INTRODUCTION 1.1 Background of the Project The Republic of the Union of Myanmar (hereinafter referred to as “Myanmar”) has had continuing high economic growth with the shift to democratization (March 2011). There is active trade with neighboring Thailand in the background. Trade between the two countries is expected to further expand in the future, but the current maritime transport via the Malay Peninsula is very inefficient. As an alternative means of transportation to the sea, it is expected that the East-West Economic Corridor (hereinafter referred to as “EWEC”) connecting the two countries as well as other ASEAN countries by land will be developed soon. The other countries’ section of EWEC has been improved with international standards that can correspond to international logistics. On the other hand, there are many bottleneck sections that impede smooth land transportation, such as weight limitation due to aging bridges, incorrect alignment and profiles such as steep and sharp curves, passage through dense urban areas, etc. Therefore, the government of Myanmar has put the development of the route as a high priority and has promoted improvement through the support of international organizations and the Thai government. As a result, from the Thai border to the Thaton and Mawlamyine section, the roadway has been improved to a two-lane paved road corresponding to international standards, thereby domestic and international logistics are expected to be activated. Meanwhile, issues such as traffic congestion and deterioration of safety are beginning to surface. Especially, traffic congestion is predicted to occur due to the mixture of regional traffic and transit traffic because the existing road passes through the urban area from the Bago to Kyaikto section about 100 km from Thaton to Yangon. Therefore, in order to separate regional traffic and transit traffic to ensure safety, it is necessary to build an alternative highway that can divert the traffic from urban areas in this section. Moreover, in response to logistics promotion in line with the country’s economic growth, a lot of roads and bridges have been constructed recently in Myanmar and results in lack of technical capacity and human resources. Thus, MOC needs to strengthen technical training programs which will improve the technical and project management skills of engineers in MOC. To reflect to this, enhancement of the Thuwunna Central Training Center (hereafter referred to as “Thuwunna CTC”)’s function and Research Laboratories’ quality control function are strongly required. However it was recognized that advanced trainings and quality inspections cannot be provided sufficiently in the existing Thuwunna CTC and laboratories due to its aging and insufficient facilities. Hence, the upgrading of the CTC and Research Laboratories facilities is strongly required for providing the necessary advanced trainings S-1 Preparatory Survey for the East-West Economic Corridor Highway Development Project (New Bago-Kyaikto Highway Section) Final Report Vol.1 Main Report and quality inspections for sustainable operation, maintenance and management of highways and bridges including this Project road. Under these circumstances, the Japan International Cooperation Agency (hereinafter referred to as “JICA”) decided to implement a Feasibility Study (F/S) necessary for the development of the new road between Bago and Kyaikto and upgrading the existing training center including laboratories for quality inspections of construction materials, in cooperation with the Asian Development Bank (hereafter referred to as “ADB”). The JICA’s Study (hereafter referred to as “the Study”) is concerned for the “Construction of the New Sittaung Bridge” and “Upgrading Thuwunna Research Laboratory and Training Center” (hereinafter referred to as “the Project”) and ADB’s Study is concerned for the construction of the road section from Bago to Kyaikto section. 1.2 Outline of the EWEC Project The objective of the East-West Economic Corridor Highway Development Project (New Bago-Kyaikto Highway Section) (hereinafter referred to as “the EWEC Project”) is the development of a new arterial road of about 63.9km connecting Bago to Kyaikto including the construction of New Sittaung Bridge and the upgrading of Thuwunna Research Laboratory and Training Center (hereafter referred to as “Thuwunna RLTC”). In addition, the subject of the Study is the New Sittaung Bridge section which is about 2.5km in length as well as upgrading of Thuwunna RLTC, studied in the view of the JICA loan. The outline of the EWEC Project is shown in Table S 1.2.1. Younetalin Village was the first to be electrified in accordance with the plans. The scheme at Younetalin village was completed quite quickly. It was conceived in January 2001 and the committee was formed then. The scheme commenced operation on 15 2001 April and therefore took barely 3 months to arrange the funding and building.     Date: 30.4.2018 Urgent call for safe passage of ethnic villagers trapped by Myanmar Tatmadaw offensives throughout Kachin State and for provision of humanitarian aid From April 11 to 28, 2018, due to fierce offensives by the Myanmar Tatmadaw, people from Tanai township, Awng Lawt village, Kamaing township, Man Wai/Loi Nawng Khu village, Namti township, Kasung village, Inn Jang Yang township, Chipwi township and Zan Naung Yang villages have fled for their lives to the jungle and remain trapped amid the fighting until today. The people who are trapped include pregnant women, breastfeeding mothers, sick people, old people, children under five, newborn babies, paralyzed and disabled people, mothers who have just given birth, and injured people. They are suffering from shortages of food and water, and, unable to access safe refuge, with ongoing heavy fighting, their numbers are increasing day by day. We are therefore gravely concerned for their safety and welfare. By remaining silent about the suffering inflicted on these innocent villagers by the Tatmadaw’s offensives, the government is promoting Burmese Buddhist chauvinism, which does not respect or recognize other ethnic groups or religions. The Tatmadaw’s fierce offensives are aimed at seizing by military force the lands and natural resources of the indigenous ethnic peoples and carrying out ethnic cleansing. In order to solve these urgent problems, the People’s Action Committee for Humanitarian Aid makes the following demands: 1. The villagers trapped amid the conflict must be allowed safe passage to places of refuge and must be provided with timely humanitarian aid as soon as possible.

    Lagunbyee Old Town and the Discovery of the First Ceramic Kiln1 This paper is an attempt to give a brief account of Lagunbyee, an old fortress town southwest of Bago (Pegu) and a personal record of the discovery of the first ceramic kiln there in 1987. Lagunbyee old town is important for two reasons: (1) It was at one time a walled and moated fortress town guarding the capital Hanthawadi (modern Bago or Pegu). As one of the 32 towns surrounding Hanthawadi, the centre of the Mon kingdom in the 12th to 14th centuries AD, Lagunbyee played an important role as a military outpost. (2) It was in our time the place where the first ceramic cross-draft kiln was discovered in 1987 (about (16) years ago). We now know that there were at least (85) kilns in (15) sites in the Intagaw area around Lagunbyee indicating that it was once an important ceramic production centre. The site of the old moated and walled town is located at latitude 17 degrees 10 minutes N, and longitude 96 degrees 20 minutes E, about midway between the Ayeyawady and Sittaung river systems. It is on a large plain about a mile to the northwest of the main Yangon - Bago highway near the 32nd mile post. At the present time the nearest village is Min Lwin Gon about one mile and four furlongs to the south. The name of the town is connected with the Lagunbyee or Lagunbyin creek which forms its northern boundary: the road bridge across this creek is the border between the present Yangon and Bago Districts.

Ten villagers had to cut wood, bamboo and weave baskets to repair the BGF army camp in C--- village, Hpa-an Township. • In Hpa-an Township, two highways were constructed at the beginning of 2013 and one highway was constructed in 2014. Due to the construction of the road, villagers who lived nearby had their land confiscated and their plants and crops were destroyed. They received no compensation, despite reporting the problem to Hpa-an Township authorities. • In the academic year of 2013-2014 more Burmese government teachers were sent to teach in Karen villages. Villagers are concerned as they are not allowed to teach the Karen language in the schools.     ASEAN’S RAKHINE CRISIS Assessing the regional response to atrocities in Myanmar’s Rakhine State APHR is a regional network of current and former parliamentarians who use their unique positions to advance human rights and democracy in Southeast Asia. We seek to help create a region where people can express themselves without fear, live free from all forms of discrimination and violence, and where development takes place with human rights at the forefront. Our members use their mandate to advocate for human rights inside and outside of parliaments, regionally and globally. They work closely with civil society, conduct fact-finding missions, and publish recommendations and opinions on the important issues affecting the region. APHR was born out of the recognition that human rights issues in Southeast Asia are interconnected, and from the desire of progressive legislators to work together across borders to promote and protect human rights.
