ENVIRONMENTAL SCAN JUNE 2008 EXECUTIVE SUMMARY This document provides data about the Kwantlen Region, often comparing it to the Greater Vancouver Regional District (GVRD) and to the province overall. It is intended primarily to be used as a reference tool for planning. Institutional Analysis & Planning provides interpretations or implications of the data only when requested to do so. Much of the data were drawn from the 2006 Census and are presented along with similar data from the 2001 and 1996 Census for the municipalities that comprise Kwantlen’s region. Should you need Census data at smaller aggregations, please call us. Much of the economic data presented, particularly employment projections, are generally only available at the provincial level. We can investigate alternate sources if you need occupation specific information or projections for a smaller geographic area. The Environmental Scan is divided into 7 chapters: 1. Kwantlen Region: A Demographic Profile This chapter reports on the overall population growth in the region, growth in each municipality, and in specific age groups. One section shows the projected population change in selected age groups in Kwantlen’s and other college regions. The Kwantlen Region has experienced the highest level of population growth in the province over the five years 2001/02 – 2005/06, and projections suggest that growth will continue to be strong. International migration is the biggest driver of the population growth. No growth is projected between 2007 and 2016 for the age cohort 18 – 21. 2. Immigration The immigrant population in the Kwantlen Region is described by date of immigration, the municipality in which they live, and their country/area of origin. More than half of the immigrants in the Kwantlen Region came to Canada after 1991. 3. Education within the Kwantlen Region Detailed tables show the educational attainment of different age groups in each of the 6 municipalities in the region. Richmond and White Rock have the greatest proportion of the population with a university degree, while the highest proportion without a high school diploma lives in Surrey. Educational attainment by age group in the Kwantlen Region is compared to the GVRD and the province overall. Recent and projected Grade XII enrolments between 2003 and 2016 suggest that enrolments will decline 9% in the Kwantlen Region between 2007 and 2016, slightly less than the 11% decrease forecast for the province, but more than the 5% decrease forecast for the GVRD. High school graduation rates for public schools in the GVRD range from over 90% in Richmond and Delta school districts to 78% in Maple Ridge/Pitt Meadows; the BC average is 80%. 4. Economic Indicators in the Kwantlen Region Standard economic indicators such as business licenses issued, incorporations, industrial and commercial building permits, residential building permits and housing starts over the past five years are reported for the Kwantlen Region, the GVRD and the province. In general, these indicate strong economic growth in the Kwantlen region over the last five years. Institutional Analysis & Planning iii Kwantlen Polytechnic University Environmental Scan 2008 June 2008 Executive Summary Major employers in each of the six municipalities are listed with the number of employees, as are snapshots of the region’s largest economic drivers: the Vancouver International Airport and the Vancouver Fraser Port Authority. Industrial parks, along with planned and proposed major projects in the region, are listed. The final section shows the average personal income by municipality, and the proportion of the population receiving income assistance. 5. Kwantlen Region’s Labour Market Labour force participation, employment, and unemployment rates between 1996 and 2006 are reported. The leading industry sectors and occupations in 2001 and 2006 are listed with projections for employment demand 2005 – 2016. Key BC Labour Market trends are presented and brief descriptions and predictions for some key industries in BC. 6. Transportation This chapter describes how people get around the region and the GVRD including vehicle ownership, transit use, and place of work relative to residence. Planned transportation initiatives for the region are described. 7. Kwantlen’s People The first section provides comparative data about the age of students and headcounts by program area at Kwantlen and other lower mainland institutions and other university colleges between 2003/04 and 2006/07. The second section describes employees at Kwantlen by age, campus, position and level of education (faculty only). Faculty age distribution is compared to that at BC’s traditional universities.
