I provided my previous submission to this subcommittee in my capacity as the European Union’s Commissioner for Competition. Following the entry into office of the new European Commission on 1 December 2019, in addition to the portfolio of Commissioner for Competition which I have retained, in my capacity as Executive Vice-President of the Commission for a Europe fit for the Digital Age, I also have the broader policy responsibility of coordinating the Commission’s work in addressing the varied challenges arising from today’s digital economy, and ensuring that the digital world works better for European citizens. Although only 9 months have passed since my previous submission, policy reflections on the issues and challenges raised by digital platforms have intensified around the world, and so it is a very timely moment for me to be able to address you again, and inform you of the latest developments and the nature of our own reflections, both as regards the application of competition policy itself, as well as policy initiatives that are complementary to competition policy. Germany’s Reluctance Towards pan-European Banking Resolution by Annika Stahlhut (June 2014) Abstract In the recent two years the European Banking Union has been a chief project in European financial integration. Apart from European banking supervision and attempts to integrate deposit insurance on EU-level the member states have agreed to also harmonize the resolution of banks: A Single Resolution Mechanism (SRM) seeks to protect taxpayers in Europe from assuming the costs of resolution and to maintain financial stabilty in the internal market when banks are wound up. Although states have therefor charged the Commission to develop a common policy for banking resolution, Germany gains particular attention in European negotiations for objecting to the regulation establishing a single framework. Newspapers report that the German finance minister has announced to block the resolution mechanism (Schäfers, 2014, January 21), for which he is criticized sharply – even by parties on domestic level. It therefore seems as if domestic opinions on European banking resolution depart substantially wherefore the German position appears worth for an in-depth study. To this end European integration of banking resolution is embedded into the theoretical framework of liberal intergovernmentalism that provides for a liberal theory on national preference formation.

During the next six months, the Romanian presidency will aim for better political and economic cohesion between member states and will commit to work towards reducing development gaps between regions, supporting economic growth and digitization, especially for European industry. Coherent management of migration flows, strengthening the EU’s external borders and a better protection of citizens in virtual space will also be work priorities in the first semester of 2019. Setting up and even extending the mandate of the European Prosecutor’s Office to include terrorist offenses and better cooperation between countries of origin and transit countries on migration issues will also be on the agenda. The Prime Minister underlined the Romanian government’s commitment to move forward on EU enlargement matters, with particular attention paid to the Western Balkans and a focus on common European values. MEPs of all political groups underlined that they stood ready to work hand in hand with the presidency to move forward on European legislative matters in priority areas, pointing out that the Romanian government must do more to promote European values by being more politically stable and consistent.     Day by Day Summary of the Election Campaign Friday, 26 August It was Prime Minister Lars Løkke Rasmussen’s plan to introduce a bonus to people purchasing a house. This bonus has been criticized for artificially inflating house prices and therefore for being a bad way to instigate growth. On Saturday 20 August the Social Democrats (S) somehow learned about the plan and decided to launch it themselves, despite Helle Thorning-Schmidt having said on Friday that she did not want to introduce measures to stimulate the housing market. This led to a chaotic Saturday where Løkke Rasmussen and the Liberal Party (V) tried to do damage control. Quickly the Danish People’s Party (DF) declared their opposition to the plan due to a lot of their voters not being house owners. Liberal Alliance (LA) is as a general rule opposed to state subsidies so they were opposed as well leaving V and the Conservative Party (K) alone with the plan on the blue wing. On the red wing the situation was similar. S and the Socialist People’s Party (SF) agreed on the idea while the Unity List (EL) represents the left wing and therefore does not believe in the state funding those with the means to buy a house – plus a lot of their voters rent their homes. The Social Liberal Party (R) is opposed with the argument that the plan is a shortsighted one which will probably not do much for the economy anyway. Thus S-SF and VK were alone and they did not want to cooperate to get a majority for the plan.

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.
