In 2015 the Museum was awarded the Sustainability Excellence Award in Programming by the American Alliance of Museums. CONNECTING TO COLLECTIONS PENNSYLVANIA a five-year preservation plan for Pennsylvania PROJECT OVERVIEW Imagining Our Future: Preserving Pennsylvania’s Collections, published in August 2009, includes an in-depth analysis of conditions and needs at Pennsylvania’s collecting institutions, a detailed preservation plan to improve collections care throughout the state, and a five-year implementation timetable (2010-2015). The analysis concludes that many of Pennsylvania’s most important historic holdings must be considered at risk. Millions of items comprise these collections, and the financial resources available to care for them are limited and shrinking. Pennsylvania is a state vibrant with world-class art museums, libraries, historic sites. Arts and culture play a substantial role in creating business, jobs, and bringing revenue into the state and stewardship of its artifacts is too important —to the state, to the people, to the history of country—to be ignored. This call to action is a rallying cry for all future generations of Pennsylvanians. With generous support from the Institute of Museum and Library Services, and in close partnership with three leading preservation organizations, the Pennsylvania Historical and Museum Commission (PHMC), the Pennsylvania Federation of Museums and Historical Organizations (PFMHO), and LYRASIS, the Conservation Center for Arts & Historic Artifacts organized and led the assessment and planning process. The project was capably guided by a Task Force with representatives from the Office of (PA) Commonwealth Libraries, the Western Pennsylvania Museum Council, the Pennsylvania Caucus of the Mid- Atlantic Regional Archives Conference, Pennsylvania State University, the Philadelphia Area Consortium of Special Collections Libraries, the University of Pittsburgh, and Carnegie Mellon University. -

Color profile: Disabled Composite Default screen Appendix I A Chronological List of Cases Involving the Landing of United States Forces to Protect the Lives and Property of Nationals Abroad Prior to World War II* This Appendix contains a chronological list of pre-World War II cases in which the United States landed troops in foreign countries to pro- tect the lives and property of its nationals.1 Inclusion of a case does not nec- essarily imply that the exercise of forcible self-help was motivated solely, or even primarily, out of concern for US nationals.2 In many instances there is room for disagreement as to what motive predominated, but in all cases in- cluded herein the US forces involved afforded some measure of protection to US nationals or their property. The cases are listed according to the date of the first use of US forces. A case is included only where there was an actual physical landing to protect nationals who were the subject of, or were threatened by, immediate or po- tential danger. Thus, for example, cases involving the landing of troops to punish past transgressions, or for the ostensible purpose of protecting na- tionals at some remote time in the future, have been omitted. While an ef- fort to isolate individual fact situations has been made, there are a good number of situations involving multiple landings closely related in time or context which, for the sake of convenience, have been treated herein as sin- gle episodes. The list of cases is based primarily upon the sources cited following this paragraph. -

“MANY OF THEM ARE AMONG MY BEST MEN”: THE UNITED STATES NAVY LOOKS AT ITS AFRICAN AMERICAN CREWMEN, 1755-1955 by MICHAEL SHAWN DAVIS B.A., Brooklyn College, City University of New York, 1991 M.A., Kansas State University, 1995 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Department of History College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2011 Abstract Historians of the integration of the American military and African American military participation have argued that the post-World War II period was the critical period for the integration of the U.S. Navy. This dissertation argues that World War II was “the” critical period for the integration of the Navy because, in addition to forcing the Navy to change its racial policy, the war altered the Navy’s attitudes towards its African American personnel. African Americans have a long history in the U.S. Navy. In the period between the French and Indian War and the Civil War, African Americans served in the Navy because whites would not. This is especially true of the peacetime service, where conditions, pay, and discipline dissuaded most whites from enlisting. During the Civil War, a substantial number of escaped slaves and other African Americans served. Reliance on racially integrated crews survived beyond the Civil War and the abolition of slavery, only to succumb to the principle of “separate but equal,” validated by the Supreme Court in the Plessy case (1896). As racial segregation took hold and the era of “Jim Crow” began, the Navy separated the races, a task completed by the time America entered World War I. -

The War of 1812 Magazine Issue 23, February 2015 The Discovery of a Relic From The US Brig Niagara By Brian Rollason The US Brig Niagara was launched in July 1813 for the purpose of protecting the vulnerable American coastline on Lake Erie from the British fleet. She was 110 feet long, weighing 492 tons, armed with eighteen 32 pounder carronades and two 12 pounder long range cannons. Her crew of 155 were professionals ready for a fight. She was involved in several actions during her career. On 10 September 1813, she participated in The Battle of Lake Erie. During the battle the flag ship USS Lawrence commanded by Oliver Hazard Perry was knocked out of commission. Perry, determined to win the fight, lowered the battle flag that represented the last words of his good friend Captain James Lawrence “Don’t Give Up The Ship”, who was killed during the action against HMS Shannon in June of 1813. He subsequently took command of the Niagara winning the battle on that day, capturing six British ships of the Royal Navy and ensuring that America maintained control of the lake for the rest of the war. In 1814 the Niagara turned her attention towards the ship HMS Nancy, a transport vessel of the Royal Navy. The Nancy was running supplies from the Nottawasaga River to Fort Mackinac. The supplies were desperately needed by the British. The Nancy was the last British ship in the region to help defend Canada. In August 1814, the US Brig Niagara escorted by the Tigress and Scorpion located the Nancy which was hiding near the mouth of the Nottawasaga. -

PENNSYLVANIA HISTORICAL AND MUSEUM COMMISSION MARCH 4, 2020 MINUTES The Pennsylvania Historical and Museum Commission met on March 4, 2020 in the 5th Floor Board Room of the State Museum of Pennsylvania, Harrisburg, Pennsylvania. The following Commissioners were present: Nancy Moses – Chair, Ophelia Chambliss, Andrew Masich, Philip Zimmerman, William Lewis, Robert Savakinus, David Schuyler, Glenn Miller (Department of Education) and Representative Robert Matzie. Fred Powell, Kate Flessner for Senator Joseph Scarnati, Senator Andrew Dinniman and Representative Parke Wentling participated via conference call. The following staff were present: Andrea Lowery, Howard Pollman, David Bohanick, David Carmicheal, Andrea MacDonald, Brenda Reigle, Beth Hager and Karen Galle. Rodney Akers and Gerard Leone served as legal counsel. Glenn Holliman represented the Pennsylvania Heritage Foundation. Tony Smith, Hugh Moulton, Suzanne Bush and Former State Representative Kate Harper represented The Highlands Historical Society. Charlene Bashore, Esq., Republican Legal Staff. Liz Weber, consultant for PHMC Strategic Planning. I. CALL TO ORDER PHMC Chairwoman, Nancy Moses called the meeting to order at 10am. At this time, she asked everyone in the room and on the phone to introduce themselves. Chairwoman Nancy Moses announced that Cassandra Coleman, Executive Director of America250PA will report on her project – Semiquincentennial for the 250th Anniversary of the founding of the United States. 1 II. APPROVAL OF DECEMBER 4, 2019 MINUTES Chairwoman Nancy Moses called for a motion to approve the minutes from the December 4, 2019 meeting. MOTION: (Zimmerman/Turner) Motion to accept the minutes as presented from December 4, 2019 meeting was approved. 13 in favor/0 opposed/0 abstention. III. CHAIRWOMAN’S REMARKS Chairwoman Nancy Moses thanked commissioners and staff who work together on different issues the commission confronts. -

JOHNSTON 1892 1961 Last month, on the day that TELESCOPE went into the mails, the Institute, and this column, lost a dear friend. He was the first member of the Institute, for he founded the old Great Lakes Model Shipbuilder's Guild. He started TELESCOPE as a mimeographed monthly "newsletter", back in 1952. There is no point in trying to tally his contributions, for it can only lead back to the beginning, and he was the beginning. Because Captain Johnston was a dear friend to this column, it would be impossible to untangle sentiment from our think ing, and we won't even try. We loved him, and we respected him in much the same way we would a father. We looked upon him with reverence and awe. To most people he was “Cap", but we were among the very few to whom he was Joe. We can call to mind many impressions of this man; spinner of yarns, a teacher, an artist, and of course, a sailor. But most of all he was a gentleman and a gentle man. The accompanying picture says a great deal of what we think when we think of Joe. “Winky, the ship's cat", was a personality in his own right and well known to the old readers of TELESCOPE. That personality was but one facet, in reflection, of the "old man" himself. There are many more of these facets which reflect Joe for what he was, and for what his having been here has meant to us.
