But these facts have been ignored for many years, and were presented from a subjective and biased point of view during the Soviet times. However, the cultural heritage of that period, especially the reforms implemented in 1918- 1920 to give equal rights to all citizens, regardless of ethnic, religious and political affiliation, gender, state attributes and reforms in education, science and culture, restored the state independence of the Azerbaijan people. In this sense, the study of cultural processes and modernization in Azerbaijan, including cultural reforms during the Azerbaijan Democratic Republic (1918-1920) is relevant both in the terms of studying historical experience and the successful implementation of cultural construction and integration into the world in modern times. The main purpose of the study is to explore the cultural basis of the process of historical renewal and modernization in Azerbaijan, to use the results of this experience in building a modern democratic civil society. -

From Abkhazia to Chechnya, the region fractured ferociously and neighboring communities took up arms against each other in the name of ethnicity and religion. In the midst of some of the worst conflict in Europe since 1945, the semiautonomous, multiethnic Kabardino-Balkar Republic in the North Caucasus remained a relative oasis of peace. This is not to say there were no tensions—there is no love lost between Kabardians, Balkars, and Russians, Kabardino- Balkaria’s principal communities. But, why did these communities, despite the agitation of ethno-political entrepreneurs, not resort to force to solve their grievances, while many neighboring ones did? What institutions and practices have facilitated this peace? What role have state officials and state structures played in, on the one hand, producing inter- communal conflict, and, on the other hand, mediating and defusing such conflict? And why has land played such a crucial rule in inter-communal relations in the region over the longue durée? More than enhancing our knowledge of a poorly-understood yet strategically important region, the questions I ask of Kabardino-Balkaria are windows on larger issues of enduring global relevance. -

Bagirov* Abstract: The paper briefly describes the history of formation and today’s state of the Moscow Azerbaijanian literary environment. Moscow Azerbaijanian prose writers’ works can be divided into three main movements: traditional realism and its variations – critical, “socialistic”, lyric, confessionary; the second one is closely related to the literary trend of magical realism, which vividly expresses national colour in the Latin American associative-imaginative literary style; the third one is a new “mixed” trend of popular literature, which includes historical-adventure, philosophical-detective, as well as real modern “detective-countercultural” prose. Typological features of Azerbaijanian moscovites writers’ prose are examined in detail by the example of creativity works of one prose writer from each group (Rustam Ibragimbekov, Chingiz Guseynov, Samid Agaev). Evidence of Archive Sources of Azerbaijan on the Genocide of Armenians in Karabagh Alik Gharibyan-Ph. D. in Historical Sciences Armenological Researches Institute of YSU Events taking place in the region, especially the ones concerning the interrelations between Armenia and Azerbaijan are quite interesting. There are several feasible versions of their further development. In the course of widely used propagandistic struggle over the problems connected with Nagorno-Karabagh, Azerbaijani side frequently resorts to falsification and distortion of historical facts. The sources of current events have a historical base which may be found in not far past, particularly in the incidents of 1918-1920s. In 1919, by the end of World War I despite the defeat in the battlefront Turkish forces continued attacks on the West in order to attain pan-Turkish plans. In September 15, 1918 they occupied Baku and exterminated Armenians. More than 30 000 people fell victims. In 1919 a revolutionary struggle broke. Nariman Narimanov was a famous bolshevik who tried to assure Musavatian authorities of Azerbaijan to quicken the process of becoming a Soviet republic. Thus Azerbaijan would appear in an expedient position. From the viewpoint of recreation of objective picture of historical events and reinstatement of historical justice there are rather interesting documents which are taken exactly from Azerbaijani archives “Struggle for Soviet Rule’s win in Azerbaijani 1918-1920’s; Documents and Materials” published in a collection released by the Academy of Sciences of Azerbaijan in 1967. They are published together with the Institute of Marxism-Leninism, the Academy of Sciences and Archive administration of Council of ministers. -

The literature of the late nineteenth and early twentieth centuries, reflecting the interests of the people, was a mirror of its glorious history, a carrier of nationalist ideas, and united its readers around humanistic ideals and the ideology of independence. It is well known that the ideological invasion pursued by the state policy in Russia and Iran after the Gulustan and Turkmenchay treaties aimed at destroying the national self-consciousness of our people was ineffective.
