Manifesto of the “Berlin Circle” (May 11, 2016) Abstract In a new position paper by the conservative Berlin Circle within the CDU, 15 politicians demand a change of course from Angela Merkel. According to them, it was important to prevent another “drift to the left” within the CDU. It also addresses relations with Turkey and Germany’s refugee policy. Source I. After the catastrophic election results for the CDU on 13 March 2016, especially in Baden-Württemberg and Rhineland-Palatinate, to continue like this will lead to the loss of more votes in the future. A ruthless, honest, and self-critical analysis was and remains necessary! Those who gloss over the election results misjudge the difficult situation in which the party finds itself and give the impression that they do not want to draw the resulting political consequences – or even seriously discuss them. The historically worst results in Baden-Württemberg and Rhineland-Palatinate, which once were the CDU's strongholds, are bitter for the entire party and represent its most serious setback to date. The causes are not only to be found in refugee policy, but also in the fact that the CDU, with its socio-political course, has created space for a party to the right of it. The election result is a dramatic continuation of a downward trend that has been emerging for several years. The CDU has lost half a dozen state governments (in Thuringia, Baden-Württemberg, Schleswig-Holstein, Lower Saxony, Hamburg and North Rhine-Westphalia) without regaining a single position or even winning a new one. -

Germany’s Reluctance Towards pan-European Banking Resolution by Annika Stahlhut (June 2014) Abstract In the recent two years the European Banking Union has been a chief project in European financial integration. Apart from European banking supervision and attempts to integrate deposit insurance on EU-level the member states have agreed to also harmonize the resolution of banks: A Single Resolution Mechanism (SRM) seeks to protect taxpayers in Europe from assuming the costs of resolution and to maintain financial stabilty in the internal market when banks are wound up. Although states have therefor charged the Commission to develop a common policy for banking resolution, Germany gains particular attention in European negotiations for objecting to the regulation establishing a single framework. Newspapers report that the German finance minister has announced to block the resolution mechanism (Schäfers, 2014, January 21), for which he is criticized sharply – even by parties on domestic level. It therefore seems as if domestic opinions on European banking resolution depart substantially wherefore the German position appears worth for an in-depth study. To this end European integration of banking resolution is embedded into the theoretical framework of liberal intergovernmentalism that provides for a liberal theory on national preference formation. -

Who is Who in Impeding Climate Protection Links between politics and the energy industry The short route to climate collapse The UK meteorological offi ce forecast at the very beginning of the year that 2007 would be the warmest year since weather records began being made. The scientists there estimated that the global average temperature would be 0.54 degrees above the 14 degree average experienced over many years. The record so far, an average of 14.52 degrees, is held by 1998. 2005, which was similarly warm, went into the meteorologists’ record books on reaching an average of 14.65 degrees in the northern hemisphere. Findings made by the German meteorological service also confi rm the atmosphere to be warming. Shortly before the beginning of 2007 the service reported that the year 2006 had been one of the warmest years since weather records began being made in 1901, and the month of July had been the hottest ever since then. An average of 9.5 degrees was 1.3 degrees Celsius above the long-term average of 8.2 degrees. International climate experts are agreed that the global rise in temperature must stay below two degrees Celsius if the effects of climate change are to remain controllable. But the time corridor for the effective reduction of greenhouse gases damaging to the climate is getting narrower and narrower. In the last century already the Earth’s average temperature rose by 0.8 degrees. The experts in the UN Intergovernmental Panel on Climate Change anticipate a further rise of up to 6.4 degrees by 2100. -

Denn wenn Sie die nehmen, haben Sie wahrscheinlich nachher weniger in der Tasche als vorher. Kalte Progression nennt man das. Diese Ungerechtigkeit ist seit Jahren bekannt. Man könnte sie abschaffen. Fordert auch mal der eine, mal der andere Politiker. Aber überlegen Sie mal: 19 Milliarden Euro mehr Steuereinnahmen in den nächsten Jahren – hat die Steuerschätzung heute ergeben. Wodurch kommen die wohl auch zustande? Durch die kalte Progression. Wieso also abschaffen? Aber fordern kann man das als Politiker ja immer mal – macht sich doch gut. Ben Bolz Nennen wir ihn Thorsten (Animation). Thorsten arbeitet hart und verdient nicht schlecht – so um die 5000 Euro. Wenn er dieser Tage Fernsehen schaut, kann er Politikern kaum noch glauben, wenn sie die Abschaffung der Kalten Progression fordern. O-Ton Anja Reschke, Panorama, 27.03.2008: „Die Mittelschicht muss bluten. Seit Jahren wird sie vor allem steuerlich ausgenommen. Wundern Sie sich also nicht, wenn das Geld irgendwie nicht reicht.“ Und plötzlich wurde die Politik zum Anwalt des ausgenommenen Steuerzahlers. -

Report of the Board of Supervisory Directors Meetings of the Board of Supervisory Directors The Board of Supervisory Directors and its committees con- stantly monitored the conduct of KfW’s business activities and the management of its assets. It has taken the necessary decisions on the provision of financing and the conduct of other business in accordance with the conditions set forth in the KfW Law and Bylaws. The Board of Supervisory Directors and the Audit Committee each met three times in 2017 for this purpose; the Presidial and Nomination Committee five times, the Remuneration Committee four times and the Risk and Credit Committee seven times.
