It is with great pride and honor for us to witness the

celebration of the 100 years anniversary of the Architecture profession in the country for this is truly a once in our life time event.

On February 23, 1921, Act No. 2985 was enacted. This was an act to regulate the practice of the professions of engineer and architect in the country. It was also known as the “Engineering and Architecture Law”.

By the virtue of this Act, the Secretary of Commerce and Communication was empowered to appoint the members of the boards of the architecture and engineering profession.

Having read the original conditions of the said law made me understood the clear delineations of roles

and professional functions of both professions. The 100 years anniversary is not just for us Architects to

celebrate alone but with other engineering professions as well. We, Architects and Engineers, should be proud celebrating this milestone together. The creation of this law

gave us all a chance to be good servants in building our own country. To help building and re-building it for betterment.

We should be united once again. We should be one in purpose, one in spirit. Let not pride, arrogance nor

greed continued to fester the supposedly harmonious relationship of both profession. Let us all make a difference not in dividing what was built and unified by our ancestors hundreds of years ago.

We stood firm to be of a noble professionals. We are one in heart, one in passion, one in purpose. A one true Filipino Architect.

As UAP Area A celebrated the National Architecture Week through a video documentary competition, UAP DEL PILAR Bulacan joined and submitted our entry entitled “Ang Lumang Paaralan ng

Gabaldon”. Further, we commend all the entries submitted which really captured awareness of many viewers and provided some interesting facts about the featured edifices chosen by each participating chapters. We would like to send our congratulations to the members of the organizing committee for the success of this

wonderful project. We are anticipating for more similar projects like this one which

really give value and importance to our very rich architectural heritage and history.

The chapter was fortunate to have Ar. Ram Coloma Aurelio and Ar. Jon Orteza as invited speakers for the said NAW chapter webinar. The topic discussed was how architects face various challenges and adapt the

current trends into our professional improvement.

Ar. Jon Orteza is an architect by profession. He entered the world of social-media a few years back and got his inspiration to other social-media influencers. His vlogs are all about the profession and he also shared some tips based on his personal experiences. While Ar. Ram Coloma Aurelio is an architect-engineer by profession and one of the most known TV host for construction TV segments and best arbitrator in the country. Both speakers shared their personal experiences, their knowledge and expertise on the topics given. The chapter members learned a lot especially on social-media and arbitration and contract disputes.

Another webinar series is being proposed to invite once again the two speakers probably with a larger

group of participants and attendees.

In order to maintain a healthy mind and body, the chapter’s members of the Council of Advisers together with some family members, colleagues and industry partners regularly/ weekly conducting badminton practice. Amidst the impact of the pandemic crisis in the community is the limitation on group activities, however with some precautions the group managed to accomplish their weekly sport and have physical activities to keep them healthy.

Discussion on some matters concerning the profession and the organization by the members of the chapter’s council of advisers were also being made. Some suggestions or proposed activities were spearheaded by the advisers and planned by the BOD for execution.

The weekly badminton is one of the chapter activities that involve participation with fellow architects and industry partners who are badminton enthusiasts. This activity poster unity and camaraderie among UAP members as architects from other UAP chapters regularly visit and have their friendly game with UAP Del Pilar Bulacan.

Out photo opportunity with LGU Marilao Mayor Hon. Ricardo M. Silvestre after we discussed the proposed CSR projects that the Chapter will be doing for the succeeding months. Mayor Silvestre proudly introduced to us the success of the Liwasang Pangkalikasan established by the Municipal government of Marilao which was designed by our colleague and Immediate Past District Detector Ar. Ardel J. Santos.

Further, since the chapter was already an accredited NGO/PO of the Municipal Government, various projects to help the community will be discussed further which will be launched by second quarter of the coming year. A Memorandum of Agreement for the continuing support of the Chapter to the development of the said facility will be made to strengthen the ties of both parties.

There’s always a first time they often said and having the pandemic still roaming around and threatening us all with our own safety health it seems that everything is new to us.

The celebration of the National Architecture Week 2020 is not an exemption. But the NAW organizing committee managed to

successfully conduct the said event despite the pandemic crisis. The members attended that opening ceremonies and the

webinars prepared for the event. Various activities were also conducted nationwide by local UAP Chapters and for our chapter it became a very busy week to celebrate.

Guest speakers invited to share technical expertise and knowledge became more interesting to all participating architects even via zoom platform. The topics discussed were all relevant and timely to what we are facing right now. We hope that many of these invited foreign speakers could visit us one day soon after this crisis for a face-to-face interactive programme.

Herbal plants donated by the chapter were propagated by the chapter members like oregano, lemon grass or tanglad, aloe vera and serpentine; sets of planting hand tools and fertilizers.

Before the site visit, the Tourism Office showed a video clip of various land development and other infrastructure projects made by the LGU to the community. The group also visited other greenhouse with other crops like strawberries, poinsettia and sunflowers.

UAP Del Pilar conducted Arangkada Arkitektura in various areas by our chapter members in their respective community. The project reached not only Bulacan areas but even the farthest chapter member residence and

workplace in and Cavite. With this project or advocacy campaign, the importance of observing

safety protocols for pandemic helps the community to observe it properly and minimize further the spread of the virus. This campaign ads was the 3rd phase of the pandemic safety reminders made by the chapter, the first two phases used multi-media platforms like You Tube, Facebooks, Twitter and Instagram. This project intentionally targeted the public transportations used by public commuters as we all doing our best adjusting life in the new normal way. The ads also contains the famous RA 9266 campaign slogan.

The NCCA-UAP Gabaldon Coffee Table is almost finished and ready for submission. The editorial staff requested for a two month extension prior to the final book printing and distribution on February 2021. The said coffee table was funded by the NCCA. UAP applied for accreditation to the NCCA for the said project.

The book publication is very timely for the hundred year anniversary of both the Architecture and Engineering profession in the Philippines. The Editorial group is being led by UAP Del Pilar CP Ar. Mary Kristine A. Segovia as its Editor-in-Chief. Ar. Ana Lareza as Co-Author , also with them are Ar. Benedict Hermoso and Ar. Joel Rico both DepED Consultant for the Heritage Public School Building Restoration project of DepEd. Photo included Ar. Maricris Cruz and Ar. Imelda Trace as Editorial staff and researcher, the VPs of the chapter.

The chapter members led by CP Segovia visited the Ayuntamiento de Manila in Intramuros for a photoshoot as they conducted the chapter soft launching of the Isang Siglo preparation. The chapter is now currently preparing for various local and national events with regards to the said one-moment in time celebration. Each and every member is all eager to participate and join the conduct of the proposed activities even we are on the new normal settings. Ayuntamiento is said to be the place where the first licensure examination for Filipino architects took place and of which NA Ar. Tomas Mapua got PRC- AR License No. 00001.

The UAP DEL PILAR and UAP Nakpil presented the proposed activities and concept notes for the centennial celebration of the Architecture profession in the Philippines to the UAP Executive Board. As proposed most of the projects and events are collaboration projects of UAP and PIA. The proposed projects includes Centennial Commemorative stamps, pylon or “Bantayog ng Arkitekto” installation, Book launching, webinar series, a month-long exhibit and the much awaited “ Gawad Gintong Likha 2021”.

It was first time for CP Ar. Segovia to attend a virtual Christmas party. Although UAP National forbid the conduct of an actual or face-to-face Christmas party or gatherings to celebrate the season, Area A managed to full it through via zoom platform. A theme per district was recommended to have a little twist on the screen maybe. UAP RD A2a chosen the Star Wars theme with chapter members from the district wore star war

masks. CP Segovia choose Padme Amidala or Queen Amidala, A courageous, hopeful leader in Star Wars movie series.

The virtual party was simple but many enjoyed the karaoke competition, the charade and guess that song lyric. Raffle prizes were also given to winning CPs. The event was sponsored by BOYSEN Paints Phils., Inc.

More than 50 CPs of Area A attended the said virtual Christmas party which was spearheaded by no other than UAP Area Vice President Ar. Alfred Carandang and the district directors from Area A.

This activity also showed unity and camaraderie among chapter presidents in Area A.

It was an annual activity and project of UAP Del Pilar to share some blessings to a chosen community during holiday season. For this year, the Dumagat Tribe , an IP Community in the range of Sierra Madre (Norzagaray, Bulacan part) was the recipient of our Christmas gift-giving project entitled “Pamaskong Handog ni Goyo sa mga Dumagat” . This is the last school recipient for our Brigada Eskwela Project 2020. We were welcomed by the school faculty members late afternoon of December 15, 2020 after our CSR activity in Norzagaray,

Bulacan. The last recipient school was Marciano C. Rivera Elementary School located at Pulong Gubat, Balagtas, Bulacan. The chapter donated 7 boxes of A4 size 80gsm bond papers and 1 set of Canon printer.

The following schools are the recipient of our Brigada Eskwela 2020 and received boxes of bond papers, printer and alcohol stands: Padling Elementary School, Norzagaray, Bulacan ; Kanyakan Elementary School, Norzagaray, Bulacan; Ricafort Elementary School, San Jose Del Monte City,

Bulacan; Kaypian Elementary School, San Jose Del Monte City, Bulacan; Silangan Elementary

School Sta. Maria, Bulacan; Dumagat Tribe, Norzagaray, Bulacan, Santa Cruz Elementary School, Paombong , Bulacan; Namayan Elementary School, Malolos City, Bulacan; Malolos Integrated School, Malolos City, Bulacan; Marciano C. Rivera Elementary School located at Pulong Gubat, Balagtas, Bulacan; and San Jose Elementary School , Paombong, Bulacan.

We have reached 12 schools for the Brigada Eskwela 2020 project. We are all thankful for the unending support of our chapter members for the successful conduct of various chapter projects and

undertakings. We hope to do more in next year’s Brigada Eskwela and still continue to support this

annual repair and maintenance week project of the Department of Education.

The chapter photoshoot for the “ Isang Siglo” soft launching was held at the Bulacn Provincial Capitol building and compound. Rain or shine, the members took their chance and have a group photo amidst the tickling rain drops. The statue of the boy General Gregorio del Pilar atop a horse at the center of the hardscaped garden located at the frontage area of the welcome park is always the perfect spot chosen by the group.

The logo of the chapter was inspired by the boy general, a hero known for his bravery and young leadership skills.

The Chapter’s Board of Directors conducted its monthly BOD Meeting led by CP Ar. Mary Kristine A. Segovia under the new normal. This was held after the conduct of the monthly GMM to maximize the time and the opportunity of having a quorum to decide on various issues and concern about the organization and the profession. The BOD Meeting was held at Karozza Garden Restaurant and to safeguard the chapter officer’s health and safety we strictly follow the safety protocols. The officers discussed urgent matters with regards to the chapter organizational operation and other national events. The board also planned various projects and programs for next year’s planning and implementation.

This is the first time that the BOD had a quorum while in a face-to-face meeting for the fiscal term. CP Ar. Segovia requested the group to help finalize the endorsement document of the two past chapter presidents that are about to be elevated to the College of Fellow.

The Del Pilar BOD had its second face-to-face monthly meeting. Important matters were discussed and were asked for approval before its execution or implementation. The board also finalized the resolution for the nomination of Ar. Tony del Rosario, Jr. and Ar. Leah Martin for the elevation of these two past Chapter presidents to the UAP College of Fellow under the category of Architectural Practice Design-Build and Architectural Education respectively.

The board also recognized successful conduct of various projects and initiatives implemented by the officers and members during the National Architecture Week 2020 celebration and other projects that helps the community and the schools. Project proposals for the celebration of the 100 years or centennial anniversary of the architecture profession were sought BOD’s approval and the BOD finalized the concept note for planning.

CP Ar. Mary Kristine Segovia led the discussion with the member of the Del Pilar BOD. The meeting took almost two and half hour before it was adjourned by CP Ar. Segovia. The BOD had a very productive and fruitful discussion and brainstorming even in a short period of time.

It is with our pride and honor to share various accomplishments of our colleague and chapter members. Before the year ends, Ar. Joel V. Rico, FPIA, UAP, Chancellor PIA College of Fellow unselfishly shared his passion and expertise in heritage conservation. The Naic Elementary School is one of the most privileged schools to have Ar. Rico as their consultant. Ar. Joel and Ar. Benedict as DepEd consultants for the Heritage Public School Building projects made the most unfortunate heritage schools get back into life and to its glory. Ar. Rico prepared the NAIC Elementary School conservation Plan. As he spearheaded this project, this was one of the many projects that the UAP and PIA accomplished together.

NAIC ES heritage school building is one of the oldest structures in town which is

originally not built for education purposes. However, given its architectural and historical significance and features, the task of having it restored or preserved became as an interesting and as challenging job to the restoration team.

The expertise of AR. Joel Rico in the

world of heritage conservation is considered immeasurable and noteworthy. He is one of the most admirable leader and adviser of the chapter.

The Department of Education through Ar. Joel’s knowledge and expertise had already implemented the proper way of

restoring heritage school buildings nationwide. With the said project, various heritage school buildings got its old appearance a new look.

The implementation of Republic Act No. 11194 also known as the “Gabaldon School Buildings Conservation Act of

2018” with its IRR will definitely protect this American Colonial heritage treasures.
