Source – UNHCR, Government Agents Offices Kilinochchi and Mullaithivu JAFFNA DISTRICT Situation update ••• The security situation remained tense across Jaffna District during the reporting period. Artillery shelling night towards the FDLs continued both day and night, with heavy fighting in the Muhamalai / Kilali region. Cordon and search operations continued and a number of checkpoints across the Peninsula were setup to safeguard electrical transformers. ••• An ICRC staff member was shot dead by unknown gunmen on 23 December while on his way to work. Police investigations are underway to ascertain the circumstances that led to the incident. ••• The usual one hour of power cut in the evening was increased to two hours and mobile phone coverage remains sporadic. The curfew remains in place from 21:00 to 04:30 daily. Displacement/Returns ••• There has been no change in the IDP situation in the district since last week. Sector Developments/Gaps ••• The WASH sector in Jaffna continued with well cleaning activities at welfare centers and health centers in coordination with the RDHS. In addition, the ACLG office received 50 water pumps for well cleaning which will be handed over to Pradeshiya Shabas to start village level well cleaning in coordination with MOHs.

Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 3 4 ABSTRACT This thesis is an investigation of the relationship between the village, caste, and Catholicism in northern Sri Lanka. Drawing on almost two years of ethnographic fieldwork in Mannar District, as well as subsequent archival research, it provides a detailed analysis not only of the postwar context but also of prewar history, with a particular focus on the nineteenth century. In this thesis, I analyse three overlapping topics. First, I problematise ‘village’ through an examination of ‘cultural’ and ‘state’ village concepts, before arguing that within the complex social diversity of the village of Marudankandal there is a numerically dominant Tamil caste group, the Kadaiyars, whose prominence is reflected both rhetorically and through the control of institutions such as the Catholic village church. From this, I turn to two central dimensions of local caste praxis. First, I offer a historical explanation for the regional prevalence of village churches controlled by single castes, which remains a key characteristic of local Catholicism today. Second, I argue that despite the lessening of certain kinds of hierarchical caste relationships in recent decades, caste identities continue to be mobilised and expressed through regional communities, some of which maintain caste associations.

R.Wijialudchumi Chief Secretary Northern Province Over view of the Northern Province The Northern Provincial Council administration presently functions under the Governorship of Hon. GA. Chandrasri, Governor, Northern Province who, in the absence of an elected council is bestowed with the authorities of the Chief Minister and the Board of Ministers. There are five Provincial Ministries and 25 Departments to administer. The Northern Province consists of 5 Administrative Districts, 34 DS Divisions, 921 GN Divisions, 29 Pradeshiya Sabhas, 5 Urban Councils and one Municipal Council. The Northern Province has a total area of 8,848.58 sq kms. The main stay of economy is predominantly Agriculture and Fisheries. As per the last complete census of 1981 the population of the Northern Province was 1,109,404 and lot of internal and external migration has taken place thereafter and the demographic pattern has changed.
