Shelter/NFI/CCCM Cluster Meeting, , September 18, 2019 10:00 – 12:00 Attendees: Shalom, KBC-MKN, WFP, ICRC, UNOCHA, UNHCR, Trocaire, Metta, KMSS-MKN, Cordaid, DRC Apologies: NRC Agenda Action Point 1 Review of action point of previous cluster meeting

1) Pamatee: MSA visited the site on 1st week of August and distributed food for a month. KMSS to further follow up with UNHCR then met with MSA and shared the information and requested to acknowledge them IDPs and especially with 4 HHs as IDPs for which MSA mentioned he will shortly share the information to DDM for further to find solution at their land and process. UNHCR met with DDM and found that the DDM is aware of the situation hence, shelters. identified no further obstacles to list in the CCCM list. UNHCR led a joint mission with OCHA and KMSS to the displacement site on 16 September and found that there are 4 HHs who have their own shelters and land and 2 of them who were present during the visit said they are willing to stay if the shelters are renovated. Remaining 26 HHs are currently living in makeshift shelter and are need of temporary shelters. They also requested to construct before summer as it is difficult to live under tarpaulin especially during summer. The IDPs are worried about food and livelihood. Detailed report of visit will be shared through email. The site will be included in CCCM list from September as “Sector 5 Pamatee Qtr”.

2) Sadung: Reportedly, NaTaLa has funded for constructing of 40 shelters in the place called Na Sa which will be completed by September however it was not so clear if this is the same Further follow needs to be done place as identified feasible during the intension survey called Si Nar. The AD of NaTaLa to verify the information. also mentioned that there are 40 more shelters planned for next year for resettling IDPs from Sadung camp.

3) Magaun: 11 HHs from KBC and LBP remain in the camps waiting to finish the Shalom to follow up with MRCS construction in the site including electricity. Currently receiving the food assistance as and local authority to finalize the regular for these 11 HHs construction and to resolve the 4) 5 Ward lone Khin RC IDPs have moved to the new site. Currently, IDPs are provided water most critical needs. by host community and electricity through generator which may not be sustainable. KMSS added that water is most needed as there is no option other than constructing tube well which Agency requested to support the needs around 10 Million kyats. Toilet doors which were stolen have been replaced already. urgent need of water at the new Early September one pregnant lady caught an accident and lost her unborn child. The incident site. occurred while she was riding a bike to fetch water from host community.

5) Kam Pai Yang return: Issue of Kam Pai Yang has been raised with MSA on August. The IDPs were also requested to send their concern through letter to KSG but not managed to send it yet.

6) The shelter TWG meeting was held on 30 August in Myitkyina to discuss about the design of 2 storey shelter.

2 Agency Update:

1) Cordaid: In partnership with KMSS, constructing 26 individual shelters in Kin Sa Ra village. Supporting 3 community wells in Tanai Kin Sa Ra, 30 latrines and 26 water pumps for 26 HHs who are planning to move in 2020. Also supporting construction of 10 community hall, clinic room and school in 4 villages in Myitkyina and 6 villages in in Nam Sai, Ta Gaw, stone village, Ga Ra yang Mansi, Num Lang, Nkawm Pa and 19 miles, targeting the returns and resettlement and host communities.

2) Metta: Distributed kitchen utensils, umbrella, raincoat, plastic tub and mug to 78 HHs in

Waingmaw Baptist Zonal 2 camp. Completed renovation of 105 units in July and 79 units in August in Woi Chai camp and 45 units in Hpum Lum Yang in July. 35 units in Wai Chai need rd replacement. Kitchen utensils will be distributed in 3 week of September in Palana I and II camps to all households. 3) UNHCR: UNHCR will implement 160 solar street lights with support of partners KBC, KMSS and Shalom in 2019. The locations are some camps and resettlement sites in Kachin States

Provided 400 CGI sheets through partners to Injang Dung Camp in for the purpose of roofing repair benefitting around 95 population. Also distributed NFI kits to 1 newly arrived household in Maina Muyin Camp and 1 HH in Nyein Chan Thar Yar.

4) OCHA: Community engagement meeting with cluster/sector leads will be held in 19 September ICRC to provide the detailed list 2019, the AHCT meeting in 20 sept and GCM in 25th September. of camps/site of winter kit for 5) ICRC: Planning to distribute winter NFIs to around 2,000 HHs during November in , further sharing distribution to Mansi- Mansi resettlement site, Mamauk- Mamauk KBC, Tanai and Waingmaw – Shing Jai avoid duplication. and Sadung. Any agency who has plan to 6) KBC: Distributed UNHCR Solar lamp to all HHs in Namati La Gwa KBC and le kone distribute Winter NFIs to share the information to the CMAs Bethlehem camps. By 28 September all IDPs will move to Le Kone Bethlehem camp new site. and cluster members. Road to the new site is slippery which is being repaired by social welfare minister, electricity

was provided through MHF funding from last year at the site.

7) Shalom: Maw Hpawng Lhaovo camp: 20 Units of shelters are completed funded by MHF; WFP to conduct further water source is needed. Camp manager is contacting different stakeholders for installation of assessment of these 4 HHs. the electricity from the grid. Water level is still high so could not dig well. Movement to the new camp site may take place by December 2019. Regarding Hkat Cho, 4 HHs form Ta Law Gyi, asked to remove them from CCCM list, already moved and are planning to request for 6 months package. WFP has received the information from WVI and will further discuss with the partner.

8) KMSS: 90% shelters are completed in Lawa Resettlement site however latrine and water source

remain gap. By MHF fund 2018 2nd allocation, 109 unit in Namati area-10 completed and

remaining 99 units 30 % completed, 135 Je yang Hpum Lung Yang new shelter construction

on tendering process. Namaphyt renovation will be completed by October. Fencing will be

provided in Palana I and II, Namati new site and lone khin RC new site. Solar street light

planned in Tanai RC, Tanai COC, Palana II, Mai Hkawng, 5 Ward lone khin RC and Mon Pong

reintegration site. Quick Impact Project funded by UNHCR will be implemented by December

2019 in 6 villages in Northern Kachin; (4 towns), hpakant (lawa village), Township (Naung Pong village), 5 villages in Southern Kachin: loi Mauk Yang, Da Sai, Seng Long, Mang Pong and Chyun Taw Village and 3 villages in NSS: Mung si, Gar leng village and Ban Kan village. The QIPs will cover the need of Communal hall, education center, ECCD renovation, kitchen for students, bridge construction or renovation where needed in the above targeted locations.

9) WFP: Requested members to confirm if Kyu Pin Thar IDPs have already merged with Lekone Meeting to be conducted Bethlehem camp. Also requested to conduct a bilateral meeting with CCCM cluster lead to between WFP and CCCM discuss how CCCM update the registration list for the IDPs’ returned and resettled process. Clusters. 10) Trocaire: New Head of Office is in Myitkyina, to be listed in the cluster contact list. 3 AOB HNO workshop was held by OCHA in Kachin on 23 August and 26 August in Lashio. The figures of needs for 2020 were based on the cluster analysis report and durable solution tracker for shelter/NFI/CCCM.

KBC mentioned about some issues in the CCCM regulation. Suggested that, especially for the exceptional cases, CMCs to further discuss within camp to take decision taking reference of the CCCM regulation.

KMSS suggested all UN Agencies to meet the focal person from IRRC.

Next Shelter/NFI/CCCM cluster meeting will take place in November/December.
