institutes of the Leibniz Universität Hannover. The wide variety of subjects dealt with by this institute allows for a fast reaction to new research areas, which develop from scientific discussion or from social interest. Interdisciplinary research and the practical application of research results are important foundations of our work.

Research Initiative TRUST- Transdiciplnary Rural and Urban Transformation The research initiative TRUST – Transdisciplinary rural and urban spatial transformation combines researchers of 15 institutes from 7 faculties of Leibniz Universität Hannover. TRUST aims to establish innovative research for spatial transformation in order to cope with the challenges linked to the current megatrends such as climate change, urbanization, energy demand and an increasing land-use competition with a specific spatial focus. Finding integrated solutions is necessary, in which technical, social, natural and planning sciences are equally involved. Based on common research projects, specific training for PhD students and post-docs and first steps towards common teaching activities, TRUST establishes an interdisciplinary expert cluster to provide innovative approaches for a sustainable management of spatial transformation processes.

ARL - Academy for Spatial Research and Planning Founded in 1946, the Founded in 1946, the Academy for Spatial Research and Planning (ARL ®) is a research institute for the spatial sciences performing service functions in both fundamental and applied areas of research. The principal function of the ARL is to be a forum to promote co-operation both between theory and practice and among regions. A member of the Leibniz Association, the ARL is a self-governing body under public law performing a role of supra- regional importance within Germany and of scientific value for the nation. It is funded jointly by the Federal and Land governments.

IASNR - International Association for Society and Natural Resources First came the symposium; once attendees of the early International Symposia on Society and Resource Management (ISSRM) realized the symposia filled a niche, they recommenden starting a journal to support international disciplinary research and policy analysis. That journal, Society and Natural Resources, is now in its 23rd year of publication and has grown four issues a year to 12 issues a year. With a symposium and journal in hand attendees urged the formation of a professional association. The resulting organization is the International Association for Society and Natural Resources (IASNR) established in 2001. IASNR is an interdisciplinary professional association open to individuals who bring a variety of social science ans natural science backgrounds to bear on research and application strategies pertaining to the environment and natural resource issues. Conference Venue

The 20th ISSRM Conference will be held on the campus of the Leibniz Universität in Hannover (LUH). The university was founded as the “Higher Trade School of Hannover” in 1831 and started with only 64 students. Today there are around 22,000 students in the natural sciences and engineering, the humanities and social sciences as well in law and economics. Today, LUH is among Europe’s leading technical universities and a member of the Conference of European Schools for Advanced Engineering Education and Research (CESAER).

The university campus is located in walking distance from the city center and also lies adjacent to the Royal Baroque Gardens of . As a matter of fact, a former castle of the House of Guelph has served as the university’s main building since 1879. The main building hosts several lecture halls, the largest of which (called “Audimax”) will be used for the conference opening and the key note sessions.

The parallel sessions will be held at another part of the campus which is about five minutes walking distance from the main building. This area, called “Conti Campus“, is the former headquarter of the Continental Automotive and Rubber Corporation (nick-named “Conti”, they now reside in a different building) and includes the first high-rise building that was built in Germany after World War II, not really a skyscraper by today’s standards. On the Conti Campus, we also have a university canteen that will serve as our lunch facility (lunch is included in the conference fees) and a courtyard that can be used for relaxation between the sessions.

Getting Around in Hannover

From the Airport to City Center If you decide to fly into Hannover, you have two choices to get to the city center: the fastest choice is to take a taxi just outside any of the terminal buildings. Driving time is about 20 minutes and the cost is approximately € 25. The suburban train which departs from the underground station beneath Terminal C is your other choi- ce. Trains depart for the city center (Hannover Main Station – “Hauptbahnhof”) at :06 and :36 past the hour. Tickets have to be bought on the station platform (not in the train!!); the ride to the city center (two-zone single ticket) costs € 3.20. With your ticket, you can change to the city’s public transit at no extra charge to get to your final hotel destination.

Arrival at the (Hannover Hauptbahnhof) Depending on your hotel location, taking a walk or a quick ride with the public transit system might be your options. Information can be found on the Greater Hannover Transport Association (GVH). Hannover’s light rail system, which is a combination of tram and underground called “Stadtbahn”, is operated by üstra and also part of GVH. Ticket vending machines can be found at all stations. The machines do accept ATM cards and cash, but no credit cards.

Getting Around in Hannover The üstra light rail and bus system is very convenient to use. After your registration you will receive a special conference pass with your conference package, which makes your use of the public transit system worry-free.

1 Eilenriede – Hannovers Urban Forest Hannover’s Eilenriede forest, the city’s “green lung” is almost twice the size of New York’s Central Park. It covers an area of 650 hectares in the middle of the city, which makes it unique in the whole of Europe. The forest stretches across the city, almost into the city center. It takes its name from the alder trees (German: Erlen or Ellern), which used to grow on its moist, marshy soil. The earlier “Ellernried” eventually became “Eilenriede”. With an attractive network of paths, numerous benches for resting and several cafés and restaurants, the city forest is the perfect place for © Landeshauptstadt Hannover a relaxing stroll, for jogging, cycling and riding. The privilege to use and cultivate the Eilenriede as their possession, granted in 1371 by the dukes Wenzeslaus and Albrecht of Sachsen, is the foundation of its development. Nowadays, oak and beech trees are the most common. Pine, larch, alder, birch trees and other species also grow here in large numbers. In the summer the sunny meadows and cool shade under the trees attract sunbathers and walkers alike.

2 Kronsberg – A Sustainable Model for Energy Efficient Housing Development Kronsberg is an eco-district in Hannover built on 1200 hectares of mainly agricultural land at the city margins in the South-East of the city and represented the last remaining area in Hannover suitable for a large-scale building project. It is close to the countryside, yet enjoying all the advantages offered by an urban neighbourhood: excellent transport connections, jobs, cultural, commercial and leisure centres and facilities. Five themes for environmental approach were energy © Landeshauptstadt Hannover efficiency optimization, water management, waste management, soil management and environment. The City of Hannover has set the target for the Kronsberg development of reducing CO2 emissions by at least 60% through savings on heating, hot water and electricity use with no reduction in living comfort or homeliness. On the contrary: healthy, ecologically-sound building materials and good air quality in the dwellings will actually increase comfort standards. The Kronsberg energy concept pursues dual aims: energy use optimisation based on low-energy housing, electricity saving and district heating, and the use of renewable energy sources and innovative technology.

3 The Royal Gardens of Herrenhausen (Herrenhäuser Garten) The Herrenhausen Gardens are an internationally famous ensemble of garden arts and culture that ranks among the most important historical gardens in Europe. The Herrenhausen Gardens (Herrenhäuser Gärten) in are made up of the Great Garden (Großer Garten), the Berggarten, the and the Welfengarten. The gardens are a heritage of the Kings of Hanover. The Great Garden dates from approximately 1638. Between 1676 and 1680 considerable development work took place. Since that time it has always been one of the most distinguished baroque formal gardens of Europe, while the Berggarten (created in 1666) has been transformed over the years from a simple vegetable garden into a large botanical © HMTG / Nik Barlo jr. garden. The Georgengarten and the Welfengarten have been made in the style of English gardens. They are considered as popular recreation areas for the residents of Hanover. (The field trip will visit the Great Garden).

4 A Walk through the Old Town (Altstadt) In the days before the Second World War there was a large old town in the centre of Hannover with narrow lanes and many half-timbered buildings from the Middle Ages. The Marktkirche – the church at the market place – is the main Lutheran church in the city but was built in the 14th century during a time when the marketplace was at the centre of an expanding Hanover. Merchants and craftsmen used to live in the area. As an example of North German neo-Gothic architectural style, it features impressive interiors which were destroyed during WWII and restored after in the 1950s. Its soaring western tower is one of the landmarks in the city. The old town is today only recognizable by its elliptical shape. The old main streets are linked by numerous lanes © HMTG and join again at the old gates as was common in German merchants’ settlements in the Middle Ages. After the bombing raids of the Second World War there was almost nothing left of Hannover’s old town. During the rebuilding of Hannover, parts of the old buildings, mainly the facades, were transferred and concentrated in this area. So today they form a “new old town” in Hannover’s oldest part.

Post-Conference Field Trips (Saturday, June 114th)

Harz National Park

Trip leader: Eick von Ruschkowski (Leibniz Universität Hannover)

We will travel from Hannover to Goslar’s old town and then visit the Rammelsberg mine which is a UNESCO World Heritage Site and marks several thousand years of mining history in the Harz region. The guided underground tour will be in English. Later on, our trip will continue to the Torfhaus visitor area in Harz National Park where we will hike to a self-guided trail that tells us about the dramatic changes in the forest since the National Park was designated in 1990.

The Luneburg Heath – a Historical Cultural Landscape

Trip leaders: Christina von Haaren (Leibniz Universität Hannover) Franz Höchtl (Alfred Toepfer Academy for Nature Conservation, NNA)

The first large nature conservation park in Germany was not a site with untouched nature, but a unique cultural landscape – the “Luneburg Heath”. Private actors started in 1906 to buy an extended area of heathland which was at that time threatened by settlement development as well as by conversion to arable fields and afforestation. Today the nature reserve (about 24 000 ha) and the nature park comprise the biggest coherent heathland in Europe. The landscape, which is cultivated since 5000 years, is dominated by heathland but consist of much more: woods, moors, fields, meadows, brooks, rivers and ponds. Rare animals and plants belong here just as thatched houses with oak trees, farmyards, festivals, customs and the mentality of the „heidjers“ (locals) do. On the field trip to this extremely interesting landscape, we will cover a variety of subjects dealing with the conservation of historical landscapes and the opportunities and difficulties of land uses like agriculture and tourism in such areas. The genesis of the landscape will be discussed as well as heathland management, nature conservation strategies, sustainable agriculture and its financing, the role of renewable energies, tourism and marketing. The field trip will start in Hannover by bus. We will reach our first destination the Tütsberg with a nature management and organic farm, which is in charge of organizing most of the heathland management but also a small country inn. From there we will go by horse drawn carriage to the touristic centre of the park – the “Wilseder Berg”, “Totengrund” und “Steingrund”. These areas are of outstanding beauty. A discussion has started about applying for the UNECO Cultural Heritage status for this site. We will have lunch in a small Inn, the “Milchhalle” (milkhall), and will explore this beautiful landscape on foot and by horse drawn carriage for the rest of the afternoon.

Both post-conference field trips start at 8:00 am at the parking lot of the Herrenhäuser Gärten. You get there with the light rail track (station ‘Herrenhäuser Gärten’ or ‘Appelstraße’)

You will be back in Hannover at about 6:00 pm. For those participants at the Lüneburg Heath-Trip who need to catch a flight on Saturday evening, there is a possi- bility for the bus to stop at the airport (at about 5:30pm). Please inform the regsitration desk in advance.

Public Participation Mapping Methods (PPGIS, PGIS, VGI) for Environmental and Urban Planning

Monday, June 9 (8:30 am – 5:00 pm), ROOM: HS 003, Hoersaalgebaeude Pre-Registration Required, Costs: 15 USD (11€) In this workshop, participants will learn about the tools, techniques, and approaches being implemented globally to map and understand human/place relationships using geospatial technologies. Concepts such as crowdsourcing, public participation GIS (PPGIS), participatory GIS (PGIS), volunteered geographic information (VGI), Web 2.0, participatory 3D mapping, and other related concepts have captured the imagination of academics, NGOs, and government agencies. This workshop will examine the past, the present, and the future of participatory mapping methods for environmental and urban planning. Topics to be addressed in the workshop include: 1) principles of effective public participation, 2) selection of spatial attributes for use in PPGIS, 3) methods and tradeoffs for spatial data collection systems, 4) compari- son of VGI vs. PPGIS systems, 5) spatial planning decision-support systems based on PPGIS, 6) spatial analysis methods for PPGIS data, 7) relationships between place-based values and physical landscapes, and 8) social and institutional barriers to the use and adoption of participatory mapping methods. This workshop will be facilitated by Greg Brown, University of Queensland, [email protected] Greg is a professor of Environmental Planning at the University of Queensland and founder of the Landscape Values and PPGIS Institute (http://www.landscapevalues.org). He has over a decade of experience in participatory mapping applications and has worked with different public agencies such as the U.S. Forest Service, Park Victoria, and the New Zealand Department of Conservation to develop participatory mapping applications for conservation, resource ma- nagement, and urban park planning. Laila Rashed Iskandar (Tuesday, June 10th, 2014) Laila Rashed Iskandar is an Egyptian social entrepreneur and politician. She is currently Egypt’s Minister of State for Environment Affairs . Dr. Iskander studied Economics and Political Sciences at Cairo University, Near Eastern studies and international education development at UC Berkeley, California and Columbia University, N.Y. Besides her post as Minister of Environment, she acts as chairperson and founding board member of CID Consulting – an Egyptian consulting firm that strives to create holistic growth solutions by bridging corporate and developmental objectives. Reinhard Honert (Tuesday, June 10th, 2014) Is an internationally-recognized water management expert with more than 20 years’ experience in global water resources research and project management in Europe and developing countries. He shifted from 10 years of alternative energy using wind, solar and mainly water resources to consultancy specializing in environmental, water and business consulting services in drinking, wastewater and waste. He participated 10 years as independent evaluator for research proposals for the European Commission in Water and Environment. Currently, he is Project Manager for Integrated Water Resources Systems with Honert Ltd. His projects are located in Europe and developing countries around the Mediterranean Sea, especially North Africa, Middle East and South America (Morocco, Malta, Egypt, UAE, Lebanon, Turkey, Nicaragua, Grenada, Peru, Bolivia, Brazil, Argentina, Paraguay, Belgium, Germany, Netherland, Austria, France, Poland, Czech Republic, etc.). Dr. Honert holds a PhD in Environmental Engineering (University of Technology, Aachen, Germany), a MA in System Science and an MBA in Business Administration in Finance, Marketing and Management (University of California at Los Angeles) and a Dipl.-Ing. (B.Sc and MA) in Engineering (University of Technology, Aachen, Germany).

Thomas A. Heberlein (Thursday, June 12, 2014) “Navigating Environmental Attitudes—A Look at the Scientific Watershed” Thomas A. Heberlein earned his a Ph.D. in Sociology at the University of Wisconsin-Madison in 1971. After a year at the University of Colorado he joined the Department of Rural Sociology at Madison. He served as Department Chair (1991-1995), Director of the Center for Resource Policy Studies and Programs (1985-1991) and in the Gaylord Nelson Institute of Environmental Studies. He was visiting professor in the Department of Tourism Studies at Mid-Sweden University and a guest researcher at The European Tourism Research Institute where he studied visitors to the Swedish mountains. He has just finished a 10-year assignment in the Department of Wildlife, Fish, and Environmental Studies at the Swedish University of Agricultural Sciences where he conducted research on attitudes toward wolves and co-taught the course in Europe on Human Dimensions of Fish and Wildlife. His research has been recognized with awards by the Rural Sociological Society and the Association of Environmental and Resource Economists. Heberlein was a pioneer in environmental social psychology and has recently summarized his work in Navigating Environmental Attitudes (Oxford University Press, 2012), an introduction to attitudes, a research memoir, and a statement about the field. His research has appeared in jour- nals in sociology, psychology, economics, wildlife, and conservation biology. His paper “Improving Interdisciplinary Research: Integrating the Social and the Natural Sciences.” was the lead article in the first issue of Society and Natural Resources. He has examined the role of attitudes and norms in pro-environmental behavior, valuation of non-market goods, crowding and carrying capacity in recreation settings, and human dimensions of wildlife. He has regularly presented research at the ISSRM, and co-chaired the 2005 meeting in Östersund, Sweden. He currently divides his time between Stockholm, Sweden and Wisconsin, USA.

Ernst-Ulrich von Weizsäcker (Friday, June 13, 2014) “Resource management is becoming an exciting challenge for our generation” Before Ernst Ulrich von Weizsäcker was appointed honorary professor at the University of Freiburg in 2012, he held a number of important leadership positions. Initially, he studied chemistry and physics in and later graduated from the University of Freiburg in 1968. During the 1970s he was president of the University in Kassel before taking up the post of Director of the United Nations Centre for Science and Technology in New York. From 1984 to 1991 he was the Director of the Institute for European Environment Politics in Bonn, Paris and London and from 1991 to 2000 Prof. von Weizsäcker was the President of the Institute for Climate, Environment and Energy in Wuppertal, Germany. He is also very experienced at the interface of science and politics as he was a member of the German Parliament from 1998 to 2005. From 2006 to 2008, he served as dean of the Donald Bren School of Environmental Science and Management at the University of California, Santa Barbara. Ernst-Ulrich von Weizsäcker has been a member of the Club of Rome since 1991 and currently serves as its co-president together with Anders Wijkman. He is also a member of the World Future Council and the co-chair of the International Panel on Sustainable Resource Use. Along with a number of acclaimed publications in English and German, he has received various awards and prizes throughout his career.

Andreas Rechkemmer (Friday, June 13, 2014 – Conference Dinner Speech) “A Plea for Social-Ecological Justice” Prof. Dr. Andreas Rechkemmer is the American Humane Endowed Chair of the University of Denver (DU) and a Professor at DU’s Graduate School of Social Work. He also serves as Senior Science and Policy Advisor of the Global Risk Forum in Davos, Switzerland, and as a Professor of Human Dimen- sions of Natural Resources (affiliate faculty) at Colorado State University. Prior to his appointment with DU, Professor Rechkemmer held several positions with the United Nations, including that of Executive Director of the International Human Dimensions Programme on Global Environmental Change at the United Nations University (UNU), as well as positions with the UN Convention to Combat Desertification. His previous academic appointments and affiliations include the University of , Free University of , Social Science Center Berlin, Beijing Normal University, and the United Nations University. Andreas Rechkemmer’s research interests include global sustainable development and social-ecological justice; interdisciplinary perspectives on resilience, including human individuals and communities, as well as ecosystems and planetary systems; the emerging “One Health” paradigm connecting the health and well-being of humans with that of animals and the environment; and the interface of sustainability, social development, global risks and human security. Professor Rechkemmer was trained in Philosophy, Theory of Science, and Political Science, and holds a Doctoral degree (Dr. rer. pol.) in International Relations. He has authored, co-authored and edited several books as well as numerous journal articles, book chapters and policy papers. He is the editor of the volume “UNEO – Towards an International Environment Organization” (2005) and a co-editor of the just released volume “Understanding Society and Natural Resources: Forging New Strands of Integration Across the Social Sciences” (2014). He also serves as a co-editor of the “United Nations and Global Change” book series with Nomos. He was awarded the Scheffel Prize for excellence in writing.

Session No. 20.1 Exploring Synergies Around Mountain Social Dynamics and Governance - Panel Discussion Chair: Courtney G. Flint Room: Dekanatssaal, Quergebaeude 142

A variety of disparate conversations are emerging in the literature, working groups, convened meetings, and research projects around the issue of mountain social dynamics and governance. In particular, the question of whether or not mountain regions or landscapes ­in comparison with river basins, coastal zones, or metropolitan regions ­ have unique processes of governance and social dynamics is receiving new attention among interdisciplinary circles. The socio-ecological systems (SES) and ecosystem services (ES) frameworks are among the contemporary lenses through which this question is being explored. Human ecological approaches have been around for decades, but also continue to provide focal concepts and empirical explorations around the world. At the same time, long established and newly emerging policy developments as well as transboundary arrangements connecting governmental, non-governmental and scientific initiatives focused on mountain regions are offering a rich arena for comparative inter- and transdisciplinary research. As a consequence, the time is opportune, not only to begin to produce a theoretically robust synthesis from research in/on mountain regions, but also to define a research agenda that situates social dynamics and governance in mountain regions in the broader context of regional sustainable development cooperation. This roundtable discussion will draw attention to these various efforts and collectively offer a new collaborative voice by synthesizing conceptual, empirical and organizational trends in thinking about mountain social dynamics and governance. As a result, we will be able to add an ISSRM conversation to a suite of meetings and conversations occurring throughout 2014 on these issues.
