Edgemont & Upper Capilano Community Association 28th Annual General Meeting 7:00pm, Wednesday, January 22nd, 2020 Capilano Branch Library – Potlatch Room Co-Chairs: Louise Nagle and Eric Skowronek Draft Minutes 1. Call to Order: Meeting Co-Chair, Louise Nagle, called the meeting to order at 7:00 pm and welcomed the approx. 35 attendees. Recognition was given of the attendance of the DNV Mayor Mike Little and councillors Back, Hanson, and Forbes. Louise gave a brief outline of the agenda and explained that EUCCA General Meetings are run under the “New England Town Hall” format where anyone may speak when acknowledged by the Chair, but once a point has been made it should not be repeated. It was noted that although all general/agm meetings are open to anyone to attend – EUCCA is a residents’ association and only members may vote on issues. 2. Adoption of Agenda: Minutes from the previous AGM were adopted. 3. Presentation by Ocean Ambassadors on Plastic Bag Free Initiative in Edgemont Village followed by Q&A Eleanor Gill Presentation on behalf of Ocean Ambassadors. Eleanor outlined this initiative which now has 90 Edgemont Village businesses signed on as participants. There will be a ticketed ($10) Launch Event hosted by Highlands United Church on Friday February 21 from 7 - 9 pm. There will be snacks, wine and displays by local schools, youth groups, etc. They are looking for a large turnout, and tickets will be on sale via the Ocean Ambassadors website. https://oceanambassadorscanada.org/community-initiatives/ See copy of Eleanor’s presentation attached to these minutes. 4. Remarks by Mayor Mike Little Traffic Congestion: Issue has been ongoing, and increasing since 2011. New Collector Bridge is almost complete to take Hwy #1 traffic around the BOB (Big Orange Bridge) which is scheduled to be replaced soon. 3 vulnerable ‘crash’ sites on various feeder roads onto the Ironworkers’ Bridge will be remediated to address these problem on-ramps. There will be a comprehensive study of Highway # 1 from the Ironworkers’ Bridge through to West Vancouver and beyond re: volume, safety, and much needed improvements. Library and Recreation Facilities: The 19,000 sq. ft. Library Services and Recreation centre is nearing completion at the Capilano Road and Fullerton location. 3,000 popular titles will be made available via on-line ordering or direct visits to the new site. The current Capilano Library is now the oldest library in the District and in spite of recent earthquake and structural remediation will still require study for its next few decades of service to the community. The long future sees the retention of the facility in Edgemont Village. Capilano Suspension Bridge: Nothing new re: the empty condo property which has been unoccupied for over a year. An audience member queried whether the CSB could be ‘forced’ to rent these units to help alleviate the much-needed affordable rental housing shortage. Mayor Little replied that the District does not have this authority. Grouse Mountain Resorts now has a new owner. Village Construction is mostly over. Paving will resume in the Spring to complete Ayr and other roads. Mayor Little also promised to review the status of the pedestrian-crossing at the N/E Edgemont and Ridgewood intersection. Coffee Break (courtesy of Delany’s) & Dues Collection There was $110 collected in voluntary EUCCA Membership dues ($5) and 2 new members signed up 5. Annual Financial Report Corrie Kost presented the report. Balance was $963.87 (before latest $110 voluntary contributions). There is an outstanding credit of $65.71 for a future room booking. Details are attached to these minutes. Corrie provided a brief overview of Brian Platts’ contribution to the broader community and his service on the EUCCA Executive since its founding in 1992. 6. Election of Executive Note that all EUCCA members were previously duly notified to proclaim their interest or nominate another member to serve on the Executive Committee. The following members were elected by acclamation (1 new member added – now 10. Note max allowed is currently 12). Brief Updates on Village Developments Eric Skowronek presented a number of issues, in and around the Village area. Pictures referred to are attached. Susan Hyam, reminded the audience that the Urgent and Primary Care Centre/UPCC operated by Coastal Health as an alternative for NON- Life Threatening illnesses or injuries has been open since November and is now equipped with X-Ray, Lab, and a Dispensing Pharmacy. Drop Cards were distributed and members were encouraged to locate this useful alternative to the often full-capacity LGH Emergency Department. Presentation to EUCCA January 22, 2020 Why Single Use Plastics?! • Plastic does not naturally decompose or biodegrade. Plastic pollution is set to triple in the next decade unless prompt action is taken. • British Columbia scientists have found more than 3,000 plastic microparticles per cubic metre of water in the Strait of Georgia. Bioaccumulation and health concerns. • Plastics are made from petroleum, & extraction and processing contributes to climate change. At current trends, the plastics industry could consume 15 per cent of the world’s total carbon budget by 2050. • DNV moving in this direction. Vancouver, Surrey, plenty of other municipalities… Timeline of Initiative • Ocean Ambassadors previous experience with similar initiatives: • Deep Cove Plastic Straw Ban 2018 • Horseshoe Bay Plastic Bag Ban Summer 2019 • Eleanor and Alison meet and discuss Edgemont Initiative – April 2019 • Initial EVBA and Businesses outreach – April to June 2019 • Decide on Plastic Bag Ban – Sept 2019 • Business Engagement – Sept 2019 – ONGOING • Pop-Up Booths – Dec 2019-Feb 2020 • Plastic Bag Free Launch Event – Feb 21, 2020 • Plastic Bag Ban Starts – March 1, 2020 Initial Business Engagement Key Single Use Plastic Uses in Edgemont Village: • Plastic shopping bags (majority of businesses still offering plastic carrier bags) • Disposable hot and cold drink cups • Take-out food containers • Disposable straws and utensils (mostly in franchises) • Polystyrene foam cups and take-out containers (only a few businesses – sushi, takeout) **WASTE: Lack of garbage as well as recycling facilities in village for consumers. Key issue seen to be around coffee shops. Lack of collective recycling facilities for businesses for supplier waste. According to District Waste Coordinator, recycling bins will arrive in the village in early 2020. Initial Business Engagement • Out of 42 businesses that we visited and spoke with: • 13 currently do not currently offer plastic bags. Offer paper bags or no bags. • 27 do currently offer plastic bags, either automatically or when asked. • 8 are on the cusp of shifting to paper bags/no plastic bags, or are actively considering this shift. These businesses still have plastic bag inventory to use up, but aren’t planning on buying more. • 29 out of 31 supportive of a SUP reduction initiative • 2-4 would likely need a viable alternative to plastic bags (grocery store, sushi, etc.) • EVBA – supportive but little capacity to take on tasks. • Benefits of 3rd party organization taking the lead.
