Our audit uncovered certain conditions that, alt hough not considered by us to be mat erial weaknesses, are matters for which corr ective act ion should be considered. In planning and performing our audit of the financial statements of the Developme nt Fund for Iraq and Successor Account ( " DFI" ), we considered internal control relevant to the preparation of the financ ial statements in order to design audit procedures that are appropriate in the circumstances. but not for the purpose of expressing an opinion on the effectiveness of internal control. The distribution of salaries in cash increases the risk of loss of cash. Recommendation We recommend establishing bank accounts for all employees in order to avoid the above risks and control the cash management process. Management The Department will adopt new Key cards to facilitate the payroll process. Recommendation Although alternative control methods are in use, we recommend serial numbers that are pre-printed on the documents of journal entries, receivables and vouchers, in order to control them. Management The Management does not perform this procedure. The salaries of some employees are handed Degree of Risk High over to other employees without authorization Note During our audit of the accounts of the Ministries, Offices and Governorates, we noticed that some employees receive the salaries of other employees using written authorization and authenticated المﻻحظةwithout the presence of an official letter certified by the notary public by both parties. Moreover, others receive the salaries of other employees without authorizations. This may lead to the delivery of cash to non-beneficiaries and the absence of disclosure of the presence of employees absent from work or not true staffs. Recommendation We recommend the need to increase the control procedures in relation to the distribution of salaries and prevent any employee from receiving the salaries of other persons without an official letter notarized by the notary public. Management In reference to staff receiving salaries without authorization, this is due to emergency Response circumstances as a result of the absence of the staff member on the day of delivery of salaries. As for staff receiving by means of written authorization, this is resulting from the absence of the staff either by maternity leave, travel assignment and other conditions. Weaknesses in the functions of the Oversight Degree of Risk Moderate and Internal Audit Department Note During our visit to the Ministries, Offices and Governorates, we noticed that the Oversight and Internal Audit Department does not issue Standard Quarterly Reports or an Annual Consolidated Report with observations on the work procedures of the Ministries, Governorates and Offices. Furthermore, there is no comprehensive written and specific guide to the regulatory policies. In addition, the Oversight and Internal Audit Department does not audit all .during the fiscal year المﻻحظةsubordinate departments and limit itself to taking samples from these departments Recommendation We recommend that the role of the Oversight and Internal Audit Department should be more active as it is an important element in the governance and risk management system. The internal control system and procedures must be designed and implemented to respond to specific risks and thus supporting the achievement of the objectives, as well as defining the tasks and responsibilities of all departments with the objective of increasing cooperation between these departments. Moreover, we recommend that the Oversight and Internal Audit Department to audit all the subsidiaries departments during the fiscal year due to its great importance in controlling and administrating the disbursements processes, which in turn helps to achieve the objectives. Focusing on the skills and abilities of those involved in the governance system leads to enhancing the ability to carry out the internal control responsibilities. Furthermore, linking the objectives of the internal control to the objectives of the tasks of each individual and completing them according to the responsibilities related to each of them shall lead to the achievement of internal control objectives. Management According to the Department's response, the work is limited to responding to any query or question asked by other Response departments and entities, as well as conducting sudden inventory processes of a number of departments to ensure compliance with the policies. Highlights . On 7 February, MoDM and the Parliamentary Committee for IDPs & Emigrants held a meeting at the Ministry's headquarters to discuss plans for receiving the IDPs from Hawija District and right (western) side of Mosul and the case of return to the liberated areas. Building a new camp in Kirkuk with 2,500 tents has also been approved. On 3 February, MoDM launched the 1-million IQD grant for the batch 21 of IDPs, which included 8,195 displaced families, in addition to the launch of the first and the second installments of the 250,000 IQD grant for the batch 12 of IDPs in all governorates who are registered in its database. The first batch included 10,614 displaced families while the second included 10,670. The High Advisory Team for IDPs held its fifth meeting on Thursday, 2 February 2017 in Erbil with the presence of the Secretary General of the Council of Ministers, MoDM Minister, K-MoI Minister, Ninawa Governor, UN Human Coordinator and the rest of the members. The attendees discussed the relief and sheltering works in the left (eastern) side of Mosul, the necessary preparations for the battle to liberate the right side, plans to receive and shelter the IDPs from the right side in the liberated left side, restoration of basic services and re-stabilization in the liberated areas of the left side to facilitate the return of IDPs, especially working on security and stability, reopening the judiciary and the local administrations and activating the education sector.

This stream is a branch of Euphrates river in Iraq. It passes through Karbala Governorate and serves as a source for different purposes in this region. Canadian Water Quality Index (CWQI) method was used to for the classification of this stream for domestic, irrigation, and aquatic uses during winter, spring, summer, and autumn seasons. This method is classified as relative subindex technique that depends on water quality standards; therefore, water quality parameters were adopted in this method, which were taken from different international standards. These parameters were temperature, turbidity, total dissolved solids, hydrogen power, total hardness, sulphates, chlorides, lead, cadmium, aluminium, and coliform bacteria. In CWQI method, the parameters of Husseiniya stream during the four seasons were compared with their optimum (desirable) and maximum (permissible) standards. It was found that there was clear variation in the classification of CWQI between the two ways. From other side, the seasonal behaviour for this stream was not clear during the study period for all parameters and for all uses.     ` Cholera Task Force-IRAQ Update on Current Cholera Outbreak in Iraq SITREP – Situation Report – N° 18 05.11.2015 (Epi Week 45) Situation Update The general trend of acute diarrheal diseases (AD) remains high since week 36 although the number of confirmed cases appears to be trending downwards (Fig 1 & 2). A cumulative total of 4,351 cholera cases have been confirmed at provincial level labs (PHL) and 2,436 of the positive provincial-level samples have been confirmed at the Central Public Health Laboratory (CPHL). The large gap between CPHL and provincial-level confirmation is mainly due to large numbers of samples with pending test results at the CPHL. Overall, Baghdad, Babil, Diwaniya and Muthanna governorates have been the most affected governorates, accounting for 33%, 25%, 15% and 11% of cumulative cases, respectively, based on CPHL confirmed cases. However, going by PHL data, Babylon alone accounts for nearly 50% of all laboratory-confirmed cases. Affected neighboring countries so far include: Kuwait, with six (6) reported confirmed cholera cases, of which four (4) with established history of recent visits to Iraq and two (2) from contacts with confirmed cases; Iran, with fifteen (15) reported cholera cases – all have recent history of travel to Iraq; Oman, with one (1) reported confirmed case with recent history of travel to Iraq. Iraq too has recorded a spike in cancerous patients with a high prevalence and mortality rate. Lung cancer is characterized by the uncontrolled growth of abnormal cells in one or both lungs. The current study is an epidemiological statistical approach that intends to investigate the incidence, prevalence, and growth of the lung cancer population in Iraq. The authors considered the data belonging to lung cancer patients in holy Karbala Governorate, Medical city of Imam Hussein (peace be upon him) during the period, 2012-2019. The data were classified according to age, gender, and region. The governorate is divided into several regions and the number of injuries for every region is further divided under gender and age classifications. Further, the incidence rate was determined for every region in the governorate.
