NATO, the Baltic States, and Russia A Framework for Enlargement Mark Kramer Harvard University February 2002 In 2002, the North Atlantic Treaty Organization (NATO) will be initiating its second round of enlargement since the end of the Cold War. In the late 1990s, three Central European countries—Hungary, the Czech Republic, and Poland—were admitted into the alliance. At a summit due to be held in Prague in November 2002, the NATO heads-of-state will likely invite at least two and possibly as many as six or seven additional countries to join. In total, nine former Communist countries have applied for membership. Six of the prospective new members—Slovakia, Slovenia, Bulgaria, Romania, Albania, and Macedonia—lie outside the former Soviet Union. Of these, only Slovakia and Slovenia are likely to receive invitations. The three other aspiring members of NATO—Latvia, Lithuania, and Estonia— normally would stand a good chance of being admitted, but their status has been controversial because they were republics of the Soviet Union until August 1991. Until recently, the Russian government had vehemently objected to the proposed admission of the Baltic states into NATO, and many Western leaders were reluctant to antagonize Moscow. During the past year-and-a-half, however, the extension of NATO membership to the Baltic states in 2002 has become far more plausible. The various parties involved—NATO, the Baltic states, and Russia—have modified their policies in small but significant ways. Progress in forging a new security arrangement in Europe began before the September 2001 terrorist attacks, but the improved climate of U.S.-Russian relations since the attacks has clearly expedited matters. -

LITHUANIAN HISTORICAL STUDIES 21 2017 ISSN 1392-2343 PP. 79–106 ‘THE TSAR WOULD NOT HAVE TAKEN AWAY OUR PENSIONS’: COMPENSATION FOR RUSSIAN ARMY FIRST WORLD WAR INVALIDS IN INTERWAR LITHUANIA Vytautas Jokubauskas (Klaipėda University) ABSTRACT This article presents an analysis of the support given to Great War invalids in Lithuania: how did veterans of the Imperial Rus- sian army, injured during the First World War, act in order to procure social security (pensions), and how did Lithuanian legalislation change in reaction to their justified expectations. The social welfare situation of Great War invalids who became citizens of the Republic of Lithuania chan- ged in three different stages: a) the period up to 1926; b) 1926 to 1929; and c) following the passing of a separate law on pensions for former Imperial Russian army war invalids in 1930. It was found that support for these First World War invalids in Lithuania was constantly compared to compensation for those who were injured in the Wars of Independence (1918–1920). The size of pensions for these two groups was never equal. Regardless of the fact that attempts were made to make the two types of pensions equal in 1925–1926, barely six months later, Great War invalids started receiving smaller pensions, until they were eventually suspended altogether before a separate law came into effect in 1930. In the article, the reasons for this are explained as a lack of money and political will, and the view of part of society that those injured in the First World War were ‘not fighting for Lithuania’. -

Instability to our south requires our constant engagement and brings the challenges of migration and terrorism to our borders. To our east, a resurgent Russia is testing us on a range of fronts, and has reminded us once again that we need to be steadfast if we are to deter aggression and armed conflict on our continent. -

109 Èeslovas Laurinavièius* Lithuanian History Institute The Role of History in the Relationship between Lithuania and Russia The history of Lithuanias and Russias national intercommunion is a basic part of their coexistence as well as the manifestation of their cultural life. However, their history plays a great role in the relationship between these two countries. And it is not a good sign when it includes not only a cultural, but also political sphere as well. Usually it points towards the fact that countries such as these still lack a steady civil identification and that their relations are still being influenced by various ideologies, myths, versions or simply speculations. Lastly, they may also have various and appa- rent, as well as theoretical pretences towards each other. Therefore these countries practically cannot develop normal relations built on partnerships and collaboration. On the other hand, this situation undermines history too. In practice it is being turned into an ideology, because competing countries do not need an objective history, but a version that grounds their position and disproves the opponents one. The article discusses the tension of historical interpretations existing today between Lithuania and Russia and its genesis. It also explores the negative impacts on the relations between Lithuania and Russia in the general field of relations and offers ways to reduce these tensions. Introductory Remarks History has always played an important, perhaps even decisive, role in the relations between Lithuania and Russia. In the Middle Ages a common talking point was whether The Grand Duchy of Lithuania had its legitimacy or it was a fragment of the joint ancient Kievan Rus, which The Grand Duchy of Moscow was trying to assemble.
