The Green Line Program is vital to the future of Calgary and benefits all Calgarians, enabling The City to achieve significant economic, social and environmental rewards. The Green Line is designed to be both a transit system and a platform for long- term city building opportunities, spurring redevelopment and investment opportunities in Calgary businesses and communities. It will provide efficient service and connections to destinations throughout the city, including opening new areas where people can live affordably with access to amenities, services and sustainable mobility options. The full Green Line alignment is 46 kilometres and runs from 160 Avenue N. to Seton in the southeast. This line will almost double the City’s existing LRT network. A project of this size cannot be built all at once. The Green Line will be delivered in stages as funding becomes available. Stage 1 of construction will extend 16 Avenue N. to 126 Avenue S.E. and is expected to be constructed from 2021-2027 and estimated to cost $4.9 billion. The Green Line Stage 1 will be constructed in three different segments: • Segment 1: Ramsay/Inglewood to Shepard (126 Avenue S.E.) • Segment 2A: 2 Street S.W. to 4 Street S.E. • Segment 2B: 16 Ave N. to 2 Street S.W. “High quality transit, like LRT, is a necessity for cities to grow, be attractive to entrepreneurs and a talented workforce, and to be competitive economic centres locally and internationally. City of Calgary: Senior Interface Manager, Green Line Page | 3 THE ROLE: Senior Interface Manager This is a unique and exciting opportunity to make a real difference! Rarely does a project of this size and importance come along that will truly impact the lives of Calgarians and those in the surrounding communities for decades to come. You will become an important member of a motivated and experienced team of professionals, all bringing their specific skills and talents to the table to achieve an incredible outcome. The Green Line is looking for a talented and motivated Senior Interface Manager to join the Green Line Leadership Team. This role reports functionally to the Technical Director and takes day to day direction from the Delivery Director. Direct reports will be Interface Coordinator(s). The Senior Interface Manager is a key member of the leadership of the overall Green Line Program. Interface management is comprised of identifying, documenting, planning, scheduling, communicating, implementing, monitoring and managing technical and construction boundaries or other interfaces on the project to minimize risks and conflicts and maximize opportunities between parties. The Interface Manager is responsible for managing interfaces on the Green Line Program along its entire length and identifying and resolving interface issues between the multiple projects scopes and schedules. This includes monitoring the interfaces between the Green Line Program and City of Calgary Business Units (e.g. Transportation Infrastructure, Water Resources) and managing the interfaces with key third parties (e.g. utility owners) where the primary interface is technical and/or construction based. The Interface Manager coordinates common scopes and interests related to existing railway crossings and contractual agreements. Key Responsibilities: To be successful in this role, an individual must be able to perform each essential duty satisfactorily. • Set-up of the Program Interface Team, development of the interface strategy and Interface Management Plan, interface management processes and the supporting tools and systems. Ensure consistent and effective implementation of the Interface Management Plan Program wide. • Liaise with design teams, business units and third parties, to identify, technically evaluate and address all the potential interfaces and risks that impact the scope, schedule or cost of the Program. Work with other Program leaders to support development and delivery of the Program • Coordinate with contractors, other Business Units and third parties to ensure the development and implementation of interface management procedures and management of all Program internal and external interfaces. • Support contractors and interfacing Business Units in the timely development of interface agreements and further identify interfaces as required for the Program. City of Calgary: Senior Interface Manager, Green Line Page | 4 • Coordinate rail, utility and other key interfaces and related negotiations involving third parties to develop agreements to address the relevant information, scheduling and connection requirements. Employ mutual benefit negotiation techniques to positively manage relationships, risks, schedules and costs through the entire Program schedule. • Monitor the process for contractor organizations, the Green Line Program team, other City Business Units and third parties to coordinate their information and activities to effectively schedule and organize the physical interfaces related to the Green Line Program. • Support the Project Managers in aligning contractors with all interfacing parties. The Interface Manager is a key role in the resolution of interface issues that require escalation. • Organize and steward contractor, Business Unit and other third party interface coordination meetings to facilitate interaction and smooth management of interfaces across all Program groups, contractors and The City. • Facilitate regular communication and status updates between contractors, Business Units and third parties to ensure interface execution and close out. • Technically assess criticality of interfaces and risks or issues associated with incorrect, late or missing information. Identify interface performance issues and work with the affected parties to achieve resolution. • Work with the Project Managers and Commercial Managers to highlight and help resolve any associated contractual issues and potential change orders arising from interface issues. • Keep the Project Managers, Technical and Delivery Directors informed of interface matters that could potentially jeopardize Program objectives. • Maintain the Green Line Program interface registers that summarize critical interface agreements and provide regular reporting. • Manage the Interface team to support delivery of the Green Line Program. The Person – Experience and Education The Senior Interface Manager will have: • A Professional Engineer or equivalent professional background and 15 years of senior level professional experience with substantial experience in a leadership role. • Previous experience in project, engineering, construction and/or interface management of large, complex, high profile, multi‐partnered projects is required. Alternative project delivery experience (Design Build) is preferred. • Knowledge of and experience in large underground utility projects is required. • Experience in rail and light rail transit related project works is desirable.
