A range of actors--public and private, formal and informal--currently manage urban waste. Challenged with managing growing quantities of waste, municipalities across the country have recently been outsourcing waste management services to private firms, and in the process privatizing what used to function as the urban commons of waste for the informal sector. This new form of privatization has created a struggle over access to waste. Using a combination of qualitative and quantitative methods based on fifteen months of fieldwork in Delhi, this dissertation examines waste as a contested object of urban planning in contemporary India, through four inter-related arguments. First, privatization of waste management services reveals a contradiction between neoliberal theory and practice. While free markets are privileged in neoliberal theory, the reforms disrupt existing well-functioning markets by displacing (or threatening to displace) countless independent informal entrepreneurs and set the stage for national oligopolies where a few firms dominate the landscape. Second, in response to such displacement or threats thereof, informal sector workers are organizing into formal entities that can enter into contracts to provide certain waste management services, through a process called formalization. This process requires disciplining informal workers and an expenditure of free labor on their part.

    PARTY-MOVEMENT’S POWER DYNAMICS IN TRANSCULTURAL PERSPECTIVES: THE AAP AND THE M5S BETWEEN PARTICIPATION AND ELECTORAL POLITICS CRISTIANO GIANOLLA Centro de Estudos Sociais Universidade de Coimbra [email protected] Abstract: Political parties are privileged phenomena from which to analyse and under- stand political power dynamics; this article focuses on a specific type: party- movements. These are considered to be particularly interesting because they have emerged from civil society, carry innovative political ideas based on participation and entail new forms of sharing political power. Looking very closely at the power dynam- ics within party-movements, this empirical research (based on two cases of ethno- graphic fieldwork conducted in India and Italy) comparatively investigates the power dynamics between local and national centres of power within the participatory ap- proaches of the Aam Aadmi Party (AAP) and the Movimento 5 Stelle (M5S). The comparison takes place between two similar political phenomena of two culturally and geographically different political systems and provides further evidence in rela- tion to representative democracy. In both cases, party-movements infuse a new enthu- siasm into politics with the promise to redistribute power at the local level through participation. However, in order to compete with the power of other political parties within the electoral arena, party-movements need to be united political entities and de facto they relegate political participation under the primacy of party centralism. This resultantly has an impact at the local and national levels. Furthermore, the compari- son of party-movements pertaining to diverse political landscapes emphasises the transcultural tendency of the power dynamics in representative systems in which par- ticipation is subdued to centralisation.

    WELCOME NOTE Technology. Innovation. Society. Samir Saran President, Observer Research Foundation Chair, CyFy We are delighted to welcome you to the second edition of CyFy Africa: The Conference on Technology, Innovation and Society. In 2013, we felt that emerging economies needed to have a voice and a platform to discuss the key issues agitating cyberspace. This gave birth to CyFy India. Eight editions and two continents later, we are very excited by the dynamism of this community and the conversations that have made CyFy a premier forum for all things digital. Indeed, it was the overwhelmingly positive response to the first edi- tion of CyFy Africa in 2018 that gave us the energy and enthusiasm to make this conference an annual affair. We are happy that we have more speakers, institutions and partners this year than we did in the previous year–and they have all contributed to the strength and diver- sity of our agenda. It is not a stretch to say that cyberspace and emerging technologies are the most important drivers of change today. However, they are op- erating in a vacuum—international institutions have failed to provide governance propositions for cyberspace. Domestic regimes have not fared better. Around the world, there are some very polarising debates about data protection frameworks, human rights regimes and security policies. CyFy India began as an endeavour to find a consensus on these questions. Bringing this platform to Africa allows us to continue engaging in these debates with a wider community of stakeholders. It is, however, a misnomer to think of CyFy as a technology conference alone—even though it may say so on the banner.
