GENDER ACTION PLAN PROGRESS UPDATE FORMAT 186 Facility Administration Manual Purpose and Process The facility administration manual (FAM) describes the essential administrative and management requirements to implement the project on time, within budget, and in accordance with the policies and procedures of the Government of the Democratic Socialist Republic of Sri Lanka and the Asian Development Bank (ADB). The FAM should include references to all available templates and instructions either through linkages to relevant URLs or directly incorporated in the FAM. The Ministry of Highways, Road Development, and Petroluem Resources Development (MOHRP) and the Road Development Authority (RDA) are wholly responsible for the implementation of ADB-financed projects, as agreed jointly between the borrower and ADB, and in accordance with the policies and procedures of the government and ADB. ADB staff is responsible for supporting implementation including compliance by the MOHRP and the RDA of their obligations and responsibilities for project implementation in accordance with ADB’s policies and procedures. At loan negotiations, the borrower and ADB shall agree to the FAM and ensure consistency with the loan agreement. Such agreement shall be reflected in the minutes of the loan negotiations. In the event of any discrepancy or contradiction between the FAM and the loan agreement, the provisions of the loan agreement shall prevail. After ADB Board approval of the project’s report and recommendations of the President (RRP), changes in implementation arrangements are subject to agreement and approval pursuant to relevant government and ADB administrative procedures (including the Project Administration Instructions) and upon such approval, they will be subsequently incorporated in the FAM. I. PROJECT DESCRIPTION 1. The Second Integrated Road Investment Program for the Democratic Socialist Republic of Sri Lanka will improve the accessibility of the road network in rural areas and thereby increase the involvement of the rural population in nationwide economic and social development. The program, also called iRoad 2, will (i) upgrade and maintain about 3,400 kilometers (km) of rural access roads to all-weather standard; (ii) rehabilitate and maintain in good condition about 340 km of national roads in Eastern, Northern, Uva, and Western Provinces; and (iii) improve the capacity of road agencies with respect to safeguards, road safety, road maintenance, research capacity, and road design and construction. 2. Impact and outcome. The impact of the investment program will be improved connectivity between rural communities and socioeconomic centers in Sri Lanka to align with the government strategy. The outcome will be increased transport efficiency on project roads. 3. Outputs. The outputs of the proposed time-slice multitranche financing facility (MFF) will be (i) improved road conditions of about 3,400 km rural roads and 340 km national roads between the selected rural communities and socioeconomic centers, and (ii) enhanced capacity of road agencies. A list of project roads under the MFF is in Appendix A. A list of equipment for research capacity enhancement is in Appendix B. II. IMPLEMENTATION PLANS A. Artillery shelling night towards the FDLs continued both day and night, with heavy fighting in the Muhamalai / Kilali region. Cordon and search operations continued and a number of checkpoints across the Peninsula were setup to safeguard electrical transformers. ••• An ICRC staff member was shot dead by unknown gunmen on 23 December while on his way to work. Police investigations are underway to ascertain the circumstances that led to the incident. ••• The usual one hour of power cut in the evening was increased to two hours and mobile phone coverage remains sporadic. The curfew remains in place from 21:00 to 04:30 daily. Displacement/Returns ••• There has been no change in the IDP situation in the district since last week. Sector Developments/Gaps ••• The WASH sector in Jaffna continued with well cleaning activities at welfare centers and health centers in coordination with the RDHS. In addition, the ACLG office received 50 water pumps for well cleaning which will be handed over to Pradeshiya Shabas to start village level well cleaning in coordination with MOHs.

Chandrasri, Governor, Northern Province who, in the absence of an elected council is bestowed with the authorities of the Chief Minister and the Board of Ministers. There are five Provincial Ministries and 25 Departments to administer. The Northern Province consists of 5 Administrative Districts, 34 DS Divisions, 921 GN Divisions, 29 Pradeshiya Sabhas, 5 Urban Councils and one Municipal Council. The Northern Province has a total area of 8,848.58 sq kms. The main stay of economy is predominantly Agriculture and Fisheries. As per the last complete census of 1981 the population of the Northern Province was 1,109,404 and lot of internal and external migration has taken place thereafter and the demographic pattern has changed.

    LAND USE PLAN VAUNIYA DISTRICT Prepared on the recommendations given by the Lessons Learnt and Reconciliation Commission (LLRC) Land Use Policy Planning Department Ministry of Lands 2016 Secretary’s Message Lessons Learnt and Reconciliation Commission (LLRC) made several recommendations for the Northern and Eastern Provinces of Sri Lanka so as to address the issues faced by the people in those areas due to the civil war. The responsibility of implementing some of these recommendations were assigned to the different institutions coming under the purview of the Ministry of Lands i.e. Land Commissioner General Department, Land Settlement Department, Survey General Department and Land Use Policy Planning Department. One of the recommendations made by the LLRC was to prepare Land Use Plans for the Districts in the Northern and Eastern Provinces. This responsibility assigned to the Land Use Policy Planning Department. The task was completed by May 2016. I would like to thank all the National Level Experts, District Secretary and Divisional Secretaries in Vauniya District and Land Use Planning Officers , Development Officers (Land Use) of Vauniya District and the District staff who assisted in preparing this plan. I also would like to thank Director General of the Land Use Policy Planning Department and the staff at the Head Office for their continuous guiding given to complete this important task. Mannar Camps: 1,9502 Jaffna Camps: 3,6073 RELEASES & RETURNS 28,973 people have been released from temporary camps into Releases: host families and elders’ homes as of 14 January 2010. The majority of these people are elders, people with disabilities and other vulnerable groups. Situation Overview & highlights • Zone 5 in Menik Farm is now being used as a collection centre for IDPs during return movements, allowing IDPs access to water and sanitation facilities while they await transport to their districts of origin. However, the provision of cooked meals for IDPs at the collection centre may cease at the beginning of March due to lack of funds. • Returns continued at a steady pace between 13 to 26 February, with movements to Oddusudan District Secretariat (DS) division in Mullaitivu District, as well as to the Karachchi and Pachchilaipallai DS divisions in Kilinochchi District. • Between 13 and 26 February, some return movements were scheduled to areas in Killinochchi and Mullaitivu Districts where the status of landmine / UXO4 contamination had not been completely verified. Some areas had ongoing non-technical surveys5, while others had not yet been tasked for the necessary survey / mine clearance. Following close collaboration among OCHA, IOM, UNHCR, the UNDP-supported District Mine Action Office and the Office of the Humanitarian Coordinator, one movement to the Oddusudan District Secretariat (DS) division (in Mullaitivu District) was postponed.
