For many citizens, our country’s defining aspiration— that all people deserve the freedom to realize their full, individual potential – is increasingly unattainable. Our economy—once a powerful vehicle for the realization of our individual and common goals— no longer offers a sure ride to prosperity. Many of our strongest businesses rely on lobbyists and subsidies for profits. Rather than meeting their constitutional obligation to represent the interests of their fellow citizens, politicians act as stewards of their own political capital. The inherent challenge of creating effective public policy is exacerbated by false scholarship, flawed theory, and ideological fervor. This volume is our attempt to wipe the slate clean. In this volume we offer profiles of the top economic thinkers in the country, minds committed to intellectual innovation and analytical rigor. We feature classically trained economists, public policy professionals and scholars from a rich variety of fields. Our website at www.topwonks.org explores their scholarship in greater depth. Bio Sarah Anderson’s current work includes research, writing, and networking on issues related to the impact of international trade, finance, and investment policies on inequality, sustainability, and human rights. Sarah is also a well-known expert on executive compensation, as the lead author of 16 annual “Executive Excess” reports that have received extensive media coverage. In 2009, she served on an advisory committee to the Obama administration on bilateral investment treaties. Bio Samuel Bowles is a Research Professor at the Santa Fe Institute where he heads the Behavioral Sciences Program. He is Professor of Economics at the University of Siena. He taught economics at Harvard from 1965 to 1973 and at the University of Massachusetts since then. His recent studies on cultural evolution have challenged the conventional economic assumption that people are motivated entirely by self-interest. These have included the mathematical modeling and agent-based computer simulations of the evolution of altruistic behaviors by means of multi-level selection, a costly-signaling model of the evolution of pro-social behaviors, and behavioral experiments in 15 hunter-gather and other small-scale societies.

Bowles’ current research includes both theoretical and empirical studies of the role of incomplete contracts in labor markets and financial markets in explaining income inequality. Related topics on which he has recently published are: globalization and its impact on public policies to enhance economic security and alleviate poverty, personality as a determinant of labor market success, and the role of culture, genes, and schooling in intergenerational transmission of economic status. He is co-editor of four forthcoming books on these subjects, all based on interdisciplinary research workshops he organized at the Santa Fe Institute. He has served as an economic advisor to the governments of South Africa and Greece, to presidential candidates Robert F. Kennedy and Jesse Jackson, and to the World Bank and the International Labor Organization. His major work, A Cooperative Species: Human reciprocity and its evolution, was co-authored with Herbert Gintis and completed in 2006. Drawing on their recent research on cultural and genetic evolution and his empirical studies of behavior in smallscale societies, this work will seek to explain why humans, unlike other animals, engage in extensive forms of cooperation among large numbers of unrelated individuals.

Bio Kemal Dervis is vice president and director of the Global Economy and Development Program at the Brookings Institution. Until February 2009, he was the executive head of the United Nations Development Programme and chair of the United Nations Development Group, a committee consisting of the heads of all UN funds, programs and departments working on development issues at the country level. In 2001-2002, as minister of economic affairs and the treasury of Turkey, Dervis was responsible for launching Turkey’s successful recovery from a devastating financial crisis. Dervis is a member of the Board of Overseers of Sabanci University in Istanbul contributing to the work of that university, particularly on European and regional issues. He chairs the International Advisory Board of Akbank.

Prior to his tenure as minister of economic affairs, Dervis had a 22- year career at the World Bank. At the World Bank he managed work on the transition of Eastern Europe after the fall of the Berlin Wall, trade and financial sector policies in emerging markets, and the reconstruction of Bosnia. Dervis was a member of the Turkish Parliament representing his native city of Istanbul from the end of 2002 to the summer of 2005. During that period Dervis was one of the two Turkish representatives to the Convention of the Future of Europe. Since then he has participated in various international and European task forces and networks such as the Global Progressive Forum, the Progressive Governance Network, the Task Force on Global Public Goods, and the Commission on Growth and Development.

Bio Teresa Ghilarducci is a labor economist and nationally recognized expert in retirement security. Ghilarducci joined The New School in 2008 after 25 years as a professor of economics at the University of Notre Dame and 10 years as director of the school’s Higgins Labor Research Center. As an author, her most recent book - When I’m Sixty Four: The Plot Against Pensions and the Plan to Save Them – investigates the loss of pensions on older Americans and proposes a comprehensive system of reform. Her previous books include Labor’s Capital: The Economics and Politics of Employer Pensions, winner of an Association of American Publishers award in 1992, and Portable Pension Plans for Casual Labor Markets, published in 1995.

Ghilarducci’s work focuses on the need to restore the promise of retirement for every American worker. To do so, she has put forth a bold reform idea - the creation of Guaranteed Retirement Accounts (GRAs) – to solve the many problems Americans now face in planning for retirement: decreasing coverage and contributions, increasing investment risk, portability, leakage, high fees, and the drawdown of benefits in retirement. Ghilarducci’s proposal has been met with critical success from high level opinion leaders. In February 2010, the White House Middle Class Task Force issued a report calling Ghilarducci’s proposal a viable option to help American families save for retirement, irrespective of their of financial sophistication, and called for further research on the plan. In July 2009, the U.S. Government Accountability Office (GAO) identified GRAs as one alternative to overhaul the U.S. retirement system. In 2008, New York Times Magazine named the GRA Plan one of the best ideas of the year. Ghilarducci frequently publishes in peer-reviewed journals, testifies before the U.S. Congress, and is a media source to popular and online news outlets about pensions and labor economics. She writes a regular column for the Chronicle of Higher Education’s “Brainstorm” blog. In addition to her current work with the Rockefeller Foundation, her research has been funded by the Alfred P. Sloan Foundation, U.S. Department of Labor, Ford Foundation, and Retirement Research Foundation.

Bio Michael Greenberger is the Founder and Director of the Center for Health and Homeland Security (CHHS) at the University of Maryland and a professor at the School of Law. CHHS works on a broad range of homeland security and emergency response issues for federal, state and local governmental agencies, as well as medical researchers. Bio Ethan Kaplan studied economics at UC Berkeley, receiving his PhD in 2005. Before his arrival at the Committee on Global Thought, he held an appointment at the Institute for International Economic Studies at Stockholm University. During his fellowship he studied the political economy of development. He is an Associate Editor of the Journal of the European Economic Association. Bio Sony Kapoor’s career spans the financial sector, with civil society and on public policy across several countries. As Managing Director of Re-Define, an economic and financial think tank that advises policy makers in the EU and internationally, he is deeply involved in finding a solution to the on-going economic and financial crises. Mr. Kapoor is known for his work on financial regulation, economic governance, crisis management and international development. In his personal capacity he is the chairman of the Banking Stakeholder Group of the European Banking Authority, a member of the expert panel of the Crisis (CRIS) committee of the European Parliament and a Visiting Fellow at the London School of Economics. He is a consultant to several governments and EU institutions.

Mr. Kapoor has previously worked in investment banking and derivative trading for institutions including ICICI (International Credit and Investment Corporation of India), Lehman Brothers and Aquila Energy Limited. He left the financial sector in 2003 to work on reforming the financial system and improving public policymaking. He has worked extensively on international development, including a stint as a strategy adviser to the Government of Norway. He co- founded the International Tax Justice Network, served on the boards of several NGOs, ran development economics at Christian Aid and was a strategy adviser to both Oxfam Novib and Jubilee USA. He was a development finance consultant for the World Bank and U.N. as well as for governments in Europe and the developing world. He has testified as an expert witness on international finance at the European Parliament, the US Congress, the Bundestag and other parliaments, and conducted seminars and lectures at various finance ministries, central banks, universities, multilateral institutions and the European Commission. His comments and analysis of the crisis are often picked up by publications such as The Financial Times, The Wall Street Journal and media outlets such as the BBC and Reuters.

Kelton is Associate Professor of Economics at the University of Missouri-Kansas City and Director of Graduate Student Research at the Center for Full Employment and Price Stability (CFEPS). Bio David Kennedy is Manley O. Hudson Professor of Law and Director of the Institute for Global Law and Policy at Harvard Law School. Bio Jan Kregel is a Senior Scholar at the Levy Economics Institute of Bard College and Director of the Institute’s Monetary Policy and Financial Structure program. Bio Jeffrey D. Sachs is the Director of The Earth Institute, Quetelet Professor of Sustainable Development, and Professor of Health Policy and Management at Columbia University. He is Special Advisor to United Nations Secretary-General Ban Ki-moon. From 2002 to 2006, he was Director of the UN Millennium Project and Special Advisor to United Nations Secretary-General Kofi Annan on the Millennium Development Goals, the internationally agreed to goals to reduce extreme poverty, disease, and hunger by the year 2015. Sachs is President and Co-Founder of Millennium Promise Alliance, a nonprofit organization aimed at ending extreme global poverty. Bio Joseph E. Stiglitz is a professor of finance and business at Columbia University and chair of the University’s Committee on Global Thought. In 2001, Stiglitz was awarded the Nobel Prize in economics for his analyses of markets with asymmetric information. He was a lead author of the 1995 Report of the Intergovernmental Panel on Climate Change, which shared the 2007 Nobel Peace Prize. He has made major contributions to macro-economic and monetary theory, development economics and trade theory, public and corporate finance, the theories of industrial organization and rural organization, and the theories of welfare economics and of income and wealth distribution. Recognized around the world as a leading economic educator, he has written textbooks that have been translated into more than a dozen languages. His book Globalization and Its

Bio Professor Lynn A. Stout is the Paul Hastings Distinguished Professor of Corporate and Securities Law at the University of California, Los Angeles School of Law. Professor Stout is an internationally recognized expert in the fields of corporate governance, securities regulation, financial derivatives, law and economics, and moral behavior. Stout is the author of numerous articles and books on these topics and lectures widely. Bio Walker F. Todd, research fellow and conference organizer for the American Institute for Economic Research, lives in Chagrin Falls, Ohio, near Cleveland, and has been affiliated with AIER in one capacity or another since 1995. An instructor in the AIER Summer Fellowship Program, he teaches a course on the history and origins of competing theories of property rights. He is an attorney admitted to practice in Ohio and New York and is an economic consultant with 20 years’ experience at the Federal Reserve Banks of New York and Cleveland. He has been an instructor in the Special Studies program at Chautauqua Institution, Chautauqua, NY, since 1997. Bio Mr. Turner has the unique perspective of having been the Chief Accountant of the Securities and Exchange Commission, a member of boards of public companies, a trustee of a mutual fund and a public pension fund, a professor of accounting, a partner in one of the major international auditing firms, and the managing director of a research firm. In 2007, Treasury Secretary Paulson appointed him to the Treasury Committee on the Auditing Profession. Mr. Turner served as the Chief Accountant of the Securities and Exchange Commission (SEC) from July 1998 to August 2001. As Chief Accountant, Mr. Turner was the principal advisor to the SEC Chairman and Commission on auditing and financial reporting and disclosure by public companies in the U.S. capital markets as well as the related corporate governance matters.

These issues included the oversight and development of U.S. auditing, accounting and disclosure standards, as well as matters affecting audit committees of public companies. In that capacity, Mr. Turner worked on development of rules and regulations, worked regularly with Congress, various federal and state government agencies, international regulators, representatives of industry, and the accounting profession. Mr. Turner has received honorary doctorates in Business Administration from Central Michigan University and Grand Valley State University. He is a two time recipient of the SEC Chairman’s Award for Excellence. He has been named to the list of Top 100 Accountants in the U.S. He has received the national award for Business Information (Accountant) Professional of the Year from Beta Alpha Psi, the National Accounting Honorary Society. He has been awarded the American Accounting Association Exemplar award. He has received the Max Block Distinguished Article Award from the New York Society of CPA’s. He has been named the Colorado State University College of Business Alumni of the Year. Mr. Turner is a member of the Colorado Society of Certified Public Accountants (CSCPA), the American Institute of Certified Public Accountants, and the Financial Executives International.

Bio Edward N. Wolff is a professor of economics at New York University, where he has taught since 1974. His principal research areas are income and wealth distribution and productivity growth. Bio L. Randall Wray is a Professor of Economics at the University of Missouri-Kansas City, a Senior Research Associate at the Center for Full Employment and Price Stability, as well as a visiting Senior Scholar at the Jerome Levy Economics Institute of Bard College. Professor Wray has focused on monetary theory and policy, macroeconomics, and employment policy. He is currently writing on modern money, the monetary theory of production, social security, and rising incarceration rates (Penal Keynesianism). He is developing policies to promote true full employment, focusing on Hyman P. Minsky’s “employer of last resort” proposal as a way to bring low- skilled, prime-age males back into the labor force. 203 About Agenda Project The Agenda Project is an education, research and communications institution that seeks to make the well being of regular Americans the primary driver of public policy. To that end, the Agenda Project challenges individuals and institutions of power that manipulate public policy for their own —rather than the publics— interest; and refutes ideologies that serve as the rationale for intellectually-unsound policies that do not serve the American people.

For many citizens, our country’s defining aspiration —that all people deserve the freedom to realize their full, individual potential— is increasingly unattainable. Our system of representative self- governance, which was designed to facilitate the prosperity of our citizens, has been over-taken by a small group of self-interested actors. Rather than meeting their constitutional obligation to represent the interests of their fellow citizens, politicians act as stewards of their own political capital. Ideological fervor, sensationalist media, flawed theory, intentionally obtuse laws, an incomprehensible legislative process, and blatant (often legal) corruption exacerbate the ineffectiveness of our political system.

Our goal is to return normal Americans to the center of the policy debate by cultivating an understanding of public policy, and by connecting the best ideas and the strongest leaders with engaged citizens, the media, members of Congress, key congressional staff members, executive branch policymakers, and other influential communities.

Erica Payne Editor-In-Chief Erica Payne is the Founder and President of The Agenda Project and The Agenda Project Action Fund and the Editor-In-Chief of The Daily Agenda. She is a public policy expert, commentator, author and strategist. Prior to founding The Agenda Project, Payne was the principal of the Tesseract Group, a boutique consulting firm that provided strategy and communications expertise to public policy organizations.
