Elizabeth Castaneda˜ a,b* and Federico Clausa a Departamento de Ciencias de la Atm´osfera y los Oc´eanos – FCEN, University of Buenos Aires, Argentina b Consejo Nacional de Investigaciones Cient´ıficas CONICET, Argentina ABSTRACT: This study analyses heating degree-days (HDDs) in Argentina during the period 1900–2008. Gridded temperature data provided by the University of Delaware were analysed to calculate monthly and annual cumulative HDDs. Mean, maximum and minimum values as well as the average duration of the heating season are used to characterize the mean features of the region. Spatial variations are driven by latitude and altitude. The analysis of the temporal distribution of HDDs reveals that the centre of the mean heating season varies from mid-June to mid-July. The length of the cold season grows with increasing latitude and westward with increasing altitude. In the high Andes, the heating season extends all year round. S-mode principal component analysis is used to identify sub-groups of grid points with similar temporal variability. Negative trends in annual cumulative HDDs are detected in most of the country. Linear and nonlinear trends as well as temporal statistics are examined for inter- and intra-annual variability of HDDs to discuss its potential incidence on residential use of natural gas. Seasonal increases in natural gas consumption in the country, including the effect of regional price benefits, could be now better explained not only by population growth but also by the spatial and temporal characterization of the HDD season.

    Argentina Cronología del conflicto social Enero de 2016 Viernes 1 En la ciudad de Buenos Aires, la dirigente de la Asociación Madres de Plaza de Mayo Hebe de Bonafini denuncia que en la madrugada del 31 diciembre un grupo de cuatro personas ingresó por la fuerza al estudio de la radio de la organización y atacó al operador, dando vivas al presidente Mauricio Macri. En González Catán, partido de La Matanza, Gran Buenos Aires, un adolescente de 16 años es asesinado a tiros por un vecino, a quien el joven reclama por el robo de una campera. Más tarde, familiares y amigos de la víctima marchan hacia la casa del homicida, la saquean e incendian. Luego intentan hacer lo mismo con la vivienda de su madre, pero la policía lo impide. Sábado 2 En Rosario, provincia de Santa Fe, el Sindicato de Peones de Taxis lleva a cabo una huelga por 24 horas en repudio al ataque sufrido por el chofer Marcelo Viva, 52, herido de gravedad en la noche del 1º de enero durante un intento de robo. En la ciudad de Buenos Aires, trabajadores pobres organizados en Tupac Amaru instalan un acampe frente a la sede de la secretaría de Vivienda del gobierno nacional y realizan una asamblea para, según afirman, “discutir acciones futuras frente al avance reaccionario del neoliberalismo”. El 29 de diciembre el mismo grupo levantó el acampe en el cruce de las avenidas 9 de Julio y de Mayo, en medio de un gran despliegue de agentes de fuerzas de seguridad. En la ciudad de Buenos Aires, un grupo de vecinos del barrio de Villa del Parque retiene por la fuerza a una cuadrilla de obreros que trabajan para la distribuidora eléctrica Edesur con el objeto de obligarlos a realizar un trabajo de reparación necesario para la restitución del servicio de luz.

Con este fin se aborda el caso de la Organización Barrial Tupac Amaru, destacado por tener mayores recursos, capacidad de movilización e incidencia política, y ser hegemónico en el noroeste argentino, y el único conducido por una mujer. The Operational Policies and Guidelines for Parties to Access Resources from the Adaptation Fund, adopted by the Adaptation Fund Board, state in paragraph 41 that regular adaptation project and programme proposals, i.e. those that request funding exceeding US$ 1 million, would undergo either a one-step, or a two-step approval process. In case of the one- step process, the proponent would directly submit a fully-developed project proposal. In the two- step process, the proponent would first submit a brief project concept, which would be reviewed by the Project and Programme Review Committee (PPRC) and would have to receive the approval by the Board. In the second step, the fully-developed project/programme document would be reviewed by the PPRC, and would finally require Board's approval. 2. The Templates Approved by the Adaptation Fund Board (Operational Policies and Guidelines for Parties to Access Resources from the Adaptation Fund, Annex 3) do not include a separate template for project and programme concepts but provide that these are to be submitted using the project and programme proposal template. The section on Adaptation Fund Project Review Criteria states: For regular projects using the two-step approval process, only the first four criteria will be applied when reviewing the 1st step for regular project concept. In addition, the information provided in the 1st step approval process with respect to the review criteria for the regular project concept could be less detailed than the information in the request for approval template submitted at the 2nd step approval process.

Sr. Secretario: Gastón Chillier, en representación del Centro de Estudios Legales y Sociales (CELS), Ana Laura Lobo Stegmayer, en representación de Abogados y Abogadas del Noroeste Argentino en Derechos Humanos y Estudios Sociales, y Mariela Belski, Directora Ejecutiva de Amnistía Internacional Sección Argentina, se presentan ante esta Honorable Corte Interamericana de Derechos Humanos (en adelante Corte o Corte IDH) en respuesta a su comunicación de fecha 14 de noviembre de 2017, por la que se nos diera traslado de la respuesta del Estado argentino a la solicitud de medidas provisionales de la ilustre Comisión Interamericana de Derechos Humanos (en adelante CIDH o Comisión) Tal como lo ha sostenido la ilustre CIDH, la situación de la Sra. Milagro Sala reúne los requisitos de extrema gravedad, urgencia e irreparabilidad que hacen imprescindible el dictado de las medidas provisionales oportunamente requeridas. En este contexto, aportamos aquí información complementaria a la provista por la Comisión, así como, realizamos observaciones a la respuesta del Estado argentino. I. Palabras preliminares. En su respuesta a esta Honorable Corte IDH, el Estado argentino rechaza la procedencia de la solicitud de medidas provisionales destacando, en resumen, que “…en rigor, el factor de riesgo para la vida e integridad de la señora Sala proviene de sus propias apreciaciones subjetivas en relación con las circunstancias de su detención y de los procesos judiciales en su contra…”1. Lamentablemente, la realidad está muy lejos de estas consideraciones de la Argentina que no solo ratifican la falta de toda intención del Estado de acatar la Resolución 23/2017 de la Comisión sino que, ante sobre todo, avalan y justifican las decisiones de la provincia de Jujuy que han puesto en serio riesgo la vida e integridad personal de la Sra.

Fighting With Wine: Ruin, Resistance and Renewal in a Qom Community of Northern Argentina Abstract This study examines public binge drinking among the Qom (Toba) ex-foragers of Formosa, northern Argentina. Based upon 15 months of ethnographic fieldwork in a peri-urban Qom barrio (Lot 84), this analysis relates binge drinking to Qom ethnohistory, community life, and interactions with the Argentine state. The public, performative nature of Qom binge drinking is explored; intoxication is shown to convey in sometimes violent public spectacle the pathos of their socioeconomic marginality, reinforce non- indigenous Argentines’ entrenched perceptions of violent “Indians”, and paradoxically provide the Qom with vehicle for continued colonial resistance. Many Qom view drinking problems as rooted in Lot 84’s close proximity to the city (Formosa) relative to more rural Qom villages. Thus they reference a continuum of health that runs from urban, non-indigenous spaces to the rural bush country where foods—including home-brewed alcohol—are healthful rather than harmful.
