DIGITAL TELEVISION 1 The Transition to Digital Television* Jérôme Addaa and Marco Ottavianib University College London; London Business School This paper studies the role of economic policy for the transition from analogue to digital television, with particular attention to the switch off of the analogue terrestrial signal. The analogue signal cannot be credibly switched off until almost all viewers have migrated to digital, due to universality of access to television. But before switch off, only part of the population can be reached with the digital signal. In addition, those who are reached need to spend more to upgrade their reception equipment than after switch off, because the capacity to increase the power of the digital signal will be made available only then. After reviewing the competitive structure and the role of government intervention in television markets, we present the early experience of a number of industrialised countries in the transition to digital television. We then formulate a micro-econometric model of digital television adoption by individual viewers. The model is calibrated to UK data and simulated to predict the impact of government policies on the take up of digital television. Policy makers can affect the speed of take up of digital television by: (i) controlling the quality of the signals and the content of public service broadcasters; (ii) intervening in the market for digital equipment with subsidies; and (iii) publicising the conditions and date of switch off of the analogue signal. We find that if the analogue terrestrial signal is switched off conditionally on aggregate adoption, strategic delays possibly arise and expectations affect the success of the switch off policy. -

Unberührt bleibt die Überprüfung unter Berücksichtigung des Plattform- und Vermarktungsvertrages, dessen Vorlage die LfR der Antragstellerin zur Auflage machen wird. 2 Begründung I Sachverhalt 1 Zulassungsantrag Die Antragstellerin MTV Networks GmbH (nachfolgend MTV Networks) hat mit Schreiben vom 15.12.1999 bei der Landesanstalt für Rundfunk Nordrhein-Westfalen (LfR), dort eingegangen am 17.12.1999, die Zulassung zweier bundesweiter digitaler Musikspartenprogramme „MTV Base“ und „MTV Extra“ für die Dauer von zehn Jahren beantragt. 2 Programmstruktur Die geplanten Programme MTV Base und MTV Extra sind xxxxxxxxxxx, überwiegend deutschsprachige musikorientierte Spartenprogramme, die sich speziell an Zielgruppen unter den 16 - 24jährigen richten. Vorgesehen ist, dass MTV Base die Schwerpunkte Rhythm and Blues sowie Hip Hop und Dance setzt, redaktionell über Künstler berichtet und Interviews sendet. -

ABSTRACT A CASE STUDY OF CROSS-OWNERSHIP WAIVERS: FRAMING NEWSPAPER COVERAGE OF RUPERT MURDOCH’S REQUESTS TO KEEP THE NEW YORK POST by Rachel L. Seeman Media ownership is an important regulatory issue that is enforced by the Federal Communications Commission. The FCC, Congress, court and public interest groups share varying viewpoints concerning what the ownership limits should be and whether companies should be granted a waiver to be excused from the rules. News Corporation is one media firm that has a history of seeking these waivers, particularly for the New York Post and television stations in same community. This study conducted a qualitative framing analysis of news articles from the New York Times and the Wall Street Journal to determine if the viewpoints expressed by the editorial boards were reflected in reports on News Corp.’s attempt to receive cross-ownership waivers. The analysis uncovered ten frames the newspapers used to assist in reporting the events and found that 80% of these frames did parallel the positions the paper’s editorial boards took concerning ownership waivers. Application by the EFTA States participating in the EEA 1.1 Iceland European works The seven covered channels broadcast an average of 39.6% European works in 2007 and 42.2% in 2008. This represents a 2.6 percentage point increase over the reference period. For 2007 and 2008, of the total of seven covered channels, three channels achieved the majority proportion specified in Article 4 of the Directive (Omega Television, RUV and Syn - Vision TV), while four channels didn't meet this target (Sirkus, Skjár 1, Stöð 2 and Stöð 2 Bio). The compliance rate, in terms of numbers of channels, was 42.9%. European works made by independent producers The average proportion of European works by independent producers on all reported channels was 10.7% in 2007 and 12.6% in 2008, representing a 1.9 percentage points increase over the reference period. In 2007, of the total of seven identified channels, two channels exceeded the minimum proportion under Article 5 of the Directive, while three channels remained below the target. One channel was exempted (Syn - Vision TV) and no data was communicated for another one (Omega Television). The compliance rate, in terms of number of channels, was 33.3%. For 2008, of the total of seven covered channels, three exceeded the minimum proportion specified in Article 5 of the Directive, while two channels were below the target (Skjár 1 and Stöð 2 Bio). No data were communicated for two channels. -
