    7 Singapore: Rapid Improvement Followed by Strong Performance Singapore is one of Asia’s great success stories, transforming itself from a developing country to a modern industrial economy in one generation. During the last decade, Singapore’s education system has remained consistently at or near the top of most major world education ranking systems. This chapter examines how this “tiny red dot” on the map has achieved and sustained so much, so quickly. Overview of Singapore’s education system Singapore’s education system is widely regarded as one of the best in the world.1 In this report, we will focus on education at the primary, secondary, and junior college levels, and will not discuss the education offered in polytechnics (vocational colleges) and universities. We will also focus exclusively on Singapore’s public school system, which Singapore citizens are required to attend unless they are granted a special exemption. In addition to public schools, there are also international schools, which cater to the relatively large expatriate population in Singapore and typically offer a curriculum leading to the IB diploma.2 All public schools in Singapore are administered by the Ministry of Education (MOE). English is the main language of instruction, although there are also compulsory “mother tongue” classes taught in either Malay, Mandarin, or Tamil. The public education system begins with six years of compulsory primary schooling. Based on their performance in the standardised Primary School Leaving Examination, students are then streamed into either four years (“Express” stream) or five years (“Normal” stream) of secondary education.3 Secondary schools offer a standardised curriculum that culminates with the “GCE-O Level” examination, which is jointly administered by MOE and Cambridge Assessments. After completing their O-Levels, most students will either enter a junior college or start a diploma course at a polytechnic.

Victoria School (VS) and Cedar Girls’ Secondary School (CGSS) will be offering the IP to Secondary 1 students in partnership with Victoria Junior College (VJC) from 2012. 2. Methodist Girls’ School (MGS), St. Joseph’s Institution (SJI), Catholic High School (CHS), CHIJ St. Nicholas Girls’ School (SNGS), Singapore Chinese Girls’ School (SCGS), and Temasek Junior College (TJC), are also on track to start their Secondary 1 IP intake in 2013. 3. To build ladders and bridges across the education system, IP schools (including TJC) will continue to offer entry into their IP at Secondary 3. VS and CGSS will also offer Secondary 3 entry into their IP starting from 2013, SJI and MGS from 2014, and CHS, SCGS, SNGS from 2015. Entry will be determined by merit. 4.     PRESS RELEASE Ministry of Education EDUN N25-05-20 9 Sep 05 EMBARGOED UNTIL 12.00 PM, FRIDAY 9 Sep 2005 RIVER VALLEY HIGH SCHOOL TO OFFER THE INTEGRATED PROGRAMME IN 2006 1. Come Jan 2006, students will have an additional choice of Integrated Programme (IP) in secondary schools. River Valley High School (RVHS) will offer the IP in 2006, joining eight other schools/family of schools currently offering the IP. This was announced by Education Minister, Mr Tharman Shanmugaratnam, during his visit to River Valley High School (RVHS) on 9 Sep 05. 2. The Ministry of Education (MOE) has approved the proposal by RVHS to offer a 6-year IP for its students. The IP will be available to its 2006 cohort of Sec 1 and 2 students from January. RVHS students will take the GCE ‘A’ Level examinations at the end of JC 2. The IP offered by RVHS will add further diversity to the current mix of schools offering the IP. 3. RVHS intends to provide an IP that focuses on both process and content, with the aim of nurturing critical thinking skills and providing opportunities for its students to engage in broader learning experiences. Its IP will also provide a range of programmes to develop talents in niche areas such as the arts and mathematics. 4. RVHS will be relocated to Jalan Boon Lay in a few years’ time, in new premises to be developed. The new premises are necessary to provide for the projected expansion in enrolment and full range of facilities it will need as a 6th form school.
