Nationwide address of President Ilham Aliyev President of the Republic of Azerbaijan Ilham Aliyev has made an appeal to the people of Azerbaijan. Nationwide address of Ilham Aliyev - Armenian armed forced fired on our settlements, as well as our military positions, from several directions this morning, using various types of weaponry, including heavy artillery. As a result of the enemy fire, there are casualties among the civil- ian population and our servicemen. Some people have been wound- ed. May God rest our martyrs in peace! Their blood will not remain unavenged. The Azerbaijani Army is currently firing on the enemy's military positions, and as a result of these strikes, many units of the enemy's military equipment have been destroyed. This is another manifestation of Armenian fascism. Armenia's military provocations against Azerbaijan have become regular of late. In July, our servicemen and a civilian were killed as a result of artillery fire in the direction of Tovuz on the Armenian- Azerbaijani border. It is no secret that the first fire, including artillery fire, was opened by Armenia, and the first victims were Azerbaijani 4 KARABAKH IS AZERBAIJAN! servicemen. Azerbaijan gave a fitting rebuff to the enemy and they could not move an inch forward. The enemy was stopped and the ter- ritorial integrity of our country was protected. As a result of the crush- ing blows, the Armenian side was forced to accept a bitter defeat. I have said this and I want to say again that if we had wanted, we could have conducted military battles on the territory of Armenia. However, we do not have military targets in Armenia, and this being the case, a ceasefire was introduced a few days later. What objectives did Armenia pursue by committing this provoca- tion? First of all, Armenia plans to occupy Azerbaijani lands and does not conceal that. Their military-political leadership tried to threaten Azerbaijan with a new occupation, a new policy of occupation for new territories - this is the policy of Armenia's military-political leadership today. Another reason is to distract the population from the very seri- ous social and economic problems in Armenia and portray Azerbaijan as an enemy. Yet another reason is that Armenia is doing everything possible to disrupt the negotiations, and I can say that it has succeed- ed in doing that. It is as a result of Armenia's hypocritical, unconstruc- tive and false policy that the negotiations have actually stopped and this provocation is aimed at these goals. These are the main goals for them. In July, Azerbaijan gave a fitting response to the enemy, preserved its territorial integrity and once again showed that anyone speaking to Azerbaijan in the language of threats will regret doing that. Unfortunately, this was not a lesson for them. However, after the July provocation, I said that this bitter defeat by Armenia should be a les- son for them. In August, Armenia launched yet another military provocation. This time a sabotage group was sent to Azerbaijan. The head of the sab- otage group was detained by the Azerbaijani military and is currently giving evidence. His statements clearly show that this sabotage group came to Azerbaijan with a plan to commit acts of terror. Another mili- tary provocation against the civilian population and our servicemen was committed by Armenia today and, as I said, they have received their punishment this time again and will continue to receive it. Armenia's provocations are also reflected in the statements made 5 OUR DESTINATION IS KARABAKH! by the Armenian leadership. A year ago, the Armenian prime minister said in the occupied territories, in Khankandi, that "Karabakh is Armenia, full stop." First of all, it is a lie, Karabakh is Azerbaijan, and I have repeatedly expressed my views on this issue. Karabakh is Azerbaijan, an exclamation mark! Secondly, this provocative state- ment was in fact a major blow to the negotiations. If the prime minis- ter of Armenia says that "Karabakh is Armenia", then what kind of talks can there be?! At the same time, the Armenian leadership has been repeatedly stating for two years that Azerbaijan should negoti- ate not with Armenia, but with the so-called "Nagorno-Karabakh republic". This is a big blow to the negotiation process. First of all, Azerbaijan will never negotiate with the puppet junta regime. Secondly, attempts to change the format of talks show once again that Armenia's main goal is to disrupt the talks and maintain the sta- tus quo. However, the heads of state of the OSCE Minsk Group co- chairs have repeatedly stated that the status quo is unacceptable, which means that the occupation must end. Armenia's provocations against us do not end at that. Recently, the "swearing-in" ceremony of the head of the so-called criminal junta was held in Shusha, an ancient city of our ancient Azerbaijan. Isn't this a provocation? This is an insult to us. They thought that we would put up with this insult. They are deliberately provoking us and they will see the bitter consequences. Recently, a decision was made by the so-called parliament of the "Nagorno-Karabakh republic" to settle people in the ancient Azerbaijani city of Shusha. This is another provocation. Recently, the prime minister of Armenia announced that "voluntary" military units would be established, bringing together tens of thousands of people. Why is this necessary? Who will they fight against? This was part of the preparations for today's provocation against Azerbaijan. I have said several times, including from the UN platform recently, that

On November 4, the heroic defense ministry of Turkey announced that Azerbaijani forces had shot down one more Armenian Su-25 warplane in the conflict zone. Thus, the claimed number of downed Armenian warplanes has reached seven. The only issue is that Azerbaijan itself did not claim such an incident, when the Turkish defense ministry made its statement. So, it seems that Ankara knows much more than do the Azerbaijani forces themselves, who are allegedly alone in their fight against the mighty Armenian aggressors. Meanwhile, Azerbaijani President Ilham Aliyev undertook another Twitter advance announcing the capture of the villages of Mirak and Kavdar in the Jabrayil district, Mashadiismayilli and Shafibayli in the Zangilan district, and Basharat, Garakishilar and Garajalli in the Gubadli district. The Azerbaijani military also reported clashes in the district of Adhere. In the last 48 hours, according to Azerbaijan, Armenian forces suffered multiple casualties and lost over two dozen equipment pieces. Fortified positions and settlements controlled by Armenian forces in the central and northern parts of Nagorno-Karabakh are regularly being targeted with air and artillery strikes by Azerbaijani forces. "We have letters from village residents and 98 per cent are opposed to registering Christian names," local registration official Aybeniz Kalashova told Forum 18. Mehman Soltanov of the Justice Ministry asked Forum 18 "why did they choose a religious name?" and then speculated that it was not Luka's parents who chose his name but "some religious sect". Luka's father, Novruz Eyazov, insists that children are from God and told Forum 18 that "We went many times to ask what basis they had to interfere in our family life. They indicated there was pressure on them from on high. When they told me to choose the name of a famous Azerbaijani poet or writer instead," he told Forum 18, "I responded that Luke, as one of the Gospel-writers, will still be famous when all the poets and writers are long forgotten." This is the latest of case of official refusal to register Christian names. Without birth certificates, people cannot go to kindergarten or to school, get treatment in a hospital or travel abroad.

    ARMENIAN CRIMES KHOJALY GENOCIDE Over the night of 25-26 February 1992, following massive artillery bombardment, the Armenian armed forces and paramilitary units, with the support of the former USSR’s 366th Motorized Infantry Regiment attacked an Azerbaijani town of Khojaly. Around 2,500 remaining inhabitants attempted to flee the town in order to reach Aghdam, the nearest city under Azerbaijani control. However, their hope was in vain. The Armenian forces and paramilitary units ambushed and slaughtered the fleeing civilians near the villages of Nakhchivanly and Pirjamal. Other civilians, including women and children were either captured by the Armenian soldiers or froze to death in the snowy forest. Only a few were able to reach Aghdam. 1 During the assault both former presidents of Armenia, Serzh Sargsyan and Robert Kocharian, as well as other high-ranking officials (Zori Balayan, Vitaly Balasanyan and etc) of Armenia, participated personally in the Khojaly Genocide.     I. EXECUTIVE SUMMARY USAID Strategic Objective 3.1: Reduced Human Suffering in Conflict-Affected Areas A. OVERVIEW This Final Report covers the entire 96 months, from January 15, 1998 to January 14, 2006, of the Azerbaijan Humanitarian Assistance Program (AHAP) managed by Mercy Corps and funded by the United States Agency for International Development (USAID) through an umbrella mechanism. The initial 24 months of programming under AHAP I (May 1998 through April 2000) provided health and nutrition services, shelter, economic opportunities, and information services. AHAP II programs (May 2000 through September 2005) addressed health, reproductive health, food, economic opportunities and social investment needs through community development and mobilization. During AHAP I, 16 programs operated throughout much of Azerbaijan, and during AHAP II the programming continued to reach much of the population in 23 regions in the country. In total, 18 subgrants operated in the four geographic areas of AHAP II: Southern area, Central area, Urban area and Nakhchivan Autonomous Republic (NAR). From May of 2000, AHAP provided assistance to 2,923,281 direct recipients, 1,551,100 (53%) of which are women. (See AHAP I and AHAP II sections for maps indicating geographic coverage and implementing partners.) AHAP I addressed issues related to the displacement of people because of the Nagorno-Karabakh conflict. It provided mud brick shelters for IDPs to replace their deplorable living conditions in public buildings and makeshift dwellings; addressed water and sanitation issues; delivered primary health care, food and health education to over 300,000 IDPs; began working with people on ways to improve the economic situation including micro-credit, agriculture and business training, and providing agricultural inputs such as seeds and seedlings.

    STATE PROGRAMME ON POVERTY REDUCTION AND ECONOMIC DEVELOPMENT 2003-2005 AZERBAIJAN PROGRESSES TOWARD THE ACHIEVEMENT OF THE MILLENNIUM DEVELOPMENT GOALS PROGRESS REPORT – 2003/2004 BAKU – 2005 DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN on Approval of the State Programme on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005 The consistent reform program carried out in the Republic of Azerbaijan in recent years has helped to ensure economic development, gradual improvement of macroeconomic performance and improvement of the living standards in the country. Thus, in the period 1996-2002, Gross Domestic Product increased by 1.7 times, capital investment increased by 7.8 times, nominal monetary income of population increased by 3 times and average monthly wages and pensions increased by 5 times. There are improvements in other economic performance indicators. However, these ongoing efforts and achievements have not yet led to a sufficiently high level of economic development and the living standards of the population have still not reached international standards: part of population is still unemployed, minimum wages are not sufficient to meet the minimum subsistence level and a number of factors causing poverty have not been eliminated. In order to further strengthen social protection of the population for the near future, ensure poverty reduction in the country and implement necessary measures to meet the commitments of the 2000 United Nations Millennium Summit, I hereby decree: 1. The “State Program on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005” shall be approved. 2. The Ministry of Economic Development of the Republic of Azerbaijan shall be responsible for coordinating the implementation of measures set out in the State Program.
