The Transition to Digital Television*
DIGITAL TELEVISION 1 The Transition to Digital Television* Jérôme Addaa and Marco Ottavianib University College London; London Business School This paper studies the role of economic policy for the transition from analogue to digital television, with particular attention to the switch off of the analogue terrestrial signal. The analogue signal cannot be credibly switched off until almost all viewers have migrated to digital, due to universality of access to television. But before switch off, only part of the population can be reached with the digital signal. In addition, those who are reached need to spend more to upgrade their reception equipment than after switch off, because the capacity to increase the power of the digital signal will be made available only then. After reviewing the competitive structure and the role of government intervention in television markets, we present the early experience of a number of industrialised countries in the transition to digital television. We then formulate a micro-econometric model of digital television adoption by individual viewers. The model is calibrated to UK data and simulated to predict the impact of government policies on the take up of digital television. Policy makers can affect the speed of take up of digital television by: (i) controlling the quality of the signals and the content of public service broadcasters; (ii) intervening in the market for digital equipment with subsidies; and (iii) publicising the conditions and date of switch off of the analogue signal. We find that if the analogue terrestrial signal is switched off conditionally on aggregate adoption, strategic delays possibly arise and expectations affect the success of the switch off policy. -

The company witnessed strong revenue growth of 27.7% in FY2019 supported by healthy growth in subscription and advertisement revenues, and its margins remained strong at an OPM of 68.9% and NPM of 37.5%, aided by its scale, high bargaining power and nil debt position. The company has had zero debt every year, with sizeable cash and liquid investments of Rs. 2,686.5 crore as on March 31, 2019 (PY: Rs,1,896.9), facilitated by its strong accruals. By virtue of ‘Sun TV’ being one of the top viewership channels and having consistently high television rating points (TRP’s), the company has significant bargaining power over its content providers. This, in turn, has aided in control over telecasted content and facilitated advertisement revenue growth. As per the new TRAI order, every customer is entitled to a set free to air channels which may or may not include popular channels offered by major broadcasters. In addition, customers can choose channels/packs offered by the broadcasters based on their interest. Islamic scholar Dr. Zakir Naik wrote an open letter to Indians called ‘Five Questions and an Appeal’ where he lamented about being targeted and labeled a ‘terror preacher’ in India. In the letter, Naik said, “Of 150 countries where I’m respected and my talks are welcomed, I’m being called a terrorist influencer in my own country. What an irony. Why now, when I’ve been doing the same thing for over 25 years?”. Naik, 51, is an Islamic preacher, who founded the Islamic Research Foundation in 1991 when he started Dawah or religious preaching. His lectures mostly revolve around how Islam is superior to all other faiths. While he claims to be an advocate of interfaith dialogue, his preaching’s’ reinforce all the stereotypes which exist against Muslims. Following reports that one of the militants of Dhaka terror attack was inspired by Naik’s misinterpretations of Islam, there are growing demand for strict action against him. In the letter, Naik asks why he has become the enemy number one for the State and Central government. “It has been over two months since the ghastly terror attack in Dhaka, and over one month since I’ve been asking myself what exactly have I done to become the enemy number one of the media as well as the State and Central Gov- ernment,” wrote Naik. × and justice. India is usedas a case study because it is generally representative of Asian national broadcast environments and has been specially targeted asa potential market for Star TV's services. Public response to the service has been enthusiastic. Industry has mainly viewed itas a short-term, money-making opportunity. Governments, however, perceive Star TVas a commercial/economic enterprise, and their policyresponses have also been governed by this perception. Efforts made by governmentsso far have been either to strengthen domestic broadcast systems,or to control cable systems that function as carriers for satellite signals. No attempt has been made to apply the provisions of international law which guarantee nations the right of prior consultation and consent to satellite broadcastingor to evolve supranational regional regulatory frameworks. -
