Pengaruh yang mula-mula datang adalah dari Kerajaan Bone dan Kerajaan Wajo.Pengaruh Sulawesi Selatan begitu kuat terhadap Kerajaan-Kerajaan di Sulawesi Tengah, bahkan sampai pada tata pemerintahan. Struktur pemerintahan kerajaan-kerajaan di Sulawesi Tengah akhirnya terbagi dua, yaitu, yang berbentuk Pitunggota dan lainnya berbentuk Patanggota. Pitunggota adalah suatu lembaga legislatif yang terdiri dari tujuh anggota dan diketuai oleh seorang Baligau. Struktur pemerintahan ini mengikuti susunan pemerintahan ala Bone dan terdapat di Kerajaan Banawa dan Kerajaan Sigi. Struktur lainnya, yaitu, Patanggota, merupakan pemerintahan ala Wajo dan dianut oleh Kerajaan Palu dan Kerajaan Tawaeli. Patanggota Tawaeli terdiri dari Mupabomba, Lambara, Mpanau, dan Baiya. Pangaruh lainnya adalah datang dari Mandar. Kerajaan-kerajaan di Teluk Tomini adalah cikal bakalnya berasal dari Mandar. Pengaruh Mandar lainnya adalah dengan dipakainya istilah raja. Sebelum pengaruh ini masuk, di Teluk Tomini hanya dikenal gelar Olongian atau tuan-tuan tanah yang secara otonom menguasai wilayahnya masing-masing.

    Siaran Pers PERKUAT AKSES KEADILAN, KEMENTERIAN PPN/BAPPENAS LUNCURKAN BUKU EKSISTENSI PERADILAN ADAT JAKARTA (13/12) – Kementerian PPN/Badan Perencanaan Pembangunan Nasional meluncurkan buku “Eksistensi Peradilan Adat: Pengalaman Aceh, Kalimantan Tengah dan Sulawesi Tengah”. Penulisan buku ini merupakan bagian dari agenda Strategi Nasional Akses Pada Keadilan (SNAK) 2016-2019 yang telah diluncurkan pada 10 Mei 2016. Salah satu tujuan utama SNAK 2016-2019 adalah memperkuat akses pada keadilan melalui peradilan adat/informal terhadap warga negara Indonesia. Pemerintah mendorong serta menjamin hak asasi warga negara akan kebutuhan akses pada keadilan. SNAK 2016-2019 diharapkan berkontribusi dalam rangka pelaksanaan restorative justice yang pada akhirnya dapat mengurangi beban lembaga pemasyarakatan. Peluncuran buku diresmikan Menteri PPN/Kepala Bappenas Bambang Brodjonegoro dan dihadiri Direktur UNDP Indonesia Christophe Bahuet serta Gubernur Kalimantan Tengah, Sugianto Sabran dan Gubernur Sulawesi Tengah, Longki Djanggola. Penulisan buku ini merupakan hasil kerja sama antara Kementerian PPN/Bappenas dan UNDP Indonesia dalam proyek Strengthening Access to Justice in Indonesia (SAJI) yang didukung Kedutaan Besar Norwegia. Buku ini ditulis berdasarkan praktik-praktik dan pembelajaran pelaksanaan Peradilan Adat oleh Majelis Adat Aceh (MAA), Dewan Adat Dayak (DAD) Kalimantan Tengah, dan Forum Peradilan Adat (FPA), Sulawesi Tengah. “Secara historis, keberadaan hukum dan juga peradilan adat terutama di desa-desa memang tidak pernah mati, baik dalam bentuknya yang sederhana maupun yang terlembaga masih terus digunakan oleh masyarakat di daerah sebagai sarana untuk menyelesaikan berbagai sengketa/konflik dan persoalan seperti pelanggaran atas tata perilaku, baik antar sesama masyarakat maupun dengan alam dan lingkungan sekitarnya.     Term of Reference Pertemuan Pemerintah Provinsi dengan Organisasi Masyarakat Sipil (OMS) Mitra OXFAM “Kolaborasi Pemerintah dan Aktor Non Pemerintah dalam Pembangunan Partisipatif untuk Mendukung Pencapaian SDGs” Perkumpulan PRAKARSA dan Oxfam di Indonesia Bogor, 14 Maret 2019 Pendahuluan Pasca reformasi, demokratisasi mengalami kemajuan. Relasi negara dengan warga membaik, hak sipil politik warga lebih terjamin, pelayanan publik makin baik, dan kesejahteraan meningkat. Pemerintah menjadi aktor kunci dalam upaya memajukan kepentingan publik, baik secara langsung maupun dengan cara membuat kebijakan yang bersinergi dengan kepentingan masyarakat. Di sisi lain, Organisasi Masyarakat Sipil (OMS) juga memiliki kontribusi positif dalam menyuarakan kepentingan publik dan menjadi mitra pemerintah dalam mendorong tata kelola pemerintahan yang transparan dan akuntabel. Seiring dengan komitmen pemerintah dalam mencapai tujuan pembangunan berkelanjutan (SDGs), pendekatan kolaboratif antara aktor pemerintah dengan aktor non-pemerintah perlu diperkuat. Namun, sejumlah tantangan masih tetap ada. Di Indonesia, partisipasi publik yang memfasilitasi keterlibatan warga negara dalam politik termasuk dalam dialog perencanaan serta pelaksanaan kebijakan publik masih sebatas formalitas. Partisipasi publik di Indonesia belum memastikan bahwa semua warga negara mendapatkan keuntungan dari kebijakan publik dan sumber daya yang dimiliki oleh negara meski dari sisi regulasi, Indonesia telah memiliki sejumlah peraturan perundang-undangan yang menjadi dasar pelaksanaan partisipasi publik. Sebagai contoh, Musrenbang yang merupakan ruang partisipasi publik dalam perencanaan pembangunan paling masif masih belum menjamin akses yang setara bagi seluruh kelompok masyarakat. Keterlibatan OMS di beberapa kelompok kerja di K/L juga masih kurang efektif dalam mengagregasi dan mengakomodasi suara-suara OMS. Pun, posisi OMS juga masih belum sepenuhnya diakomodasi dalam seluruh tahapan pembangunan, mulai dari perencanaan-penganggaran sampai implementasi-evaluasi.
