Laporan Pendahuluan Rencana Terpadu dan Program Investasi Infrastruktur Jangka Menengah Kabupaten Paser Tahun 2016 – 2020 ARAHAN STRATEGIS NASIONAL BIDANG CIPTA KARYA UNTUK KABUPATEN PASER 3.1 ARAHAN RTRW NASIONAL 3.1.1 Rencana Struktur Ruang Nasional Sesuai dengan lingkup perencanaan RTRWN yang meliputi seluruh wilayah Negara Kesatuan Republik Indonesia, maka arahan RTRWN yang akan dijadikan sebagai acuan adalah kebijakan dan rencana yang ditetapkan lokasinya di Provinsi Kalimantan Timur dan Kabupaten Paser, sebagai berikut : 1. Kawasan Pengembangan Ekonomi Terpadu Samarinda, Sanga-sanga, Muara Jawa, Balikpapan Dari arahan RTRW Nasional tersebut diatas, maka kebijakan nasional yang terkait dan bersinggungan langsung dengan wilayah Kabupaten Paser adalah sebagai: 1. Sistem Perkotaan Nasional sebagai Pusat Kegiatan Wilayah (PKW) Tanah Grogot. 2. Pelabuhan Sebagai Simpul Transportasi Laut Nasional Pasir/ Tanah Grogot 3. Kawasan Lindung Nasional di Cagar Alam Teluk Apar dan Cagar Alam Teluk Adang. 4. Kawasan Andalan Nasional Bontang - Samarinda - Tenggarong, Balikpapan Penajam dan sekitarnya (Bonsamtebajam2). 3.2 ARAHAN RTRW PULAU KALIMANTAN Rencana Tata Ruang Wilayah Pulau Kalimantan disyahkan pada tanggal 5 Januari 2012 dalam bentuk Peraturan Presiden No. 3 Tahun 2012 tanggal 5 Januari 2012 tentang RTRW Pulau Kalimantan. Tujuan dari penyusunan RTRW Pulau Kalimantan adalah untuk mewujudkan: 1. Kelestarian kawasan konservasi keanekaragaman hayati dan kawasanberfungsi lindung yang bervegetasi hutan tropis basah paling sedikit 45% (empat puluh lima persen) dari luas Pulau Kalimantan sebagai Paru-paru Dunia; 2. Kemandirian energi dan lumbung energi nasional untuk ketenagalistrikan; 3. Pusat pertambangan mineral, batubara, serta minyak dan gas bumi di Pulau Kalimantan; LAPORAN AKHIR 3 - 2 Rencana Terpadu dan Program Investasi Infrastruktur Jangka Menengah Kabupaten Paser Tahun 2016 – 2020 4. Pusat perkebunan kelapa sawit, karet, dan hasil hutan secara berkelanjutan; 5. Kawasan perbatasan negara sebagai beranda depan dan pintu gerbang negara yang berbatasan dengan Negara Malaysia dengan memperhatikankeharmonisan aspek kedaulatan, pertahanan dan keamanan negara, kesejahteraan masyarakat, dan kelestarian lingkungan hidup; 6. Pusat pengembangan kawasan perkotaan nasional yang berbasis pada air; 7. Kawasan ekowisata berbasis hutan tropis basah dan wisata budayaKalimantan; 8. Jaringan transportasi antarmoda yang dapat meningkatkan keterkaitan antar wilayah, efisiensi ekonomi, serta membuka keterisolasian wilayah; 9. Swasembada pangan dan lumbung pangan nasional. Arahan RTRW Pulau Kalimantan berupa rencana struktur ruang, rencana infrastruktur dan rencana pemanfaatan ruang di Provinsi Kalimantan Timur sebagai berikut: A. Rencana Struktur Ruang Pulau Kalimantan 1. Pusat industri hilir pengolahan hasil pertambangan mineral, batubara, serta minyak dan gas bumi di PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang. 2. Pusat industri pengolahan hasil pertambangan mineral, batubara, serta minyak dan gas bumi di PKW Tanjung Redeb, PKW Sangata, dan PKW Tanah Grogot. 3. Pusat industri hilir pengolahan hasil perkebunan kelapa sawit dan karet di PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang. 4. Pusat industri pengolahan hasil perkebunan kelapa sawit dan karet di PKW Sangata, PKW Tanah Grogot, dan PKSN Long Pahangai. 5. pusat industri hilir pengolahan hasil hutan di PKN Kawasan Perkotaan Balikpapan- Tenggarong-Samarinda-Bontang. 6. Pusat pengolahan hasil hutan di PKW Tanjung Redeb, PKW Sangata, dan PKW Sendawar. 7. Pengembangan PKN dan PKW sebagai pusat industri pengolahan dan industri jasa hasil perikanan yang ramah lingkungan dilakukan di PKN Kawasan Perkotaan Balikpapan- Tenggarong-Samarinda-Bontang, PKW Tanjung Redeb, dan PKW Sangata. 8. Pusat pengembangan ekowisata di PKN Kawasan Perkotaan Balikpapan-Tenggarong- Samarinda-Bontang, PKW Tanjung Redeb, PKW Tanah Grogot, PKW Tanah Grogot, dan PKSN Long Pahangai. 9. Pusat pengembangan wisata budaya di PKN Kawasan Perkotaan Balikpapan-Tenggarong- Samarinda-Bontang, PKW Sangata, PKW Sendawar. 10. Pengembangan dan peningkatan fungsi PKSN sebagai pusat kegiatan pertahanan dan keamanan negara, pertumbuhan ekonomi, pintu gerbang internasional, serta simpul LAPORAN AKHIR 3 - 3 Rencana Terpadu dan Program Investasi Infrastruktur Jangka Menengah Kabupaten Paser Tahun 2016 – 2020 transportasi di kawasan perbatasan negara dengan Negara Malaysia yaitu di PKSN Long Pahangai. Pengembangan jaringan drainase di PKN dan PKW yang terintegrasi dengan sungai meliputi pengembangan jaringan drainase di : a. PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang yang terintegrasi dengan Sungai Mahakam. b. PKW Tanjung Redeb yang terintegrasi dengan Sungai Berau c. PKW Sangata yang terintegrasi dengan Sungai Sangata d. PKW Tanah Grogot yang terintegrasi dengan Sungai Mahakam 2. Pengembangan jaringan jalan arteri primer pada Jaringan Jalan Lintas Selatan Pulau Kalimantan, yang merupakan bagian dari Jaringan Jalan Trans Kalimantan, yang menghubungkan Kuaro – Kademan – Penajam – Balikpapan - Loa Janan - Samarinda. 3. Pengembangan jaringan jalan kolektor primer pada Jaringan Jalan Lintas Selatan Pulau Kalimantan, yang merupakan bagian dari Jaringan Jalan Trans Kalimantan, yang menghubungkan Samarinda - Bontang - Sangata - Simpang Perdau - Muara Wahau - Labanan - Tanjung Redeb - Tanjung Selor - Malinau – Mensalong – Simanggaris. 4. Jaringan jalan kolektor primer pada Jaringan Jalan Lintas Tengah Pulau Kalimantan yang menghubungkan Tumbang Samba - Rabambang - Tumbang Jutuh - Kuala Kurun - Puruk Cahu - Muara Laung - Muara Teweh - Damai – Simpang Blusuh - Resak - Kotabangun - Tenggarong - Loa Janan – Samarinda. 5. Jaringan jalan strategis nasional pada Jaringan Jalan Lintas Utara Pulau Kalimantan yang menghubungkan Putussibau-Long Pahangai-Long Nawang-Malinau-Long Midang. 6. Jaringan jalan kolektor primer pada jaringan jalan pengumpan Pulau Kalimantan yang menghubungkan Simpang Damai-Sendawar-Long Bangun-Long Pahangai. 7. Pengembangan jaringan jalan strategis nasional untuk meningkatkan aksesibilitas di kawasan perbatasan negara yang berbatasan dengan Negara Malaysia dengan memperhatikan keberadaan kawasan berfungsi lindung dilakukan pada Jaringan Jalan Lintas Utara Pulau Kalimantan yang menghubungkan Temajuk - Aruk – Jagoi babang - Entikong - Jasa - Nanga Badau - Putussibau - Long Pahangai - Long Nawang - Malinau - Long Midang. 8. Pengembangan jaringan jalan nasional yang menghubungkan kawasan perkotaan nasional sebagai pusat pertumbuhan dengan pelabuhan dan bandar udara untuk mendukung pemasaran dan distribusi produk unggulan meliputi jaringan jalan arteri primer yang menghubungkan : a. PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang dengan Pelabuhan Balikpapan (Kota Balikpapan), Pelabuhan Samarinda (Kota Samarinda), LAPORAN AKHIR 3 - 7 Rencana Terpadu dan Program Investasi Infrastruktur Jangka Menengah Kabupaten Paser Tahun 2016 – 2020 Pelabuhan Tanjung Santan (Kota Bontang), dan Bandar Udara Sepinggan (Kota Balikpapan), Bandar Udara Samarinda Baru (Kota Samarinda), serta Bandar Udara Bontang (Kota Bontang). b. PKW Tanjung Redeb dengan Pelabuhan Tanjung Redeb (Kabupaten Berau) dan Bandar Udara Kalimarau-Berau (Kabupaten Berau); c. PKW Sangata dengan Pelabuhan Tanjung Sangata (Kabupaten Kutai Timur). d. PKW Tanah Grogot dengan Pelabuhan Tanah Grogot (Kabupaten Paser). 9. Pengembangan jaringan jalan bebas hambatan untuk melayani PKN sebagai pusat pertumbuhan utama dmeliputi jaringan jalan bebas hambatan antarkota yang menghubungkan: a. Balikapan – Samarinda b. Samarinda – Tenggarong c. Tanah Grogot – Penajam d. Samarinda – Bontang, dan e. Bontang

At present, the Kelay Punan people in East Kalimantan rade directly with the brokers and merchants, who control the rade of the forest products from the region. They are degraded to debtors now and still carrying out hunting and gathering to pay back the debt" Besides, the inroduction of swidden cultivation is one of the most important factors to affect their life style. Their swidden system might not be so sustainable, since they were not tradirional swidden cultivators like the Kenyah Dayak people. Key Words: East Kalimantan / Punan / swidden cultivation / trade The "Punan" is a generic term for hunters and gatherers living in Borneo island. The Punan people have the same physical characteristics as the Dayaks practicing swidden cultivation, since the Punans are also the protd-Malayan people. The bodies of the Punans, however, are generally better-built than those of the Dayaks. According to Hoffman (1983), Bock's description of the Punan (Bock, 1881) is one of the earliest to appear in print.

    Inside Indonesia’s highest-profile land conflict December 7, 2015 Masrani stood at the confluence of two rivers in Indonesian Borneo as his father recited the most dreadful oath. The extreme form of sumpah adat, a ritualistic nuclear option for Indonesia’s Dayak indigenous peoples, was reserved for dealing with crises nothing else could solve. The forest chattered to the post-daybreak sounds of hornbills and proboscis monkeys as the two-dozen men assembled for the rite. One by one, they beseeched the ancestors to punish those who had shifted their borders and robbed them of their territory. “They were brave enough to steal our land, but not to meet us at the river,” said Masrani, the deposed former chief of Muara Tae, a village in East Kalimantan province. “They didn’t come because they know they’re wrong.” Indonesia’s shambolic internal borders are a national emergency. No single map of land-use claims exists; contradictory references persist across the different levels of government. The problem impedes efforts to zone the country for sustainable development and underlies thousands of conflicts that pit communities against companies, the state or each other. Amid the chaos, oil palm plantations have sprung up at breakneck speed across Indonesia’s ravaged hinterlands, eating away at the forests and propelling this country of 250 million to become the world’s sixth-largest emitter of greenhouse gases. At the start of last century more than four-fifths of the archipelago was covered by jungle; today it is fighting to stem forest losses even in its national parks as species like the Javan tiger (Panthera tigris sondaica) fall away into extinction.

The capital, such as trust, social networks, and community norms or values has advanced to include factors that have direct and important impacts on regional development. Therefore, this study analyzes social capital as a basis for development in Sangatta city, East Kutai Regency, and also identifies the supporting and inhibiting factors. A qualitative descriptive method was used to collect information about real and current situations, which were then analyzed according to Moleong’s technique that focused on field processes. The results showed that public trust in regional development displayed strong support in terms of facilities, education, and health. Also, the norms or values in society were formed from diverse ethnic groups, religions, and regional origins. Therefore, the complexity of forming social networks based on kinship and common political views has an impact on efforts to support or hinder regional development. The supporting factor for regional development in North Sangatta is that the area is a center for offices, government, and the economy. It is also the main location in East Kutai to attain work or business opportunities. Meanwhile, the inhibiting factors were limited budgets, population, and the suboptimal implementation of regional regulations. Consequently, these factors are the realities experienced in making social capital a basis for regional development in Sangatta city.

The political phenomenon that develops in the democratic order in Indonesia shows that local election (Pilkada) has become a "political industry" that requires large capital for investment. This research explores the high cost of contest local elections, which is then used by the cukong to become a partner for politicians in hunting down rent through the Pilkada. Our findings show that the Pilkada becomes an arena for battle between cukong, and regions that have abundant natural resources are contested by large local and national cukong to finance all the needs of the candidate's campaign. They control natural resources, so they are the ones who decide who is the regent, who is the governor. Natural resources, especially coal mines, are occupied emphasize as one of the main sources of driving the political machine, which has an impact on bad environmental management practices. A large number of political party leaders and several businessmen who own mining, large-scale plantations have contributed to the destruction and overexploitation of nature. Therefore, the issue of natural resources must be included in the agenda of local and national political processes and break the chain of political cukong with transactional natural resource rulers.
