Japan Has Always Held an Important Place in Modern World Affairs, Switching Sides From
Japan has always held an important place in modern world affairs, switching sides from WWI to WWII and always being at the forefront of technology. Yet, Japan never came up as much as China, Mongolia, and other East Asian kingdoms as we studied history at school. Why was that? Delving into Japanese history we found the reason; much of Japan’s history was comprised of sakoku, a barrier between it and the Western world, which wrote most of its history. How did this barrier break and Japan leap to power? This was the question we set out on an expedition to answer. With preliminary knowledge on Matthew Perry, we began research on sakoku’s history. We worked towards a middle; researching sakoku’s implementation, the West’s attempt to break it, and the impacts of Japan’s globalization. These three topics converged at the pivotal moment when Commodore Perry arrived in Japan and opened two of its ports through the Convention of Kanagawa. To further our knowledge on Perry’s arrival and the fall of the Tokugawa in particular, we borrowed several books from our local library and reached out to several professors. Rhoda Blumberg’s Commodore Perry in the Land of the Shogun presented rich detail into Perry’s arrival in Japan, while Professor Emi Foulk Bushelle of WWU answered several of our queries and gave us a valuable document with letters written by two Japanese officials. Professor John W. Dower’s website on MIT Visualizing Cultures offered analysis of several primary sources, including images and illustrations that represented the US and Japan’s perceptions of each other. -

Reid 2019 1 American Battlefield Protection Program Grant 2287-16-009: Document Review and Archaeological Assessment Abstract As part of a regional collaboration between the City of Plattsburgh, New York, and the towns of Plattsburgh and Peru, New York, the Maritime Research Institute (MRI) at the Lake Champlain Maritime Museum (LCMM) has been chosen to investigate six historical Revolutionary War and War of 1812 sites: Valcour Island, Crab Island, Fort Brown, Fort Moreau, Fort Scott, and Plattsburgh Bay. These sites will require varying degrees of evaluation based upon the scope of the overall heritage tourism plan for the greater Plattsburgh area. The MRI’s role in this collaboration is to conduct a document review for each of the six historic sites as well as an archaeological assessment for Fort Brown and Valcour Island. The archaeological assessments will utilize KOCOA analysis outlined in the Battlefield Survey Manual of the American Battlefield Protection Program provided by the National Park Service. This deliverable fulfills Tasks 1 and 3 of the American Battlefield Protection Program (ABPP) Grant 2887-16-009. -

It includes manuscript collections (MS), vertical files (VF), published works, maps, prints, and photographs that may support research on the military, political, civilian, social, and economic dimensions of the war, including the United States’ relations with France and Great Britain in the decade preceding the conflict. The bulk of the manuscript material relates to military operations in the Chesapeake Bay region, Maryland politics, Baltimore- based privateers, and the impact of economic sanctions and the British blockade of the Bay (1813-1814) on Maryland merchants. Many manuscript collections, however, may support research on other theaters of the war and include correspondence between Marylanders and military and political leaders from other regions. Although this inventory includes the most significant manuscript collections and published works related to the War of 1812, it is not comprehensive. Library and archival staff are continually identifying relevant sources in MCHC’s holdings and acquiring new sources that will be added to this inventory. Accordingly, researchers should use this guide as a starting point in their research and a supplement to thorough searches in MCHC’s online library catalog. -

Doyle, Jr. N THE OVER TWO HUNDRED YEARS from American commerce raiding I in the Revolutionary War through two World Wars, the Korean and Vietnam wars, and a host of crises along the way, to the Persian Gulf conflict, peacekeeping, and peace enforcement, there has been a continuous evolution in the international law that governs naval operations. Equally changed has been the role of naval officers in applying oceans law and the rules of naval warfare in carrying out the mission of the command. This paper explores that evolution and the challenges that commanders and their operational lawyers will face in the 21st century. The Early Years and Global Wars Naval operations have been governed by international law since the early days of the Republic. Soon after the Continental Congress authorized fitting out armed vessels to disrupt British trade and reinforcement, the Colonies established Admiralty and Maritime courts to adjudicate prizes.1 American captains of warships and privateers were admonished to "respect the rights of neutrality" and "not to commit any such Violation of the Laws of Nations."z The first Navy Regulations enjoined a commanding officer to protect and defend his convoy in peace and war.3 In the War of 1812, frigate captains International Law and Naval Operations employed the traditional ruse de guerre in boarding merchant ships to suppress trade licensed by the enemy.4 President Lincoln's blockade of Confederate ports satisfied the criterion of effectiveness (ingress -

By no means did shipboard life completely extract them from the prejudices of a white-dominated culture, but it often provided them with better opportunities than they had on land. Like their fellow white sailors, black seamen in the Early Republic could count on stable pay with the benefit of room and board. For many, sea service and its pay provided a path to a better life ashore. Because race was not specifically noted in U.S. Navy personnel records at the time, much remains unknown about these men. However, a survey of the status of life for free blacks on shore sheds light on why some may have found seafaring an attractive opportunity.
