Although Taiwan became one of its stops in Asia since 1950, it was not in the original network plan. The complex political, military, diplomatic and economic relationships between Taiwan, China, the U.S.A and other East Asian countries deeply affected airlines development and route network after the Second World War. The aim of this research attempts to analyze how these factors affected Northwest Airlines’ route network, and to understand the development of Northwest Airlines in Asia. Moreover, this research also analyzes Taiwan’s position in Northwest Airlines’ route network. The results suggest that many various factors played different roles throughout time. From the late 1940s to 1960s, Northwest Airlines’ route network was affected significantly by political and military factors because of wars and containment of communist forces. From the 1970s to the 1980s, with the international situation changing rapidly, diplomatic factor played an important role. After the 1980s, the airlines industry became less restricted, which enabled airlines to make decisions based upon the market instead of political interference. Therefore, economic factor has become more important than before. These findings have implications for understanding foreign airlines business development in East Asia rather than local airlines.

Rimmer* Abstract Distance and remoteness have been making a comeback among economists interpreting Australia’s place in the world. Although there are claims by telecommunications theorists that distance is dead, this is not the case in international air transport. As a means of elaborating this proposition, attention is focused on tracing changes in the overseas operations and route network of Qantas (Queensland and Northern Territory Aerial Services Ltd) since its inception in 1920. After discussing Qantas’s origins three issues are explored: how did Qantas reflect Australia’s Imperial connection; how did the nationalization of Qantas reshape the airline’s pri- orities; how has the privatization of Qantas changed the airline’s main concerns? There is an abundance of material on the history and development of Qantas’s international passenger net- work to address these issues. The material ranges from annual reports; company histories; auto- biographies and a biography of co-founder Sir W. H. Fysh (1895−1974); anecdotes from for- mer pilots providing insights into the places used for their ‘slips’ or crew stopovers between flights; paraphernalia such as timetables and posters; the travel diaries of frequent (and infre- quent) flyers; a living memory bank in George A. Roberts (born 1909), who worked for the company between 1936 and 1970 and who now manages the Qantas Historical Collection; and Qantas Virtual Airway providing detailed information for game-players to simulate historic, current and future flights.

INTRODUCTION T HE TRANSPACIFIC ROUTE INVESTIGATION proceeding,' now pending before the Civil Aeronautics Board, is obviously of great im- portance as a determinant of the future fortunes of the applicant carriers and the status of airline competition in Pacific markets. The proceeding also raises issues of more general significance: notably, the problem of control of rates and fares of international air carriers (especially the possi- bility of effective regulatory influence by indirect means) and the ex- treme complexity, uncertainty, and costliness of the process of awarding major international air routes by an administrative process. In addition, the historical background of this proceeding represents an important part of the development of the present United States-flag international route structure and illustrates the basic policy presumptions and particular gov- ernmental machinery which have guided this development.

Regionalism, a method which ideally, allows groups of nations and airli- nes to work together efficiently in air transport operations, while competing with other similar groups, has been proposed as a means to help solve many of the problems currently plaguing the airline industry. Regionalism has been practised in the past, with some difficulty and some success, but its many possibilities have yet to be fully explored. Thus, Alia, a commercial air carrier with a long commitment to regional cooperation and progressive thinking, and the Massachusetts Institute of Technology (MIT), an academic institution with an international reputation for excellence in the ideas and practical applications relating to modern technologies, decided to cooperate in organizing an international forum for discussion of this important concept. As a result of long and dedicated cooperation between the MIT's Depart- ment of Aeronautics & Astronautics, its Center for Advanced Engineering Study Seminar Office, Alia staff members and a wide range of local institu- tions in Amman, the conference was a great success.

WHITNEY* The administrative process in this country developed in the latter third of the nineteenth century to meet the inability of the tripartite form of government established by the Constitution to deal adequately with complex regulatory problems arising in industries whose economic viability and conduct within society had become a matter of public concern. It early became apparent that merely policing the conduct of such industries was not sufficient, but rather that: "The primary em- phasis of administrative activity had to center upon the guidance and supervision of the industry as a whole." 1 Courts were clearly unequal to the task of providing such continuing surveillance and the specialized expertise which it entailed. Paradoxically, the administrative agencies created by Congress to preside over industries such as railroads, pipelines, communications, power, securities, and airlines did not follow the constitutional pattern of separation of powers between the executive, the legislative, and the judicial-each maintaining its independence by the tension.

During WWII, Wilson operated Conship Commissary, served in the Coast Guard Reserve (Port Security Service) and as a private in the United State Army. After the war, Wilson joined an advertising agency in San Diego as a partner and Vice president. Elected in 1952 as a Republican (83rd Congress) from what was then California's 30th District (all of San Diego City and County), Wilson rose to the position of ranking minority member of the House Armed Services Committee.
