Pakistan Perspectives Vol. 18, No.2, July-December 2013 Punjab Muslim Students Federation and Pakistan Movement Naumana Kiran* Abstract National movements need nations’ involvement for its success. It does not spare any social group or class. Students, an important social group, can bring quick success to any movement. Their energies, activism, eagerness and sacrifices were behind the success of the movement of Muslims of India for a separate homeland. Muslim nationalist students got conscious of their responsibilities in time and remained involved in the Pakistan Movement. This research paper is an attempt to bring into light the role played by the students of the Punjab from the platform of the Punjab Muslim Student Federation (PMSF). The paper examines how a Unionist-based province was converted into a Muslim League-based province. It highlights strategies adopted by the PMSF to popularise the idea of Pakistan in the Punjab; problems it faced; the sacrifices that the students rendered, as well as their stand on national political issues. An important element of the paper is its source material, including the files of gold medalists available at archives of the Pakistan Movement Workers Trust. A lot of the workers of the Pakistan Movement had been awarded with the gold medals as symbol to recognize their services. These files not only provide first-hand knowledge of the services of the students but are also an evidence of their contribution in the struggle for independence. Second important source is the interviews conducted by the researcher. Most of the elderly citizens of Pakistan responded in a very positive way and the information provided by them has enhanced the importance of this study. -
Political Fields and Religious Movements: the Exclusion of the Ahmadiyya Community in Pakistan
POLITICAL FIELDS AND RELIGIOUS MOVEMENTS: THE EXCLUSION OF THE AHMADIYYA COMMUNITY IN PAKISTAN Sadia Saeed ABSTRACT This paper examines the Pakistani state’s shift from the accommodation to exclusion of the heterodox Ahmadiyya community, a self-defined minority sect of Islam. In 1953, the Pakistani state rejected demands by a religious movement that Ahmadis be legally declared non-Muslim. In 1974 however, the same demand was accepted. This paper argues that this shift in the state’s policy toward Ahmadis was contingent on the distinct political fields in which the two religious movements were embedded. Specifically, it points to conjunctures among two processes that defined state–religious movement relations: intrastate struggles for political power, and the framing strategies of religious movements vis-a` -vis core symbolic issues rife in the political field. In 1953, a group of prominent ulema1 in Pakistan launched a social movement demanding that the state forcibly declare the heterodox Ahmadiyya community (in short Ahmadis) a non-Muslim minority. At this moment, state authorities explicitly rejected this demand. In 1974, Pakistan’s National Assembly responded to the same demand by con- stitutionally declaring Ahmadis a non-Muslim minority. -

Abstract The functioning of Interim Constitution of Pakistan 1947, largely determined the nature of centre-province relations in the early years of independence. The way in which the provisions of the Interim Constitution were operationalized to maintain the central ascendancy in the legislative, administrative and financial sphere, developed a sense of disequilibrium in the equation of power- sharing between federation and its units. This disequilibrium is considered to maintain the hegemonic role of Punjab in the policy formulation and implementation levels. The prevailing sense was the attachment of centralization of authority with the Punjab. This article will evaluate the nature and functioning of the aspects of centre-province relations, and provincial autonomy from 1947 to 1955 to determine the place of Punjab under the Interim Constitution 1947 in the state structure of Pakistan. Introduction The recent studies on Pakistan have presented institutional imbalances and incoherence as the major challenge to the federation of Pakistan (Zaidi, 2011). The internal fabric of this problem has been associated with the concept of federalism and the constitutional functioning of this concept in Pakistan. Some political activists and scholars are of the view that the functioning of constitutional structure of the federation has failed to develop a sense of political equilibrium among the constituent units and that the Punjab has been dominating the functioning of federation in terms of policy formulation and implementation level. -

A Factor in East Pakistan’s Separation: Political Parties or Leadership Rizwan Ullah Kokab Massarrat Abid The separation of East Pakistan was culmination of the weakness of certain institutions of Pakistan’s political system. This failure of the institutions was in turn the result of the failure of the leadership of Pakistan who could not understand the significance of the political institutions and could not manoeuvre the institutions for the strength and unity of Pakistan. Like in every political system the political parties were one of the major institutions in Pakistan which could enable the federation of Pakistan to face the challenge of separatism successfully. This paper will examine how any national political party could not grow and mature in Pakistan and thus a deterrent of the separatism could not be established. The paper will also reveal that the political parties were not strengthened by the leaders who always remained stronger than the parties and continued driving the parties for the sake of their personal political motives. The existence of political parties in any federation provides the link among various diverse units of the state. The parties bring the political elements of different regions close on the basis of common ideology and programme. In return, these regions establish their close ties with the federation. The national, instead 2 Pakistan Vision Vol. 14 No. 1 of the regional political parties, guarantee the national integration and become an agent of unity among the units and provinces. The conspiracies against the state often take place by the individuals while the party culture often supports the issue-based politics. -

193 Ilyas Chattha: Life in Lahore before Partition Economic Change and Community Relations in Lahore before Partition Ilyas Chattha University of Southampton _______________________________________________________________ The city of Lahore had become one of the most important commercial and industrial centres in the Punjab by the end of British rule. Although Muslims constituted the majority of the population, it was, however, the Hindus and Sikhs who largely controlled economic activity in the city. Any territorial division of the province was likely to be grim not only for community relations but also for the city’s continued prosperity. Based on archival material, this paper firstly, seeks to explain Lahore’s colonial growth by demonstrating the ways in which the city’s urbanisation was stimulated by the development of civil lines, cantonment areas and migration, along with the ways in which its strategic location, boosted by the development of railways, assisted in its rise. It then looks at the impact of these structural changes and urban developments on the experiences of people and practices of trade and employment. Secondly, it outlines the role Hindu and Sikh trading classes were playing in the city’s socio-economic life on the eve of Partition. Finally, it assesses community relations in pre-1947 Lahore, assessing to what extent the strains of rapid urbanisation and improved means of communication impacted on religious harmony and how the growth of reformist and revivalist organisations sharpened religious identities. _______________________________________________________________ Lahore’s Colonial Development Lahore’ colonial urban development has been the focus of a number of recent studies.1 These reveal both its unique features and also the ways in which it was typical of other cities and towns. -

China, 430074 2School of Public Administration CUG Received 2017-11-25; Accepted 2017-12-22 Abstract: The harsh fact, history of India, confessed that landed gentry comprised of feudal lords, landlords, jagirdars and zamindars were created in British colonial raj. Before that in Mughal epoch, mansabdars or zamindars played a role of middleman. They performed a duty of government employer and got stipulated salary. They were responsible to collect land revenue on annual bases. They had not given vast powers. All the land was belonged to none but king. But when Britishers conquered India, they started to reform the whole social structure by making constitutional changes and introducing constitutional reforms. They created a class of local collaborators which voluntarily agreed to assist imperial power to control social imperatives. They were Indians in blood, race and color but had colonial mindset. The provinces that would form Pakistan, jagirdars and feudalism became a potent social organization; that could not be culminated even after independence despite of much so called radical experiments; Zulfqar Ali Bhutto‟s „Islamic Socialism‟ in 1970s.
