Bab Iii Arahan Strategis Nasional Bidang Cipta Karya Untuk Kota Bontang RENCANA TERPADU DAN PROGRAM INVESTASI INFRASTRUKTUR JANGKA MENENGAH (RPI2-JM) BIDANG CIPTA KARYA KOTA BONTANG BAB III ARAHAN STRATEGIS NASIONAL BIDANG CIPTA KARYA UNTUK KOTA BONTANG 3.1. Arahan Rencana Tata Ruang Wilayah Nasional Rencana Tata Ruang Wilayah (RTRW) Nasional ditetapkan berdasarkan Peraturan Pemerintah (PP) Nomor 26 Tahun 2008 bahwa Kota Bontang sebagai Lokasi Pusat Kegiatan Nasional (PKN) bersama Kota Samarinda sebagai Ibu Kota Provinsi Kalimantan Timur, Kota Balikpapan, Kota Tenggarong dan Kota Tarakan dengan Tahapan Pengembangan Revitalisasi dan Percepatan Pengembangan Kota-Kota Pusat Pertumbuhan Nasional (Pengembangan/Peningkatan Fungsi). Pusat Kegiatan Nasional yang dimaksud adalah kawasan perkotaan yang berfungsi untuk melayani kegiatan skala internasional, nasional, atau beberapa provinsi. I. Rencana Struktur Ruang Wilayah Nasional Arahan sistem perkotaan nasional Kota Bontang ditetapkan sebagai Pusat Kegiatan Nasional maka untuk mendukung kegiatan tersebut sistem jaringan transportasi nasional Kota Bontang di arahkan sebagai tahap pengembangan jaringan jalan bebas hambatan antar kota Samarinda–Bontang dan Bontang–Sangata untuk mempermudah aksesbilitas transportasi darat antar Kota Bontang terhadap kota disekitarnya serta Arahan Pemantapan Bandar Udara Tersier sebagai aksesbilitas transportasi udara. II. Rencana Pola Ruang Wilayah Nasional Arahan Pola Ruang Wilayah Nasional untuk Kota Bontang adalah penetapan kawasan lindung Taman Nasional Kutai dengan Tahap pengembangan Rehabilitasi dan Pemantapan Fungsi Kawasan Lindung Nasional (Taman Nasional dan Taman Nasional Laut). Penetapan Kawasan Budi Daya untuk Kota Bontang terdiri dari kawasan andalan darat meliputi Kawasan Bontang–Samarinda–Tenggarong, Balikpapan Penajam dan Sekitarnya (Bonsamtebajam) dengan Tahapan Pengembangan Kawasan Andalan disektor unggulan industri, perkebunan, pertambangan, kehutanan, perikanan dan pariwisata. Kawasan andalan laut meliputi Bontang –Tarakan dan sekitarnya dengan tahapan pengembangan kawasan andalan sektor perikanan, pertambangan dan pariwisata. 3.2. Arahan Rencana Tata Ruang Wilayah Pulau Rencana Tata Ruang Pulau Kalimantan ditetapkan berdasarkan Peraturan Presiden (Pepres) Nomor 3 Tahun 2012 merupakan rencana rinci yang disusun sebagai penjabaran dari Rencana Tata Ruang Wilayah Nasional. I. Arahan Pengembangan Struktur Ruang dan Pola Ruang Arahan pengembangan struktur ruang teridiri atas sistem perkotaan nasional meliputi : a) pengembangan PKN dan PKW sebagai pusat industri pengolahan hasil pertambangan mineral, batubara, serta minyak dan gas bumi yang didukung oleh III-1 RENCANA TERPADU DAN PROGRAM INVESTASI INFRASTRUKTUR JANGKA MENENGAH (RPI2-JM) BIDANG CIPTA KARYA KOTA BONTANG pengelolaan limbah industri terpadu, Kota Bontang termasuk dalam pusat industri hilir pengolahan hasil pertambangan mineral, batubara, serta minyak dan gas bumi di PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang dan PKN Tarakan. b) Pengembangan PKN dan PKW sebagai pusat industri pengolahan lanjut dan industri jasa hasil perkebunan kelapa sawit dan karet yang berdaya saing dan ramah lingkungan , Kota Bontang termasuk dalam pusat industri hilir pengolahan hasil perkebunan kelapa sawit dan karet di PKN Palangkaraya, PKN Banjarmasin, dan PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang. c) Pengembangan PKN dan PKW sebagai pusat industri pengolahan hasil hutan yang berdaya saing dan ramah lingkungan , Kota Bontang termasuk dalam pusat industri hilir pengolahan hasil hutan di PKN Palangkaraya, dan PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang. d) Pengembangan PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda- Bontang juga sebagai pengembangan pusat industri pengolahan dan industri jasa hasil perikanan yang ramah lingkungan. e) Pengembangan PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda- Bontang sebagai pusat pengembangan ekowisata dan wisata budaya. f) Pengembangan pusat kegiatan ekonomi di PKN dan PKW yang berdekatan/ menghadap badan air termasuk PKN Kawasan Perkotaan Balikpapan- Tenggarong-Samarinda-Bontang. g) Penataan kawasan perkotaan yang adaptif terhadap ancaman bencana banjir dan pengendalian perkembangan fisik untuk kelestaarian lahan pertanian pangan berkelanjutan dan kawasan berfungsi lindung PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang. Arahan pengembangan struktur ruang untuk sistem jaringan transportasi nasional meliputi : a) Pengembangaan dan pemantapan jaringan jalan kolektor primer pada jaringan jalan lintas Selatan Pulau Kalimantan, yang merupakan bagian dari jaaringan jalan Trans Kalimantan yang menghubungkan Samarinda–Bontang–Sangatta–Simpang Perdau–Muara Wahau–Labanan-Tanjung Redeb–Tanjung Selor–Malinau– Mensalong–Simanggaris. b) Pengembangan jaringan jalan nasional yang menghubngkan kawasan perkotaan nasional sebagai pusat pertumbuhan dengan pelabuhan dan bandaar udara untuk mendukung pemasaran dan distribusi produk unggulan meliputi jaringan jalan areri primer yang menghubungkan PKN Kawasan Perkotaan Balikpapan- Tenggarong-Samarinda-Bontangdengan Pelabuhan Balikpapan (Kota Balikpapan), Pelabuhan Samarinda (Kota Samarinda), Pelabuhan Tanjung Santan (Kota Bontang), dan Bandar Udara Sepinggan (Kota Balikpapan), Bandar Udara Samarinda Baru (Kota Samarinda), serta Bandar Udara Bontang (Kota Bontang). c) Pengembangan jaringan jalan bebas hambatan untuk melayani PKN sebagai pusat pertumbuhan utama meliputi jaringan jalan bebas hambatan antarkota yang menghubungkan Samarinda–Bontang dan Bontang–Sangatta. III-2 RENCANA TERPADU DAN PROGRAM INVESTASI INFRASTRUKTUR JANGKA MENENGAH (RPI2-JM) BIDANG CIPTA KARYA KOTA BONTANG d) Pelabuhan Tanjung Santan Kota Bontang dan Bandar Udara Bontang termasuk dalam Pengembangan jaringan jalan nasional yaitu Jaringan Jalan Lintas Selatan Pulau Kalimantan, e) Pengembangan jaringan jalur kereta api untuk menghubungkan kawasan perkotaan nasional, sentra produksi komoditas unggulan, jaringan jalan, pelabuhan dan bandar udara meliputi; Jaringan Jalur Kereta Api Lintas Selatan Pulau Kalimantan Bagian Timur yaitu Batas negara–Simanggaris–Malinau- Tanjung Selor-Tanung Redeb–Sangkulirang –Sangatta –Bontang serta Bontang- Samarinda-Balikpapan. f) Pelabuhan Tanjung santan Kota Bontang termasuk dalam pengembangan akses dan jasa kepelabuhan di sepanjng Alur Laut Kepulauan Indonesia I dan Alur Laut Kepulauan Indonesia II dan pemanfaatan bersama pelabuhan guna kepentingan pertahnan dan keamanan negara serta pengembangan alur pelaayaran yang menghubungkan antar pelabuhan. g) Bandar Udara Kota Bontang sebagai bandar udara pengumpul dengan skala pelayanan tersier yang terpadu dengan pengembangan Jaringan Jalan Lintas Selatan Pulau Kalimantan dan Jaringan Jalur Kereta Api Lintas Selatan Pulau Kalimantan Bagian Timur. Arahan sistem Jaringan Energi Nasional dan sistem jaringan telekomunikasi nasional, meliputi : a) Pengembangan jaringan pipa transmisi minyak dan gas bumi Tanjung Santan- Kutai Kartanegara-Bontang, jaringan distribusi Samarinda dan jaringan distribusi Balikpapan untuk melayani PKN Kawasan Perkotaan Balikpapan-Tenggarong- Samarinda-Bontang. b) Pengembangan jaringan pipa transmisi minyak dan gas bumi Kutai Timur – Penajam Paser Utara - Paser - Kotabaru - Tanah Bumbu - Tanah Laut, jaringan distribusi Banjarmasin dan jaringan distribusi Balikpapan untuk melayani PKN Kawasan Perkotaan Balikpapan - Tenggarong - Samarinda - Bontang, PKW Tanah Grogot, dan PKW Kotabaru. c) Pengembangan jaringan pipa transmisi dan distribusi minyak dan gas bumi untuk melayani kawasan andalan jaringan pipa transmisi minyak dan gas bumi Tanjung Santan-Kutai Kartanegara-Bontang, jaringan distribusi Samarinda dan jaringan distribusi Balikpapan untuk melayani Kawasan Andalan Bonsamtebajam dan Sekitarnya, serta jaringan pipa transmisi minyak dan gas bumi Kutai - Penajam Paser Utara - Paser - Kotabaru - Tanah Bumbu - Tanah Laut, jaringan distribusi Banjarmasin dan jaringan distribusi Balikpapan untuk melayani Kawasan Andalan Bonsamtebajam dan Sekitarnya serta Kawasan Andalan Batulicin. d) Pengemabangan pembangkit listrik berbasis energi baru berupa PLTMG Kota Bontang. e) PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang dan kawasan Andalan Bonsamtebajam di arahkan pada pengembangan jaringan terestrial yang menghubungkan antar pusat perkotaan nasional. III-3 RENCANA TERPADU DAN PROGRAM INVESTASI INFRASTRUKTUR JANGKA MENENGAH (RPI2-JM) BIDANG CIPTA KARYA KOTA BONTANG Arahan sistem jaringan sumber daya air meliputi : a) Pendayagunaan sumber air berbasis Wilayah Sungai Mahakam yang melayani PKN Kawasan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang, PKW Sendawar dan Kawasan Andalan Bonsamtebajam dan Sekitarnya. b) Pemeliharaan dan pengembangan bendungan beserta waduknya untuk mempertahankan daya tampung air yaitu Waduk Manggar Kota Balikpapan, Waduk Benaga Kota Samarinda, dan Waduk Wain Kota Balikpapan yang melayani PKN Kawsan Perkotaan Balikpapan-Tenggarong-Samarinda-Bontang dan kawasan Andalan Bonsamtebajam. II. Arahan Pengembangan Pola Ruang Arahan pengembangan pola ruang terkait bidang Cipta Karya di Kota Bontang yaitu : a) pengembangan jaringan drainase yang terintegrasi dengan sungai kawasan perkotaan yang rawan banjir, b) pengendalian perkembangan kegiatan budi daya terbangun pada kawasan bencana alam geologi, Kota Bontang termasuk dalam kawasan rawan gerakan tanah dan kawasan rawan tsunami di pesisir timur. c) Penyelenggaraan upaya mitigasi dan adaptasi bencana melalui penetapan lokasi dan jalur evakuasi bencana, pembangunan prasarana dan sarana pemantauan

Bulgarian Journal of Agricultural Science, 25(1), 215–221 Growing periods can be determined using water balance analysis to decrease harvest risk in certain area. Generally, there are two types of land use for crop, i.e. irrigated land and non-irrigated land. This research was aimed to determine water input, water use and water loss, consumptive use crop water balance and designing a cropping pattern on rainfed paddy fi eld at Wa- tershed Tenggarong. Determination of fi eld capacity and permanent wilting point using soil texture data was input through Bouyoucos hydrom- eter methods. The calculation of land water balance according to Thornthwaite and Mather (1957) was employed to determine the agro-climate condition, particularly the dynamics of soil moisture content to plan a general cropping patterns was used based on monthly data. The planting time period is the water holding capacity > 50% from available water. Water balance monthly indicated that this area has potential growing season about 9 months, water surplus 8 months (439.6 mm year-1) and water defi cits about 3 months (59.7 mm year-1).

This study used the approach path analysis as a technique to analyze the structural relationships. Development of the modelin this study was to examine the relationship between exogenous and endogenous variables, simultaneously. Based on research result, revealed that there is an affected result that relate to the impact of determinants economic structure changes in East Kalimantan. They are degraded to debtors now and still carrying out hunting and gathering to pay back the debt" Besides, the inroduction of swidden cultivation is one of the most important factors to affect their life style. Their swidden system might not be so sustainable, since they were not tradirional swidden cultivators like the Kenyah Dayak people. Key Words: East Kalimantan / Punan / swidden cultivation / trade The "Punan" is a generic term for hunters and gatherers living in Borneo island. The Punan people have the same physical characteristics as the Dayaks practicing swidden cultivation, since the Punans are also the protd-Malayan people. (Dosen Tetap Fakultas Ekonomi Universitas Kaltara) LEMBAGA PENELITIAN DAN PENGABDIAN MASYARAKAT UNIVERSITAS KALTARA ABSTRAK Tujuan penelitian ini adalah untuk mengetahui tingkat kesenjangan pendapatan antar kabupten/ kota di Wilayah Kalimantan Utara. Data yang digunakan dalam penelitian ini adalah data sekunder yang diterbitkan oleh pemerintah kabupaten/kota di Kalimantan Utara tahun 2013-2019. Penelitian ini dilakukan di 4 kabupaten dan 1 kota di Kalimantan Utara. Alat analisis yang digunakan dalam penelitian ini adalah analisis deskriptif dengan menggunakan peralatan analisis Ekonomi Regional. Analisis data yang digunakan sesuai dengan tujuan dari penelitian ini adalah Analisis Tingkat Ketimpangan Antar Daerah, untuk menghitung tingkat ketimpangan/disparitas pendapatan perkapita antar kabupaten/kota di Provinsi Kalimantan Utara dengan menggunakan alat analisis Indeks Williamson. Hasil analisis dapat disimpulkan adanya ketimpangan pendapatan yang terjadi di kabupaten/kota di Provinsi Kalimantan Utara meskipun tergolong dalam ketimpangan rendah, namun hal ini perlu terus di kontrol mengingat Kota Tarakan memiliki kecenderungan ketimpangan pendapatan yang semakin tinggi. Ketimpangan terendah terjadi di Kabupaten Tana Tidung dan paling tinggi di Kota Tarakan. Saran yang dapat diberikan dari hasil penelitian ini bagi pemerintah daerah Kabupaten/Kota di Kalimantan Utara adalah agar terus mampu membuat kebijakan yang tepat sehingga mampu mempertahankan kesenjangan yang cukup rendah tersebut. Analysis of forensic engineering in building structures in Indonesia goes through se veral stages. It starts from the preparatory work, then continues with the process of identifying data needs, identifying problems, and preparing literature studies. If the data is sufficient, then it will be proceeded to the data analysis and discussion process. Based on the research findings, the main cause of the collapse of the Mahakam II Bridge in Tenggarong was the construction failure of the vertical hanging cable (clamp and saddle) connecting the main cable. However, there are a number of other possibilities that cause damage to the connecting device which includes: 1) poor maintenance, 2) fatigue in the construction material of cable hangers, 3) the quality of construction materials for the cable of connecting device, 4) procedural errors in maintenance, 5) the possibility of civil engineering rules deviations in planning, and 6) design errors in determining the type of material/ material of connecting device. Commonly, building damage is caused by several factors including: 1) low quality of materials, 2) planning errors, 3) implementation process errors, and 4) poor supervision.
