Prof. Gültekin Yıldız An abstract of the thesis of Gizem Çimşit for the degree of Master of Arts from the Ataturk Institute for Modern Turkish History to be taken May 2015 Title: Conscription in the Nineteenth Century Ottoman Empire: Its Reflections on the Lives of Ordinary People and Resistance, 1843-1876 This thesis examines the creation of a new army in the Ottoman Empire in the nineteenth century manned by conscripts. Starting from the eighteenth century, significant reforms were introduced in the Empire. A new army and a regular recruitment system were part of these reforms which are within the scope of this study. Especially after 1846, Ottoman subJects started to be recruited for military service as an obligation. This study presents the early years of implementation of the recruitment system. While analyzing the conscription law of 1846, the thesis takes examples of the practice of the law from archival documents. Finally, it tries to show the subJects’ reactions to conscription, which might have created cracks in the relationship between the state and its subJects. These reactions ranged from negotiable methods for avoiding the military service obligation to open rebellion, desertion, and even banditry. The law forms a struggle field for the ordinary people who are mostly invisible in history studies. The thesis tries to tell the real stories of ordinary people by analyzing this point of contestation which provides a chance to hear them. iii Atatürk Đlkeleri ve Đnkılap Tarihi Enstitüsü’nde Yüksek Lisans derecesi için Gizem Çimşit tarafından Mayıs 2015’te teslim edilen tezin kısa özeti Başlık: On dokuzuncu Yüzyılda Osmanlı’da Zorunlu Askerlik: Sıradan Đnsanların Hayatına Etkileri ve Direnişler, 1843-1876 Bu tez, Osmanlı’da on dokuzuncu yüzyılda zorunlu askerliğe dayalı yeni bir ordu yaratılması sürecini incelemektedir. On sekizinci yüzyıldan başlayarak, imparatorlukta önemli reformlar ortaya konulmaya çalışılmıştır. Yeni bir ordu ve düzenli bir askere alma sistemi bu reformlardandır ve çalışmanın kapsamını oluşturmaktadır. Özellikle 1846 yılından sonra Osmanlı tebaası kendi istekleri ve iradeleri dışında askerlik hizmeti için kaydedilmeye başladılar. Bu çalışma, askere alma sisteminin ilk yıllarındaki uygulamaları ortaya koymaya çalışmaktadır. Bir yandan Kur’a Kanunnamesini incelerken, pratikteki uygulamaları anlamak için de arşiv kaynaklarından örnekler sunmaktadır. Son olarak, bu tez tebaanın zorunlu askerliğe karşı tepkilerini ortaya koymaktadır. Bu tepkilerin devlet ve tebaa ilişkisinde yaratmış olabileceği çatlaklar araştırılmaktadır. Bu tepkiler, askerden kaçmak için uzlaşma ve müzakere metotlarına dayalı ve daha yumuşak yöntemlerden açık isyan, firar ve hatta eşkıyalığa kadar uzanmaktadır. Kanun tarihte sesini duymaya çok alışık olmadığımız sıradan insanlar için bir mücadele alanı yaratmıştır. This system can be identified as an important tool of the modern state to increase its penetration capacity over the subJects. This study looks at the Ottoman Empire. Military failures made the social and economic problems worse. In this situation, alternative potentials in the empire appeared because of the increasing military needs of the central government and the provincial governors. By the way, general employment of the Albanian warriors who were famous with their courage and strength became possible.1 There were a lot of reasons for employing Albanian warriors with salary while there was Ottoman regular army corps, including janissaries and soldiers from the states. Governing problems, had existed in the states and land system after the defeat in Vienne at 1683, was one of these reasons. Also after the end of the conquering era, the castles and fortresses at the borderlines were built for defense and there were not a necessary number of soldiers in these buildings. This problem was tried to by employing the warriors with long- matchlock-guns from Bosnia, Herzegovina and Albania.2 During the time, the necessity of mercenary increased too much as seen in the example of the Ottoman army which established for pressing the Greek Revolt in 1821, was almost composed of the Albanian soldiers.3 There were historical reasons for choosing Albanian soldiers in the Balkans. A strong feudal-system had existed in the Albanian lands before the Ottoman rule. This social structure, which consisted of the local connections and obedience around the lords, continued by integrating, first, timar (fief) system after the Ottoman conquest in 1385 and then, devshirme system.

The failures compelled the Ottoman state to change its socio- economic and political structure. As a result of this transition of the state structure, which brought about a so-called “redistribution of power” in the empire, new Ottoman elites emerged from 1683 until the 1750s. We have divided the above time span into three stages that will greatly help us com- prehend the Ottoman transition from sultanic authority to numerous autonomies of first Muslim, then non-Muslim elites of the Ottoman Empire. During the first period (1683–1699) we see the emergence of Muslim power players at the expense of sultanic authority. In the second stage (1699–1730) we observe the sultans’ unsuccessful attempts to revive their authority. In the third period (1730–1750) we witness the emergence of non-Muslim notables who gradually came into power with the help of both the sultans and external powers. At the end of this last stage, not only did the authority of Ottoman sultans decrease enormously, but a new era evolved where Muslim and non-Muslim leading figures both fought and co-operated with one another for a new distribution of wealth in the Ottoman Empire.

It also intends to evaluate the character of existing administrative structures at the outset of Abdülaziz’s reign in 1861 and the nature of subsequent changes, including structural reorganization of the Imperial Naval Arsenal, the Ministry of Marine, and the Naval Academy, as well as advancements in military training and seafaring; all within the context of the impact of these changes on the military, political, and economic condition of the Empire during the reign of Sultan Abdülaziz.

ABSTRACT This thesis attempts to analyze the reasons for the Ottoman Empire’s successful expansion in the 1400s-1800s and its ultimate decline in the 1800s-1900s through the perspective of its national gunpowder factories and gunpowder transportation capabilities. Ultimately, all premodern firearms were only as powerful as the gunpowder they used, and a recurrent problem for all gunpowder armies was the unreliability of their powder. Such unreliability became the primary cause for the loss of a battle or an entire campaign. In comparison with their rivals to the west and to the east, the Ottomans displayed an unparalleled aptitude for the manufacture and transport of gunpowder. The abundance of natural resources, such as high quality saltpeter, sulfur, and the right kind of trees for producing charcoal, when combined with the Ottomans’ highly sophisticated state-run gunpowder works and excellent transportation network, was a major factor in their stunning successes between the 1450s and 1700s.

Hakan Erdem This thesis endeavors to present an analysis of the nature of the relations between ottoman corsairs and the imperial navy in the 16th century. Recruitment of corsairs as naval officers by Ottoman central authority to make up for the insufficient numbers of skilled seamen was presented as a fact in various works. However, there is no study to explain construction period of this relationship and to define the system. This thesis aims to construct a model to explicate this relationship. As of the mid-fifteenth century, Ottoman seapower started to strengthen and Empire conquered several crucial harbors and islands in Black sea and Mediterranean until the end of this century. Ottoman Imperial navy gained a strong infrastructure thanks to these conquests. Apart from Imperial navy, Ottoman corsairs' attacks that were based on these harbors increased and they strengthened gradually. In 1495, an old corsair, Kemal Reis was taken into Ottoman service, thus he became a pioneer for the recruitment of corsairs to Imperial Navy.
