1. Shri Gandhi Azad (ex-Member); 2. Shri Madan Bhatia (ex-Member); 3. Shri Kota Punnaiah (ex-Member); 4. Shri Samar Mukherjee (ex-Member); and 5. Shri Khurshed Alam Khan (ex-Member).

The House observed silence, all Members standing, as a mark of respect to the memory of the departed.

1 RAJYA SABHA 11-14 a.m. 4. References by the Chair (i) Reference to the Victims of Flash Floods, Cloudburst and landslides in Uttarakhand and floods due to heavy monsoon rains in several parts of the country The Chairman made a reference to the flash floods, landslides and cloudbursts that took place in Uttarakhand, in June, 2013, in which 580 persons lost their lives, 4473 others were reportedly injured and approximately 5526 persons are reportedly missing. A reference was also made to 20 security personnel belonging to the Indian Air Force National Disaster Response Force and ITBP, involved in rescue and relief operations who lost their lives in a MI-17 Helicopter crash on the 25th of June, 2013 and to the loss of lives and destruction of crops, infrastructure and property in several other parts of the country due to heavy monsoon rains. 11-16 a.m. (ii) Reference to the four incidents regarding the Maoist Attack in Bastar District of Chattisgarh, Terrorist attacks in Srinagar, CPI (Maoist) ambush in Jharkhand and Serial bomb blasts in the Mahabodhi Temple in Bihar The Chairman made references to:— (a) the Maoist attack in Bastar District of Chattisgarh on the 25th of May, 2013, in which 27 persons including former Union Minister, Shri Vidya Charan Shukla, some Congress Leaders including Shri Mahendra Karma, Shri and several others lost their lives and 37 others were injured; (b) two terrorist attacks at Hari Singh High Street, Hyderpora Bypass and Barzula in Srinagar on the 22nd and the 24th of June, 2013, in which 10 security personnel were killed and 17 others were injured; (c) ambush by CPI (Maoist) on the convoy of the S.P. on the 22nd of July, 2013 at Jamni in Dumka District of Jharkhand, in which 6 persons including the Superintendent of Police, lost their lives and 3 others were injured; and (d) nine serial bomb blasts in the Mahabodhi Temple at Bodhgaya in Bihar on the 7th of July, 2013, in which 2 persons were injured. 2 5TH AUGUST, 2013 11-18 a.m.

(iii) Reference to the death of school children after consuming mid-day meal in Saran District of Bihar The Chairman made a reference to the death of 23 children and serious illness of 23 others due to food poisoning after consuming mid-day meal at Government Primary School at Chhapra in Saran District of Bihar on the 16th of July, 2013. The House observed silence, all Members standing, as a mark of respect to the memory of those, who lost their lives in these tragedies. 11-20 a.m. (iv) Felicitations to Indian Sportspersons The Chairman, on behalf of the House and on his behalf, offered felicitations to the Indian Cricket Team, for winning the ICC Champions Trophy; the Indian Archery Team for winning 1 Gold and 2 Bronze medals in different events in the Third Archery World Cup Championship held in Medellin, Columbia in July, 2013; Ms. K. Jennitha Anto for winning the Thirteenth IPCA World Women’s Individual Chess Championship for the disabled in Velke Losiny, Czech Republic on the 24th of July, 2013; the Indian Wrestlers’ Team for winning 15 medals including 3 Gold, 9 Silver and 3 Bronze medals besides winning the Champion’s Trophy in the Free Style Category in the Asian Cadet Championship in Ulaanbaatar, Mongolia on the 28th of July, 2013 and Shri Aditya Mehta for winning the Gold Medal in the Men’s Snooker event in the World Games held at Cali in Columbia from 26th to 30th of July, 2013. *11-22 a.m. (The House adjourned at 11-22 a.m. and re-assembled at 11-37 a.m.)

11. Resignation by Member The Deputy Chairman made the following announcement in the House:— ―I have to inform Members that I had received a letter from Shri Anil H. Lad, Member, representing the State of , resigning his seat in the Rajya Sabha. I have accepted his resignation w.e.f. the 20th of May, 2013.‖

Statement by Minister On the direction of the Hon’ble Chairman, Shri P. Chidambaram, Minister of Finance, made a statement on the reported formation of the State of Telangana. 2-46 p.m. 16. Short Duration Discussion !Shri Bhagat Singh Koshyari raised a discussion on the large scale devastation caused by cloud bursts, flash floods, and landslides recently in Uttarakhand. 3-02 p.m. !Shri had not concluded his speech while taking part in the discussion.
