Of the LOCAL GOVERNMENT SERVICE (LGS)
Draft 2019 Annual Progress Report of the LOCAL GOVERNMENT SERVICE (LGS) FOREWARD This report presents the achievements of the Local Govdernment Service (LGS) which comprises of the Office of the Head of the Local Government Service (OHLGS), the sixteen Regional Co- ordinating Councils (RCCs) and the two hundred and sixty Metropolitan, Municipal and District Assemblies (MMDAs). The feats reported herein were in line with the Government of Ghana’s National Decentralization Policy Framework and implementation of other government flagship programmes in line with national reporting requirements. Paramount among the OHLGS achievements were the various tailor-made trainings and capacity development programmes undertaken for a total of one thousand and sixty (1,060) staff and this undercores the commitment and investment made by government to develop human capacity in support of local governance and administration for improved service delivery. The successes and levels of implementation of government programmes and projects including the Planting for Food and Jobs (PFJ), Infrastructure for Porverty Eradication Project (IPEP) and many others as reported by the RCCs and on behalf of Assemblies within their repective jurisdictions provides an insight on achievements over the planned period. The contributions of our many development partners and stakeholdrs made it possible to achieve these feats and the Local Government Service is appreciative of this support. It is the expectation that with continued support, the Service will continue to enhance delivery of its mandate of ensuring the effective administration and management of the decentralized sector of the country in line with the national decentralization programme. REPUBLIC OF GHANA THE COMPOSITE BUDGET OF THE WEST GONJA DISTRICT ASSEMBLY FOR THE 2015 FISCAL YEAR 1 THE WEST GONJA DISTRICT ASSEMBLY NARRATIVE STATEMENT ON COMPOSITE BUDGET VOLUMES FOR 2015 A BACKGROUND: 1.1 DISTRICT ASSEMBLY The present West Gonja District Assembly has 1 Town and 2 Area Councils. The Assembly has 20 Assembly Members, consisting of 12 elected members and 8 Government appointees. The Member of Parliament for Damongo constituency is an ex-officio member of the assembly elected by universal adult suffrage. The District Chief Executive is the president representative at the Assembly. The present assembly has 12 electoral areas. 1.2 ESTABLISHMENT OF DISTRICT ASSEMBLY The West Gonja District Assembly was originally established on the 23rd of December 1988 by PNDC Law 207. Central Gonja and North Gonja Districts were carved out of the West Gonja District by L.I.1775 and L.I. 2069 in 2004 and 2012 respectively, with Damongo the seat of the Gonja Paramountcy as the district capital. 1.2.0 PHYSICAL AND NATURAL ENVIRONMENT 1.2.1 Location and Size West Gonja District is located in the Northern Region of Ghana. It lies on longitude 10 51 and 20 581 West and Latitude 80 321 and 100 21 North. It shares boundaries in the south with Central Gonja District, Bole and Sawla-Tuna- Kalba District in the West, Wa East District in the North West and North Gonja District to the North and East. The District has total land area of 8,352sq.Km (including North Gonja District). This represents about 12% of the total land area of the region. -

He works with researchers and policymakers to promote evidence-based policy. Before joining the IGC, James worked for the UK’s Department of Energy and Climate Change, where he led several analyses to inform UK energy policy. Previously, he served as a lecturer at the Jonkoping International Business School. His research interests are in development economics, corporate governance, energy economics, and energy policy. James holds a PhD, MSc, and BA in economics and LLM in petroleum taxation and finance. David Lagakos is an associate professor of economics at the University of California San Diego (UCSD). He received his PhD in economics from UCLA. He is also the lead academic for IGC-Ghana. He has previously held positions at the Federal Reserve Bank of Minneapolis as well as Arizona State University, and is currently a research associate with the Economic Fluctuations and Growth Group at the National Bureau of Economic Research. His research focuses on macroeconomic and growth theory. Much of his recent work examines productivity, particularly as it relates to agriculture and developing economies, as well as human capital. Isaac Otoo is a research assistant who works with the team in Ghana. He has an MPhil (Economics) from the University of Ghana and his thesis/dissertation tittle was “Fiscal Decentralization and Efficiency of the Local Government in Ghana.” He has an interest in issues concerning local government and efficiency. -

EAST GONJA DISTRICT Copyright (c) 2014 Ghana Statistical Service ii PREFACE AND ACKNOWLEDGEMENT No meaningful developmental activity can be undertaken without taking into account the characteristics of the population for whom the activity is targeted. The size of the population and its spatial distribution, growth and change over time, in addition to its socio-economic characteristics are all important in development planning. A population census is the most important source of data on the size, composition, growth and distribution of a country’s population at the national and sub-national levels. Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of national resources and government services, including the allocation of government funds among various regions, districts and other sub-national populations to education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users, especially the Metropolitan, Municipal and District Assemblies, with district-level analytical reports based on the 2010 PHC data to facilitate their planning and decision-making. The District Analytical Report for the East Gonja District is one of the 216 district census reports aimed at making data available to planners and decision makers at the district level. In addition to presenting the district profile, the report discusses the social and economic dimensions of demographic variables and their implications for policy formulation, planning and interventions. The conclusions and recommendations drawn from the district report are expected to serve as a basis for improving the quality of life of Ghanaians through evidence- based decision-making, monitoring and evaluation of developmental goals and intervention programmes. -

Tontie Lurimuah Kanton Political conflicts and resource capture: Charcoal in the Ghanaian savannah and transition zones Tontie Lurimuah Kanton Institute of African Studies, University of Ghana, Ghana Department of Geoscience and Natural Resource Management, University of Copenhagen, Denmark Abstract This paper examines charcoal policy in Ghana and conflicts within charcoal producing communities. Policies use narratives about charcoal production to blame charcoal burners and to justify the need to regulate it. All these policy narratives are underscored by political conflicts over the exercise of power, legitimacy and control over resources. This paper argues that there are four distinct types of conflicts within charcoal producing districts: 1) conflict between chiefs and local government over regulation and control; 2) conflicts between chiefs over exercise of power over subjects and over legitimacy; 3) conflicts between chiefs and their subjects over the allodial and use rights in land and extraction of rents; and 4) conflicts between categories of charcoal producers with different rights and access to land resources. To this end, the 2021 Population and Housing Census (PHC) will be conducted to provide updated data on the socio-economic, demographic, and living conditions of persons living in Ghana. Collecting such information is crucial as it enables the formulation and implementation of viable development plans and programmes at national, regional, district and sub-district levels. The 2021 PHC will be Ghana’s first digital population and housing census, following previous censuses that were less underscored with information and technological innovations. While the conduct of a digital census promotes the achievement of complete coverage and ensure quality data, its implementation requires behavioural change and adaptation to new working approaches, detailed planning and synchronization of activities. Among the requirements for adhering to the demands of conducting a digital census is the production of comprehensive documentation of the processes and systems for all stakeholders involved in the conduct of the census. Premised on the foregoing, the Field Officer’s Manual has been prepared for the Enumerators and Supervisors to utilise during training and data collection. The manual provides definitions of key concepts and provides clarifications to ensure all definitions are well understood. Examples have also been provided for illustrative purposes to enhance understanding. The manual provides an understanding of the Census processes and its objectives, how the Census will be conducted, questionnaire content, and the roles of enumerators and supervisors. -
