[Esityksen nimi] 780 km 3 The National Transport System Plan The first, comprehensive, long-term strategic plan for development of the transport system in Finland. The Plan will cover all transport modes, passenger and goods transport, transport networks, services and support measures for the transport system. The Plan is drawn up for a period of 12 years (2021–2032) and will be updated each Government term. The preparations are guided by a parliamentary steering group. The decision on the Plan will be made by the Government. According to the Plan, the TEN-T Corridors, reform of the TEN-T Guidelines and CEF funding are important and Finland wants to influence and utilise them. In this association local and regional authorities collaborates on the development of railways in northern Sweden. Norrtåg Intresseförening initiated the establishment of Norrtåg AB which is the company responsible for the regional commuter trains in the northern half of Sweden. Norrtåg Intresseförening is co-ordinating the Bothnian Corridor regional collaboration since 2007, which involves the local and regional authorities but also collaboration with transport stakeholders, companies and industry associations. Photo: Thomas Johansson Abstract North Finland and North Sweden are sparsely populated areas with rich natural resources, forests, nature as tourist industry and especially exploitable deposits. There are also plenty of activities supporting that industry in the area. Long transports pose a challenge. A driving force behind this study is the demand for raw materials on the world market and the rise in market prices which led the mining industry to invest in research in the region. This is combined with the need to regard national infrastructure development also in a European and international perspective. This study is concentrated on iron ore transports in Pajala-Kolari area because the mines, with a size comparable with the Swedish iron ore mine in Malmberget, cannot be opened without an efficient chain of logistics. The transports from and to the planned mines will also mean considerable changes to the transport patterns in the North. The mining activities will create up to 1800 new jobs in Sweden and Finland and the investments in the necessary infrastructure will add the job opportunities during the construction period. The cost benefits of the different alternatives of the whole chain of transport from mine to customer as well as the models of implementation suitable for major infrastructure construction projects, were evaluated and compared. In addition the socio-economical consequences of the mining operations and costs for the construction of infrastructure and transports were assessed. The result is thus based on several technical and economical sub-surveys made during this study as background studies. -

2010-09-14 THE EUROPEAN COMMISSION CONSULTATION ON THE FUTURE TRANS-EUROPEAN TRANSPORT NETWORK POLICY (COM 2010/212) Response from the European Forum of Northern Sweden The European Forum of Northern Sweden (EFNS) welcomes the opportunity to respond to the EC consultation on the future of TEN-T policy, having paid attention to the reports from the expert groups, taken account of the studies TEN-CONNECT, and TRANSvisions and other relevant material. EFNS pays special attention to relevant EU Policies and decisions such as EU2020 and the EU Baltic Sea Strategy and its action plan. We also welcome the recent agreement on the establishment of the Northern Dimension Partnership on Transport and Logistics made in Zaragoza and the Haparanda declaration with expressions of shared views in the field of transport between the Ministers and High Level Representatives of Sweden, Iceland, Norway, Finland, Estonia, Latvia, Lithuania, Poland, Germany, Denmark, Russia and China. The European Forum of Northern Sweden (EFNS) is a network of politicians from the four northernmost counties in Sweden, representing almost 900 000 citizens and half the geographical area of Sweden. A group of 12 political rapporteurs manages the regular work of EFNS. EFNS continuously follow the EC processes especially in the fields of Cohesion policy, Transport policy, R&D and Innovation and Environmental and Energy policy. The EFNS appreciate the open dialogue we are have had with EU commissioners, the European Parliament and EC officials in regular meetings both in Brussels and in Northern Sweden, especially on the issues of cohesion policy and transport policy. Key words: rail traffic, axle loads SUMMARY This is the final report of the Finnish Rail Administration's (RHK) research work which is aimed at introducing 250 kN and 300 kN axle loads. The study began in the summer of 1998 and was completed by the end of 2000. The results of the research work are briefly presented in this report, as well as suggestions for further research and actions resulting from the different investigations. Actions necessary for raising the present axle loads are also listed in this report. The report is based on the previously published research reports and interviews with experts. According to the investigations, it is possible to raise axle loads to 250 kN on certain conditions. On the basis of this investigation it cannot be said with certainty whether an axle load of 300 kN is possible. -

APPENDICES JOINT BARENTS TRANSPORT PLAN Appendix 1: Basic Cross-Border Routes/Corridors of the Barents Region Introduction The experts have defined main cross-border routes of great importance to the Barents Region development. The transport network in the Barents Region should be branched and provide a sufficient number of efficient transport routes to enhance the competitiveness of trade and industry and to ensure the attractiveness of the Barents Region for living, tourism and entrepreneurship. It should be noted that some routes, for example, the Bothnian Corridor encompassing road and rail from Helsinki to Stockholm, only partly lie within the Barents Region. The transport plan focuses on the Barents part of the route. Some of the routes overlap somewhat. In these cases, the overlapping part is included in only one of the route descriptions. Reference is made in discussions of the other route(s) to where descriptions can be found. The prioritized transports corridors are illustrated in figure 1.1. The two maps on the opposite page show transport networks prioritized by the EU and the Russian Federation.
