I refer to your request for 'Comments' on 'Suggestions' for the current redistribution ofFederal Electoral Boundaries in Queensland.

Please find enclosed my submission made up oftwo parts:-

• Comments on the 'Suggested Divisions' in which I forwarded to, including tables and maps, but due to time restraints, no text, prior to 'Suggestions' closing at 6pm on Friday, 24th April, 2009.

I have again included the tables for these suggested Divisions as to keep the text and them together.

I have included an A4 duplicate ofthe maps I forwarded to you with my 'Suggestions'.

You have the 'full size' maps I included in my submission.

Street maps showing the suggested boundaries in Leichhardt (), Herbert (), and Dawson (Mackay), are also included in this submission. 2

(b) Comments on suggestions by other persons and organisations.

I will make detailed comments on some ofthe 'Suggestions' made by other persons and organisations and fax them to you prior to the closing of 'Comments on Suggestions' at 6pm on Friday 8th May 2009, however I wish to express my concern about matter in which the Liberal National Party (LNP) has submitted it 'Suggestions',

A 'flimsy' public presentation with no maps or detail so the public could follow where their 'Suggestions' placed the boundaries.

A private submission under the guise ofa 'courtesy' in which the details in including maps are included.

Under the heading Proposed changes to existing electorates the LNP state:-

'Finally we determined that using Map Info 9.0 Programme gave the clearest possible assistance to the Redistribution Committee to consider the suggestions we make. The following provides some commentary to the Map details contained on the supplied disk.'

In other words the public submission is complimentary to the private one, not the other way around.

When there was no copy ofthe Map Info 9.0 Programme on the Internet attached to their submission I contacted the Redistribution Secretariat, on Wednesday, 29th April, 2009, and asked was it possible to access this additional information.

I was told by the Secretariat that this Map Info was given to the Redistribution Commission as a 'courtesy' and was not to be made public.

I was also told that the Secretariat had contacted the LNP and they had confirmed that what was on the 'web site' was all of the submission to be made public. 3

I 'put it' to the person from the Secretariat that all submissions had to be made public under Section 64 (3) ofthe Commonwealth Electoral Act 1918 which states:-

'The Redistribution Committee must cause copies ofthe suggestions lodged under paragraph (1) (a) to be made available for perusal, starting on the 5th Monday after publication ofthe notice in the Gazette' and confirmed in a letter from the Redistribution Committed Secretariat on 24th April 2009, acknowledging receipt ofmy 'suggestions' which states in part:-

'The Electoral Act required that all suggestions to the Redistribution committee be made public available. This will involve: Making copies ofall suggestions available for public inspection at the office ofthe AEC i h Floor 488 Queen St, Brisbane, Publication ofall suggestions on the AEC website'

I further 'put it' to the person from the Secretariat that there was no provision under the Act for material to be supplied to the Committee which could be classed as a 'courtesy' and not for publication, and that only material made public could be considered by Committee in its deliberations.

The person from the Secretariat advised I had a 'valid point' and he would take the matter up with his Manager.

At approximately 8.30am on Friday 1st May, 2009, I had a phone call from the person from the Secretariat advising that all material supplied to the Committee had been posted on the AEC website.

That evening I tried to access the information I was told was on the web site.

I found: -

That on the front page Suggestions 24 (LNP) and 25 (ALP) had attachments to suggestions and a * beside them. 4

The * stated these downloads are available in Maplnfo (midlmif) format and are suitablefor use in Geographical Information Systems (GIS). You will need GIS software to view and manipulate data.

I therefore could not access the material.

Being Friday night and a long weekend (Monday being the Labour Day Public Holiday in Queensland) I had to wait until Tuesday 5th May, 2009 to go to Cairns and see if somebody could download the information.

I went to two ofthe largest mapping firms in Cairns, and neither had the required software to download the information.

On Wednesday, 6th May, 2009, I engaged a private person to see ifhe could download this information. He could not.

It appears to be impossible to access this information unless you fork out' approximately $550-00 to but the software.

IfI did decide to buy the software:-

• It would be oflimited use to me other than during a redistribution.

• It would be probably be obsolete by the time ofthe next redistribution.

• It would probably be not available in Cairns until after the closing time of 'Comments on Suggestions'

I phoned the Redistribution Committee Secretariat on the afternoon of Wednesday, 6th May, asking ifthere was going to be an extension of time for 'Comments on Suggestions' in view ofthe fact that all the 'Suggestions' were not available for public perusal on the '5 th Monday' as required under the Act.

I was told that under the Act there is no provision for an extension of time. 5

I accept this to be so, however when Parliament passed this legislation many years ago (possibly 1983) they probably did not envisage the situation which has now occurred, i.e. that the Redistribution Committee did not have all the 'Suggestions' made public within the time frame stipulated in the Act.

I find it unacceptable that some ofthe 'so called' public submissions cannot be accessed by the general public without considerable financial outlay.

I am aware that the only way was the local newspaper 'The Cairns Post' could obtain a copy ofthe map ofthe LNP 'Suggested' Division ofKennedy was for their IT people to 'crack' the LNP website.

I ask the Redistribution Committee to take steps so as all the material presented to them at future redistributions is readily available to the public at a reasonable cost, or else 'public comments' will become a 'farce' and the 'real suggestions' will be the ones given to the Committee as a 'courtesy' behind closed doors.

I though this practice went out twenty years ago with demise ofthe Bjelke-Petersen Government.

I intend writing to the Minister and the Parliamentary Committee that overseas the Electoral Act, to inform them ofwhat has happened in Queensland during this Electoral Redistribution, and also requesting that they take whatever action (possibly legislative) to make sure this does not occur at future Redistributions.

I note that the ALP also made an attachment to their public submission, but their public submission included maps and Statistical Local Areas (SLA's) and Census Collection Districts (CCD's).

With the assistance ofthe Australian Bureau ofStatistic (ABS) maps, it could be easily ascertained the details oftheir 'Suggestion'.

Enrolment

My 'Suggested Division ofKennedy' completes the Divisions on North and .

It includes:-

(a) The area ofthe existing Division ofKennedy that is not included in my 'Suggested' Division ofFulton.

This includes the towns and cities along the Great Northern Railway from to , and also the Burke, Doomadgee, Mornington and Boulia Shires.

(b) The Burdekin Shire from the existing Division ofDawson.

Legislative requirements preclude this Shire from being included in my 'Suggested' Division ofDawson.

(c) Parts ofthe existing Division ofFlynn.

This includes:-

• All the area ofthe Gladstone Regional Council and the Banana Shire Council.

• The Western Regional Councils ofBlackall/Tambo, Longreach and the Shire ofWinton.

• Parts ofthe Regional Councils ofBarcaldine and Central Highlands.

• The North Burnett towns ofEidsvold, Monto and Perry ,

• The Koolan Statistical Local Area (SLA), formerly Shire of the Bundaberg Regional Council.

While my 'Suggested Division' may be classed as a 'miss match' I consider it the better ofthe options, i.e. split the Regional Councils like Mackay and Rockhampton, or have a Division that 'completes' the Divisions ofNorth and Central Queensland.

It does have agriculture, (including pastoral activities), and mining as a 'common interest'.

Should the Redistribution Commission accept this 'Suggestion' I envisage the 'Suggested Division ofKennedy' 'moving north' after future redistributions, thus loosing Gladstone and its surrounding areas.

The reasons for this being:-

• That with future growth ofCaims the 'Suggested Division of Fulton' will loose its Townsville component and Kennedy would move east and 'fill the gap'.

• That with the future growth ofTownsville, the 'Suggested' Division ofKennedy would move east and accommodate the surplus from Herbert.

• That with the future growth ofMackay and the anticipated development ofthe Town ofBowen as an industrial centre, the 'Suggested' Division ofKennedy would move south east and take in parts ofthe Whitsunday Regional Council (including Bowen), thus relieving the surplus from the Division ofDawson.

As a result ofthe increase ofthe size ofthe Federal Parliament in 1984, that redistribution brought the Division ofKennedy onto the Atherton Tableland to absorb the surplus from Leichhardt that the reduced quota produced.

The number ofDivisions in Queensland increased from nineteen to twenty four.

Subsequent redistributions has brought into the Division the Johnstone Shire (now a part ofthe Cassowary Regional Council) and parts ofthe Cairns Regional Council (south ofEdmonton). 8

Prior to 1984 Redistribution, the Division ofKennedy was always a large sprawling Division taking in such diverse areas as Bowen, prior to the 1968 Redistribution, and the South Burnett towns of Wondai, Murgon and Cherbourg.

This is confirmed by an enclosed map copied from the 1984 Parliamentary Handbook.

Also that Handbook list industries in the division as diverse as nickel mining at Greenvale, coal mining at Moura, silver, lead, zinc and copper mining at Mount Isa, citrus fruits at Gayndah, cotton at Emerald, as well as beefcattle, wool, mixed grain and sugar.

After the 1984 redistribution the Division ofKennedy still had Blackall and Claremont in the Division

It is only since the growth of Cairns and Townsville, coupled with the steady increase in the number ofFederal Divisions from Queensland that the Division ofKennedy has moved north and lost its Central Queensland component, and some ofits size in area.

The Division ofKennedy has always been a 'problem child' for Redistribution Commissions, 'vast in area and sparse in population'.

Up until 1984 the Parliament had the authority to 'accept' of 'reject' redistributions.

Up until that time there were thirteen redistributions in Queensland.

Six were accepted by Parliament, four were rejected, and three lapsed.

It is my understanding a lot ofthe rejections and lapsed were because Parliament could not accept the proposed Division ofKennedy.

The suggested Division has 93,438 electors as at 19/2/09 which is 105.77% ofa quota.

It is projected to have an enrolment of98,046 as at 9/7/2012 which is 100.840/0 ofa quota. 9

Table 18 shows the approximate area ofthe 'Suggested' Division would be 745,433 sq km.

This would be 'within range' when comparing the size ofthe Division after previous redistributions.

After the 1977 redistribution it was approximately 663,150 sq km.

After the 1984redistribution it was approximately 772,000 sq km.

After the 2006 redistribution it was approximately 564,967 sq km.

Ifmy 'Suggested' Division is accepted by the Redistribution Commission it would remain as fourth largest Division in area behind Kalgoorlie (WA) 2,295,354 sq km; Lingiari (NT) 1,347,849; and Grey (SA) 904,881 sq km.

The Queensland State Electoral District ofMount Isa is approximately 570,502 sq km.

Considering that State Districts in Queensland have approximately a third ofthe electors ofa Federal Division, the area ofmy 'Suggested' Division 'fits in' favourably in that scenario.

Suggested Boundary

I discussed the name ofthe Division in detail in my 'Suggested' Division ofFulton (in my 'Suggestions' submission.

I believe that there should be a Division ofKennedy in Federal Parliament, either this Division or my 'Suggested' Division ofFulton.

Ifmy 'Suggested' Division ofFulton is called Kennedy, I believe that this Division should be called Flynn after Rev John Flynn, founder of the Royal Flying Doctor Service. 461

With my 'Suggested' Divisions for North and Central Queensland completed I now tum my attention to remaining rural and regional Divisions to the south ofthe State, Hinkler being one ofthem.

In line with my desire to retain all the area ofa Regional Council in one Division, ifpossible, quota wise, and I consider practicable, I have decided to rejoin the Cities ofHervey Bay and Maryborough into the one 'Suggested' Division, i.e. the 'Suggested' Division ofWide Bay.

This leaves all the area ofthe Bundaberg Regional Council, except the Kolan Statistical Local Area (SLA) to form the nucleus the 'Suggested' Division ofHinkler.

The Kolan SLA has been included in my 'Suggested' Division of Kennedy.

The Bundaberg Regional Council (excluding the Kolan) has 59,059 electors as at 1912/2009, and a projected enrolment of61,768 as at 917/2012, so approximately an additional 30,000 electors are required to bring the 'Suggested' Division to within the legislative requirements.

With my desire to place the additional 'Suggested' Division in the Gympie/Noosa region and the need to relieve some ofthe existing Divisions south ofthe Brisbane River I have decided to take my 'Suggested' Division ofHinkler into the south-west ofthe State as far as the Queensland/New south Wales/South Australian border (Cameron Comer).

This allows the existing Division ofMaranoa (under a new name) to move east and relieve some ofthe existing Divisions south ofthe Brisbane River. 13

While this may appear to be a 'strange mix', Bundaberg coupled with Roma and Charleville, both their economies are centred on agriculture, (including pastoral activities).

While there is some mining in the 'Suggested' Division, it is not to the extent ofthat in the 'Suggested' Divisions to the north.

Similarly, there is tourism in the 'Suggested' Division, however not with the same intensity as that in the 'Suggested' Divisions to the south, in particular Fraser Island which is within the area ofthe Fraser Coast Regional Council which I have included in my 'Suggested' division ofWide Bay.

Apart from most ofthe area ofthe Bundaberg Regional Council, my 'Suggested' division includes»

• The North Burnett Regional Council areas ofBiggenden, Gayndah, and Mundubbera.

• The South Burnett Regional Council area ofWondai

• The Cherbourg Aboriginal Shire.

• Parts ofthe Dalby Regional Council, including the Chinchilla, Murilla/Wandoan and Tara SLA's.

• All ofthe area ofthe Roma Regional Council.

• The western Shires ofBalonne, Bulloo, Paroo, Murweh, and Quilpie.

The 'Suggested' Division ofHinkler had 90,324 electors as at 19/2/2009 which is 102.25% ofa quota.

On projected enrolments there will be 95,923 electors as at 9/7/2012 which is 98.65% ofa quota.

Table 19 shows the area ofthe 'Suggested' Division is approximately 376,698 sq km. r ~...

Name

The Division ofHinkler was first proclaimed in the 1984 Redistribution.

It is named after Bert Hinkler, 1892 - 1933, pioneer aviator.

Enrolment

In line with my desire to retain all the area ofa Regional Council in one Division, ifpossible quota wise, and I consider practicable, I have joined the two cities ofHervey Bay and Maryborough together in my 'Suggested' Division ofWide Bay.

The Fraser Coast Regional Council has 62,609 electors as at 19/2/2009, and a projected enrolment as at 9/7/2012 of71,258.

This means the 'Suggested' Division has to gain approximately 25,000 electors to meet the legislative requirements.

I have:-

• Included the remaining areas ofthe South Burnett Regional Council, namely Murgon, Nanango, and Kingaroy into the Division.

• The Kilkivan SLA from the Gympie Regional Council has been included in the 'Suggested' Division so as to join the Fraser Coast Regional Council with the South Burnett area.

• Some outlying areas ofthe Toowoomba Regional Council, including a part ofthe Crows Nest SLA and a part Rosalie SLA are included in 'Suggested' Division.

The South Burnett areas have been in the Division ofWide Bay before and fit comfortably into the 'community ofinterest' criteria ofthe Electoral Act.

The 'Suggested' Division had an enrolment of85,984 as at 19/2/2009 which is 97.33% ofa quota

The projected enrolment as at 9/7/2012 is 95,956 which is 98.690/0 ofa quota. 17

Table 20 shows the area ofthe 'Suggested' Division ofWide Bay is 16,898 sq km.

Wide Bay was one ofthe original Divisions ofFederal Parliament, proclaimed in 1900.

Name Derivation: - Named after the District which takes its name from the bay sighted by Captain Cook in the is" May, 1770.

Enrolment

The existing Division ofGroom had 91, 572 electors as at 19/02/2009 which is 103.66% ofa quota.

The projected enrolment as at 9/7/2012 is 97,182, which is 99.95% ofa quota.

It is within the quota variance, both at the 19/2/2009, and the projected enrolment as at 9/7/2012.

As the boundary ofthe existing Division is not affected by any suggested changes to other Divisions I believe that the existing Division should remain as it is.

Area

The area ofthe existing Division is 5,584.6 sq km.

As I have made no suggested changes to the existing Division the area of the Division will remain the same.

The Division was first proclaimed in 1984 after the Division ofDarling Downs was abolished.

The Division is named after Sir Littleton Groom, 1867 - 1936, Member for in the House ofRepresentatives, 1901-29, 1931-36, Speaker ofthe House Representative 1926-29.

Enrolment

This 'Suggested Division is basically the existing Division ofMaranoa moved east, and down the Range to include the Lockyer Valley Regional Council, the Scenic Rim Regional Council and part ofthe rural area of the Ipswich City Council.

It relieves the existing Divisions ofForde and Blair ofits rural component and therefore allows those two existing Divisions to 'take the pressure off some ofthe other Divisions south ofthe Brisbane River which on projected enrolments will be far over the allowable quota variance as at 9/7/2012.

Such existing Divisions are Oxley and Fadden.

I have suggested the transfer of30,038 electors as at 19/2/09 from the existing Division ofBlair and on projected enrolments as at 9/7/2012 34,026.

I have also suggested the transfer of 16,254 electors as at 19/2/09 from the existing Division ofForde and on projected enrolments as at 9/7/2012 18,420.

This is a total of46,292 electors as at 19/2/2009 or 52.4% ofa quota.

On projected enrolments as at 9/7/2009 it is 52,446 or 53.940/0 ofa quota.

I have retained 44,104 electors as at 19/2/2009 from the existing Division ofMaranoa.

On projected enrolments, as at 9/7/201245,742 electors have been retained.

I have retained the area from the Goondiwindi Regional Council along the State boarder to the Great Dividing Range, including Stanthorpe and Warwick, and Dalby. 22

I consider the 'Suggested' Division does have a community ofinterest, agriculture (including pastoral activities).

To date most ofthe areas I have included in the 'Suggested' Division has avoided the 'urban sprawl' that has overtake many parts of South-East Queensland.

Total enrolment for the 'Suggested' Division, as at 19/2/2009, is 90,396 or 102.32% ofa quota.

The projected enrolment as at 9/7/2012 is 98,188 or 100.98% ofa quota.

Area

Table 21 shows the 'Suggested' Division has an area ofapproximately 44,201 sq km.

Suggested Boundary

Commencing at where the western boundary ofthe Goondiwindi Regional Council meets the southern boarder ofthe State, by the western and northern boundaries ofthat Regional Council in a northerly and then generally eastern direction until it meets the western boundary ofthe Millmerran SLA ofthe Toowoomba Regional Council, by the western boundary ofthat SLA in a northerly direction until it meet the western boundary ofthe Wambo SLA ofthe Dalby Regional Council, by the western, northern, and eastern boundaries ofthat SLA, in a northerly, north-eastern, south-eastern and south-western direction until it meets the northern boundary ofthe Millmerran SLA ofthe Toowoomba Regional Council, by the northern and eastern boundaries ofthat SLA in a easterly and south-easterly direction until it meets the northern boundary ofthe Clifton SLA (Toowoomba Regional Council), by that boundary in an easterly direction until it meets the western boundary ofthe Lockyer Valley Regional Council, by the western, northern, and eastern boundaries ofthat Regional Council in a northerly, easterly, south­ easterly and southerly direction until it meets the northern boundary of the South-West SLA ofthe Ipswich City Council, by that boundary in an easterly, then south-easterly direction until it meets the western boundary ofthe Council, by that boundary in a southerly direction until it meets the northern boundary ofthe Scenic Rim Regional Council, by the northern and eastern boundaries ofthat Regional Council in a generally easterly and then southerly direction until it meets the southern 23 boarder ofthe State, by that boarder in a generally westerly direction to the point ofcommencement.

Name

As I have suggested that the existing Division ofMaranoa be moved eastward over the Great Diving Range to include Beaudesert and the Lockyer Valley, it looses the Maranoa River from within its boundaries, so I have suggested a new name, 'Chalk' after Sir Gordon Chalk, 1913- 1991.

It is with reluctance that I do so as Maranoa was one ofthe original Divisions ofFederal Parliament, being proclaimed in 1900.

It is one ofthe problems with geographical names, i.e. as boundaries move, they loose the geographical feature they are named after and thus the name looses relevance to the Division.

Sir Gordon Chalk was a member ofthe Queensland Parliament from 1947 to 1976, representing some ofthe area I have included in my 'Suggested' Division, i.e. the Lockyer Valley.

He was Premier ofQueensland for 7 days after the death ofthe then Premier, Mr Jack Pizzey, in 1968. 24

SUGGESTED DIVISION OF ADERMANN

Enrolment

The 'Suggested Division ofAdermann is the additional Division that the State ofQueensland is entitled to at this redistribution ofFederal Divisional Boundaries.

I believe that the 'new' Division in this area will relieve the pressure on enrolments, with regard to quota variance, for the Divisions to the north ofthis 'Suggested' Division, as well as those to the near south where projected enrolments have existing Divisions such as Fairfax, Fisher, Longman, and Dickson, far in excess ofthat which legislative requirements allow.

By extending the existing Division ofHinkler westwards, and moving the existing Division ofMaranoa (renamed Chalk) eastwards I have also been able to relieve the enrolment pressure on existing Divisions to the south ofthe Brisbane River, such as Fadden, Oxley, Forde and Blair.

The 'Suggested' Division has 62,994 electors, as at 19/2/2009, from the existing Division ofWide Bay.

On projected enrolments, as at 9/7/2012, these enrolments will have increased to 67,150.

This large surplus from the existing Division ofWide Bay is the result of my 'Suggested' Division ofWide Bay regaining the City ofHervey Bay from the existing Division ofHinkler. 25

As well as the surplus from the existing Division ofWide Bay I have included in the 'Suggested' Division:-

• The rural component ofthe existing Division ofFisher, which has an enrolment, as at 19/2/2009, of 11,621, and a projected enrolment, as at 9/7/2012, of 12,608.

• The rural component ofthe existing Division ofDickson, which has an enrolment, as at 19/2/2009, of 10,811, and a projected enrolment, as at 9/7/2012, of 11,560.

• The SLA of 'West' from the Ipswich City Council.

As a result ofthese suggested transfers the areas ofthe Somerset Regional Council have been unified into one 'Suggested' Division.

I accept that dividing the area ofthe Ipswich City Council into a number of 'Suggested' Divisions is not desirable, however with the population of the City, and the projected population growth over the next three and a halfyears it is unavoidable.

It should be noted that it is the rural SLA's ofthe City that I have suggested be transferred to my 'Suggested' Divisions ofChalk and Adermann.

I believe that there is a 'community ofinterest' in the 'Suggested' Division between:-

• Gympie and the rural areas ofthe Brisbane Valley, agriculture (including pastoral).

• The coastal areas ofthe Gympie Regional Council and the Noosa area, tourism.

The 'Suggested' Division had 90,696 electors as at 19/2/2009, which is 102.66% ofa quota.

The projected enrolment as at 9/7/2012 is 97,427 which isl00.2% ofa quota. 26

Area

Table 22 shows that the approximate size ofthe 'Suggested' Division is 10,142 sq km.

Where my suggestions have included SLA's or parts ofSLA's which are not former Local Authority Areas it has been difficult to obtain the exact area in sq km without accurate mapping facilities, particularly in this 'Suggested' Division.

I had to estimate a percentage ofa Local Authority a particular SLA occupied. Therefore the area stated is an estimate only.

Suggested Boundary

Commencing at the northern boundary ofthe Gympie Regional council, previously the Cooloola Shire council, at Hook Point, by the boundary of that previous Shire, in a generally southerly, then south-easterly direction until it meets the northern boundary ofthe Somerset Regional Council, by the northern western and southern boundaries ofthat Regional Council in a westerly, southerly, and then easterly direction until it meets the western boundary ofthe 'West' SLA ofthe Ipswich City Council, by the western, southern, and eastern boundaries ofthat SLA in a generally southerly, easterly and northerly direction until it again meets the southern boundary ofthe Somerset Regional Council, by the southern and eastern boundaries ofthat Regional Council, in a generally easterly, then northern direction until it meets the southern boundary ofthe previous Caboolture Shire, by that boundary in a westerly direction until it meets the eastern boundary ofthe Caboolture Hinterland SLA, by the eastern, southern and then again the eastern boundaries ofthat SLA in a generally northerly, easterly and again northerly direction until it meets the southern boundary ofthe Caloundra Hinterland SLA (Sunshine Coast Regional Council),by the southern, and eastern boundaries ofthat SLA in a generally easterly and northerly direction until it meets the southern boundary ofthe previous Maroochy Shire, by the southern and western boundaries ofthat previous Shire in a generally easterly, then northerly direction until it meets the southern boundary ofthe Gympie Regional Council which is also the southern boundary ofthe boundary ofthe existing Division ofWide Bay, by the southern and eastern boundaries of that existing Division in a north-easterly, easterly, then northerly direction to the point ofcommencement. 27

Name

I suggest the name ofAderman be the name ofthis Division after Charles Fredrick Adermann, 1896 - 1979, and his son Albert , 1927 - 2001, both ofwhom represented in Federal Parliament areas which are included in my 'Suggested' Division.

They were both Ministers ofvarious Governments.

Mr. Adermann Snr represented the Division ofMaranoa from 1943 and was elected to the new Division ofFisher at the 1949 Federal Elections, which he held to his retirement at the 1972 Federal Elections.

Mr. Adermann Jnr followed his father into the Division ofFisher at the 1972 Federal Elections, transferring to the new Division ofFairfax at the 1984 Federal Elections and held the Division until his retirement at the 1990 Federal Elections. TABLE 6

2 COMMENTS- ON OTHER SUGGESTIONS

Overview

The Australian Labor Party (ALP) suggestion as submitted by the State Secretary, Mr. Anthony Chisholm would make, Kim Beazley proud and Gough Whitlam cringe, with its 'small target' approach.

This approach avoids upsetting too many people with necessary. but unpopular suggestions, but it does not address the fundamental problem in North and Central Queensland Divisions, i.e, with the growth ofthe Cities along the Coast, in particular Cairns and Townsville, something radical has to be done with the Division, where up, until now. most ofthe 'overflow' from Leichhardt and Herbert has gone, the Division of Kennedy.

At the 2006 Federal Redistribution, the Electoral Committee addressed this problem by:-

• Keeping the Division ofLeichhardt at the upper most level permitted under the Act, 3.5% ofthe average projected enrolment as at November, 2007.

This resulted in the Division ofLeichhardt having the most electors ofany Queensland Division when Australia went to the polls on 24 th November, 2007.

• Transferring some ofthe Division ofKennedy surrounding Townsville back into the Division ofHerbert.

• Transferring the surplus from the Division ofHerbert into the Division ofDawson, thus creating the effect where the Rockhampton based Division ofCapricomia encroached on a part ofthe Mackay district, and similarly the Gladstone based Division ofFlynn encroached on the Rockhampton district.

• This allowed the Division ofKennedy more or less to remain . intact.

The approach, this time, by most ofthose persons and organisations which have submitted 'Suggestions' has been the same:-

• Keep the reduction ofenrolments in the Division Leichhardt to a bare minimum.

• Place as much ofthe 'surplus' as is possible from the into the Division ofDawson, and therefore bring the Division ofCapricomia further into the Mackay Regional Council area, and the Division ofFlynn further into the Rockhampton Regional Council area.

Ifthis process keeps going, Dawson will be the second Townsville Division, Capricomia the Division based on Mackay, and Flynn would based on Rockhampton.

• Take some ofthe areas along the Great Northern Railway (Charters Towers to Mount Isa) out ofthe Division ofKennedy and place them into another Division.

The ALP suggests the area ofthe Charters Towers Regional Council be transferred to Capricomia.

The Liberal National Party (LNP) and Mr Paul Neville M.H.R. suggests that Mount Isa be transferred to the District ofMaranoa.

I believe that this approach only delays the day when the Division of Kennedy has to be split, with the east coast and the Tablelands going into one Division, and Mount Isa and the towns along the Great Northern Railway forming the nucleus ofanother Division.

At the present time there is not enough population to sustain a Federal Division between Charters Towers and Mount Isa, so such a Division would have to include some areas ofCentral Queensland.

I have suggested such areas be drawn from-the existing Division of Flynn, including the City ofGladstone.

As I stated in my 'Suggested' Division ofKennedy, over a period oftime this 'suggested' Division will contract to be a purely a Divislon, stretching along the East coast from Bowen to Townsville and west to the boarder.

In other 'Suggested' Divisions the ALP has done the 'same thing', 'take a few electors from here and put them there', to keep the status quo as far as possible.

This may appear attractive, as it will upset as few electors as possible by suggesting that they 'stay where they are', but it the really leaves the problem 'to next time'.

Individual Divisions

Division ofLeichhardt

I fully concur with Mr Chisholm's position ofleaving the Torres Strait Islands and Cape York Peninsula in the Division ofLeichhardt, and I congratulate him on the 'stand' he has taken.

I will address this aspect ofthe Division ofLeichhardt when commenting ofthe LNP 'Suggestions'.

The ALP 'Suggestion' leaves the Division ofLeichhardt with an ... enrolment 89,417 which is 101.22% ofa quota. On projected enrolment as at 9/7/2012, there are 99,761 electors, or 102.6% of a quota, slightly below the maximum allowed of 103.50/0 ofa quota.

The southern boundary suggested by the ALP is complicated and leaves three levels ofGovernment with three different boundaries within a few blocks ofane and other.

My 'Suggestion' has the Division ofLeichhardt at the lower end ofthe allowable variance, with 85,496 electors as at 19/2/2009 which is 96.685 ofa quota.

On projected enrolments, as at 12/7/2012, my 'Suggested' Division would have 94,921 electors which are 97.620/0 ofa quota.

My 'Suggested' southern boundary within the Cairns Regional Council is very simple, Trinity Inlet, Skelton Creek, Bruce Highway, and Foster Road to the mountains.

Foster Road is also the State District boundary between Cairns and Mulgrave.

By keeping the enrolments at the lower end ofthe allowable variance it may be possible to have two redistributions before there is need to change the boundary again.

Division of Herbert

What concerns me about a number of 'Suggestions' for the Division of Herbert is the 'three way split' ofthe Townsville City Council when I believe only a two way split is necessary.

The ALP has also split the area between the Bohle and Rivers, on the eastern side ofthe North Coast Railway, between the Divisions of Kennedy and Herbert, I believe it is all one area and should be in either one or the other Divisions, however with their 'Suggested' Division of Kennedy being at the upper end ofthe allowable variance, all this area may put it outside the permissible variance of3.50/0.

This again brings to the fore the fundamental flaw I see in this submission, i.e, make the minimum adjustments and leave the real problems to next time .

• Division ofKenoedI

The ALP 'Suggestion' for the Division ofKennedy leave it with a projected enrolment of 100,393 as at 12/7/2012, which is only 240 electors below the maximum allowed, so the next redistribution will again have to 'tackle the problem' ofreducing the enrolments ofthe Division.

The ALP says 'assuming that removing Mount Isa from Kennedy is not viable'.

What has happened over the short period ofthree years?

The ALP at the 2006 Redistribution suggested that Mount Isa be transferred to the Division ofMaranoa, just as the LNP has now.

Division of Dawson

While the ALP says 'Dawson should be kept based on Mackay and not allow the city to be divided with very poor community ofinterest outcomes' it has done just that by supporting the status quo in the Mackay area.

Parts ofthe Mackay Regional Council are in the existing Division of Capricornia.

If more ofthe Townsville City Council area has to go into the Division of Dawson it is logical that this be the SLA ofWulguru as it has a 'community ofinterest' with those areas currently in the Division of Dawson.

DivisiQD of Capricornia

The ALP advocates a further splitting ofthe Rockhampton Regional Council with the suggested transfer ofthe Mount Morgan and Fitzroy SLA's to the Division ofFlynn.

I believe all ofthe Rockhampton Regional Council should be in the Division ofCapricornia.

To do this it would mean placing the area ofthe Charters Towers Regional Council in the Division based on Gladstone, which I have suggested in my submission.

Division of Flynn

The ALP suggests removing Blackall/Tambo Regional Council from the existing Division ofFlynn, but not the other Central Queensland shires and Regional Councils ofBarcaldine, Longreach, and Winton.

I believe ifone is transferred, they all should be.

My 'Suggestion' has the Division based on Gladstone extending past Winton, north-east to Charters Towers and north-west to Mount Isa.

I agree that Murilla/Wandoan SLA be transferred out ofthe Division based on Gladstone.

Wandoan was a part ofthe old Taroom Shirewhich was included in the existing DivisionofFlynn, however with the Local Authority amalgamations; Wandoan was included in the Dalby Regional Council while the rest ofthe Shirejoined the BananaShire.

Division of Dinkier

The ALP suggests leaving the Cities of Hervey Bay and Bundaberg in the one Division, and transferring Biggenden and Woocoo SLA's and a part of the Isis SLA out of the Division.

Hervey Bay is a part ofthe Fraser CoastRegional Council and I believe it should be with Maryborough forming the nucleus of the Division ofWide Bay.

This means that Hinklerhas to gain a considerable number ofelectors.

My 'Suggestion' is that this be achieved by takingthe Division into the south-western areas of the State, including Cameron Comer.

... Division of WiJle Bay

The ALP suggests the Division ofWide Bay gain the Biggenden, Woocoo and part of the Isis SLA's from Hinkler.

My 'Suggestion' involves the Division gaining HerveyBay from Hinkler, the SouthBurnettarea from Maranoa, and loosing the Gympie and Noosa areas to my 'Suggested' Division of Adermann.

The SouthBurnettarea has been in the Division of Wide Bay before and has a 'community ofinterest' with that area.

Division of Fisher

I supportthe transferofthe Kilcoy SLA from Fisher, however I believe it should be in my new 'Suggested' Division of Adennann, basedon Gympie and not the Ipswich basedDivision of Blair.

Division of Groom

nivi~ilinn of Maranoa Division ofMaranoa

The ALP has taken the 'small target' approach with it suggestion for this Division, by adding a few electors here (Flynn) and there (Wide Bay) and all is OK

I believe larger changes are necessary as outlined in my submission, including a name change.

Division ofBlair

I support the transfer from the Division ofthe area ofthe Scenic Rim and Lockyer Valley Regional Councils and the Ipswich South West and Ipswich West SLA's, however the additional electors required making up a quota should come from the urban areas and not the rural area ofthe Somerset Regional Council.

Division of Dickson

I support the transfer from the Division ofDickson, the Esk SLA, however I believe it should be transferred to my new 'Suggested' Division ofAdennann based on Gympie and not the Division ofBlair, based on the City ofIpswich.

... lSew Division

While I have suggested my new Division be north ofBrisbane based on Gympie and Noosa, I have the existing Division ofMaranoa moving east to include the Lockyer Valley and the Scenic Rim Regional Council areas.

I have not included not included the Gold Coast in my submission and therefore cannot make a judgement ifI consider it necessary to include the Upper Coomera area in this Division.

JSame of New Division

The ALP suggests the name ofthe new Division should be Theodore, the LNP suggests Killen and I suggest Adennann.

All were distinguished Australians and either one ofthose names would serve the new Division proud.

Other Divisions

The remaining Divisions are outside the area I made 'Suggestions' fore and therefore do not have any 'Comments' to make on these Divisions.

COMMENTS ON OTHER SUGGESTIONS

LIBERAL NATIONAL PARTY

Overview

In my opening letter ofthese 'Comments' I have already expressed my disgust at the 'flimsy' public submission made by the Liberal National Party (LNP) with all the details oftheir submission supplied to the Redistribution Committee separately as a 'courtesy'.

When this separate 'courtesy' material was eventually made public five days after the Commonwealth Electoral Act 1918 says it has to be, it was in a format that the general public could not access without outlaying a considerable amount ofmoney to purchase the special programme.

It reminds me offonner Premier Jo Bjelke-Petersen 'feeding his chooks' the Queensland Parliamentary Gallery.

He used to say 'Give then a little bit of information and they will go away happy'.

It appears things haven't changed much in National (and Liberal) Party over the twenty years that Mr Bjelke-Petersen has been 'out ofOffice'.

I just hope that the Electoral Commission and/or Parliament take steps ensure that this disgraceful act does not occur again.

Failure to prevent this occurring again will tum public submissions into a 'farce' with public submissions being 'scant' on details, and real submission being supplied to the Committee secretly under the 'guise' of a 'courtesy'.

Indivijual Divisions

Dlvisign ofLS'jchharclt

From what the LNP has provided publicly, and the map that was published in The Cairns Post on Saturday 2nd May, 2009 it appears that Leichhardt is reduced in size to an area from the existing southern boundary near Edmonton to Port Douglas and the rest is transferred to their suggested Division ofKennedy.

What happens to Kuranda?

I totally oppose this suggestion as it will severely disadvantage the residents living on Cape York Peninsula and the Torres Strait Islands.

Most ofthe services, both governmental and private, to 'the Cape' are provided from Cairns.

Even the LNP admits to that.

In their suggestions on the Division ofKennedy they state:-

'Further air transport links for the entire proposed Kennedy such as Cape York and the Gulfcommunities are based in Cairns. Road corridors also connect to Cairns.'

This is the problem with the LNP suggestion, Cairns is removed from the suggested Division.

I estimate the area ofthe suggested Division to be approximately 609,812 sq km.

This calculated by adding the area ofthe two existing Divisions together and subtracting 50% ofthe previous Cairns City Council area, (845 sq km), together with the Mount Isa City area (43,343 sq km) and the Boulia Shire (61,093 sq krn).

The map in the 'Cairns Post does not clarify areas ofthe existing Division ofKennedy the LNP want to transfer to the Division ofMaranoa.

The LNP, in their submission, under the heading Kennedy state:-

'While maintaining the western and most ofthe southern border ofthe current Kennedy, the transferring ofso many electors from Leichhardt necessitates moving voters from the current Kennedy elsewhere. The most sensible solution is to transfer electors from towns and cities along the Flinders Highway to the new Maranoa.•

Which Towns?

Which Cities?

The only one I am sure of, from the map in The Cairns Post is Mount Isa.

The map in The Cairns Post shows the current western boundary of Kennedy moved eastwards from the northern Territory boarder, but the LNP submission says it remains intact.

What is correct?

The area ofthe LNP 'Suggested' Division ofKenney is larger that what the Division ofLeichhardt was before the 1984 Redistribution.

It was 406,650 sq km prior to that redistribution.

It is smaller that what the Division ofKennedy was after the 1984 Redistribution.

It was 772,000 sq km after that redistribution.

The total area ofa Division is one thing, how that area is made up (such as communications, travel etc) is another.

Local Federal Members has a certain amount ofentitlements to 'get ... around' his/her Division such as air charter, however the individual constituent does not have any such 'privileges' when he wants to visit the Local Member's Office.

This is the real problem, as I see it, in the LNP suggestion, splitting Cairns from the Cape means the Office ofthe Local Member will no longer in Cairns.

All Members for Leichhardt have had their Office in the Cairns CBD with the exception ofMr. Warren Entsch, who moved it to Westcourt.

The current member Mr. Jim Tumour has kept that Office.

While on the fringe ofthe CBn it is a bit more that walking distance, however it is well serviced by public transport.

The reason the location ofthe Members Office is so important most of the constituents form 'the Cape' travel to Cairns by air, and when they get there they have to rely on public transport.

An example would be a constituent comes down from Weipa (by plane) , An example would be a constituent comes down from Weipa (by plane) for hospital treatment, and has a problem with Social Security. He need the Federal Member's Office to 'sort it out' without costing 'an arm or a leg' to get there.

It is the Member's Office and Staffthat is so important to the constituent in the above example.

The Member may not be present but the constituent goes away satisfied that his problem 'has been sorted out' by the Member's staff.

IfCairns is removed from the Division containing 'the Cape' and 'the Islands' so does the Member's Office.

The current Member for Kennedy, Mr Bob Karter, has an Office in Innisfail.

The previous Member for Kennedy, Mr Hulls, had an Office in Mareeba.

The only public transport from Cairns to Innisfail is the long distance busses approximately six a day (twenty four period) so it would take nearly 'all the working day' to go to the Local Member's Office in Innisfail and return relying on public transport.

.. The services to the Tableland from Cains are less frequent that those to Innisfail.

From experience ifyou contact the Member outside your Division you live in, you are soon 'chuffed along'.

So, in the example above, the person from Weipa would not be welcome at the Member for Leichhardt's Office ifWeipa is transferred to the Division ofKennedy.

At present there are two Senators Offices, in Cairns, but this has not always been the case.

Over the past forty years Cairns would have had a Senator's Office for about one third ofthat time.

Members oflarge Divisions are allowed to have two Offices.

The Member for Leichhardt second Office has usually been in Thursday Island, so as to service the Torres Strait Islands, but this does not help the constituents on the Cape or the Islands who have to come to Cairns for various reasons, such as sickness.

I believe the real reason for the LNP suggestion is political and not with the terms ofreference ofthe Committee.

The Liberal Party and the Nationals have always been 'jealous' ofthe vote the ALP obtains in the Cape and on the Islands, and this is a way to 'nullify' this vote, put it in Kennedy.

At the Declaration ofthe Poll at one election when John Gayler was the Member for Leichhardt (1983-93) the defeated Liberal Party candidate said he would have won 'without that bag full ofblack votes Mr Gayler got form the Cape'.

It appears nothing has changed in the intervening fifteen or 80 years.

I firmly ask the Redistribution Committee to disregard the 'Suggestion' by the LNP and maintain the present arrangement where the residents of Cape York Peninsula and the Torres Strait Islands remain in the same Federal Division as the Cairns can that is the Division ofLeichhardt.

Division of Kennedy

I have the discussed the LNP 'Suggestion' for the Kennedy Division in my 'Comments' on their 'Suggested' Division ofLeichhardt.

Diyision ofHerbert

The LNP states:-

'Herbert continues to be a seat based on Townsville but looses some electors in the southern outskirts to Dawson. This allow for a more easily defined boundary. On the north side ofTownsville, beachside and Townsville suburbs currently in Kennedy are shifted to Herbert'.

Without maps, CCD's, etc there is no way ofknowing what areas remain in the Division ofHerbert and what areas they suggest be placed in the Division ofDawson.

I oppose the idea ofDawson as 'second Townsville Division'.

It has traditionally been based on the City ofMackay and should remain that way.

However ifthe Redistribution Committee keeps adding 'bits of Townsville' to it will have to loose its base, i.e. the City ofMackay, due to legislative requirements.

Division of Dawson

The LNP submission states:-

"The proposed Dawson maintains the current Mackay to Townsville community ofDawson but extends the Division into the farming and mining hinterland served by both regional centres'.

What do they mean by this?

In Herbert they are saying they are adding parts ofTownsville to Dawson, now they are adding farming and mining hinterland to the 'Suggested Division'

How big, in electoral numbers, do they suggest that the Division of Dawson be?

Without maps and CCD's it is impossible to know, and I think this is what their aim is, for the public not to know.

Division of Capricornift

The LNP states.-

The proposed Capricomia combines the strong communities ofCentral Queensland within one electorate.

'The shared media and community facilities between the centres of Yeppoon, Rockhampton, Mount Morgan and Gladstone are well understood by the local community and the . Major road works are underway to provide safer and faster connection between Rockhampton and Gladstone'.

What are they suggesting? ,

Is it, that Rockhampton and Gladstone be combined into one Division?

Divisiop ofFlynn

The LNP states:-

'The proposed Flynn brings the various communities and industries such as pastoral, beefand mining into a very viable and strong hinterland seat for the Capricorn region.

Flynn is a larger electorate than neighbouring Capricornia but it allows for a sensible combination ofcommunities along the Capricorn Coast and the near all within definable geographic boundaries'.

Again! What are the 'definable geographical boundaries' they are referring to?

Without maps CCD's etc, it is impossible to know.

Is it that are suggesting that their 'Suggested' Division run north to south where as the existing Division runs east to west?

Division ofMaranoa

From what is said in there submission Warwick and Stanthorpe are transferred out ofthe Division and Mount Isa is included.

What else is in or out ofthe existing Division ofMaranoa, is 'anybody guess' because they do not say.

It is apparent however that their 'Suggested' Division ofMaranoa is 'huge' in area, possibly over 1,000,000 sq km.

Says a lot about the Nationals previous position that 'electorates are too large' and that the 'one vote one value' principal should not apply.

Are they being overrun by the Liberals since the amalgamation?

Division ofGroom

The Division ofGroom is within quota both now and on projected enrolments in 2012.

I see no reason to alter this existing Division ofGroom.

Therefore I cannot agree with their suggestion.

Division ofHinkler

The LNP submission states:-

'In order to meet quota requirements, Hinkler must lose parts ofthe current southern and western hinterland areas to Wide Bay and Flynn while maintaining its current community ofbeing a Bundaberg to Hervey Bay growth corridor coastal seat.

The few census collection districts ofBundaberg on the north side ofthe Burnett River are also added to Flynn to provide a clearer geographic ... feature for the boundary between these seats'. What areas in the 'current southern and western hinterland areas' that are suggested to be transferred to Wide Bay and Flynn?

I believe that the Bundaberg Regional Council should be the basis ofthe Division ofHinkler, and that Hervey Bay should be in the Division of Wide Bay with Maryborough.

Division ofWide Bay

The LNP submission states:-

'To meet the numerical requirements ofthe Act following the gain of electors from Hinkler to the north, it is proposed that Wide Bay loses some hinterland to Maranoa and Flynn. Further some hinterland areas will transfer from Hinkler into Wide Bay.'

Which areas are they referring to?

Without maps, CCD's etc it is impossible to know, and this, I believe, is LNP want, i.e. the public not to know.

I agree that Noosa should not be apart ofthe Division ofWide Bay, however I believe Nossa and Gympie should form the nucleus ofthe new Division which I have called Adermann.

Division of Fisher

I ask, in there submission, where does the Kilcoy SLA go?

Does it remain in the 'Suggested' Division ofFisher?

I believe it should be transferred to my new 'Suggested' Division of Adermann.

Division of Di~kson

They suggest that Esk remain in The Division ofDickson.

I disagree.

The LNP submissions states what is suggests be added to Forde. but it does not state what should be transferred out ofForde.

I therefore have no idea ifBeaudesert remains in their 'Suggested' Division ofForde or is transferred to their new 'Suggested' Division of Killen, or to some other Division.

New Diyision ofKillen

There 'Suggested' Division ofKillen appears to include Crows Nest, north ofToowoomba, and Warwick and Stanthorpe to the south of Toowoomba, and Springfield Lakes (Ioswich City) but where else?

Does it include the Lockyer Valley and Scenic Rim Regional Council areas?

I believe it should.

Division ofBlair

The LNP submission states:-

'In order to meet the numerical requirements ofthe Act as well as to create the new Division ofKillen, it is proposed to shrink the Division of Blair out ofthe hinterland and centre it on the suburban areas ofIpswich'

Subject to knowing what areas they intend to 'shrink' out ofthe existing Division I support the general position that Blair becomes a Division based on the City ofIpswich and it surrounding suburbs.

Other Divisions

The remaining Divisions are outside the area I made 'Suggestions' for and therefore do not have any 'Comments' to make on these Divisions.

Conclusion of Comments on LNP Suggestions

It has been a very difficult excise to try and make out what the LNP .. intentions on various Divisions are, from the information they have provided in this submission. .

I believe that this was a deliberate ploy by them l.e. keep the public in the dark as to what there real intentions are.

Therefore I believe the LNP has treated the general public with contempt with this 'flimsy' submission, while at the same time supplying the Redistribution Committee with a detailed submission under the guise ofa 'courtesy'.

I can only hope that this is the first and last time this 'sleazy' practice is allowed to occur.

• Support Mr Katter's view that the electors that must be transferred from the Leichhardt to bring it with legislative requirements should come from the southern part ofthe existing Division, i.e. Edmonton, however I do not believe that Mill Road (in the middle ofEdmonton Business Centre) is a suitable boundary.

I believe it should be further north at Foster Road for the reasons explained earlier in this submission and my 'Suggestions'.

•I cannot support his 'Cascade Proposal' as it involves splitting to many cities.

Taken to it conclusion this proposal would have Dawson as the second Townsville Division and Capricomia based on the .

Ifthis did occur, Dawson and Capricomia would loose it relevance to its origin, Mackay and Rockhampton respectively, just as Oxley has lost it relevance to its city oforigin, Ipswich by gradually moving east into Brisbane suburbs.

With regard to some ofMr Kaner's specifics in his cascade proposal I

• Agree that Townsville should be split two ways and not the existing three, however I believe it should be Herbert and Fulton and not as he suggested Herbert and Dawson.

• I do not believe that Kelso and Rasmussen should be transferred out ofthe Herbert Division, because as Bob says 'it looks good on paper but badly cuts across reality'.

The only way into these Suburbs is to pass through the neighbouring Suburb ofCondon. 21

• IfMackay has to be split (and I believe it should not be) then Bridge Road is probably as good and definite boundary as you would get as it runs right through from the sea to the River.

Division ofLeichhardt

I agree that the Division Leichhardt should be kept at the lower end ofthe allowable July 2012limit of95,701, however I do not agree that Cape York Peninsula and the Torres Strait Islands should be transferred to the Division ofKennedy for the reasons I have explained in my 'Comments' ofthe LNP 'Suggestion'.

Divi,iQD of Kennedy

Mr Neville splits the Burke, Mornington and Dooomadgee Shires from the City ofMount Isa.

I cannot agree with this as most oftheir services come from Mount Isa .. and not the East Coast.

Division ofMaranoa

Mr Neville's 'Suggested' Division ofMaranoa is a traditional 'Maranoa' with Mount Isa, Cloncurry and Boulia added in.

I believe that the Division ofMaranoa (under a new name) should move east and take in the Lockyer Valley and the Scenic Rim Regional Councils.

Division ofDinkier

I support Mr. Neville's 'Theoretical Division ofHinkler' in that it keeps the Bundaberg Regional Council in one Division, however instead of being contained to the North and South Burnett I believe it should extend west to Cameron Corner, thus allowing Maranoa to move east, (under a new name).

Division ofWide Bay

I support Mr. Neville's 'Theoretical Division ofWide Bay' in that it keeps the Fraser Coast Regional Council in one Division however I have extended the 'Suggested Division' to the South Burnett and have transferred Gympie into my new 'Suggested Division' ofAdennann.

Division ofHerbert

I do not agree with his 'minimum ofchange' in the Townsville area. I believe that Townsville should be split into two Divisions, just as he advocates for the Wide Bay area, one being the Division Herbert, the other being my 'Suggested' Division ofFulton.

Conclusion

I enjoy reading Mr. Neville's suggestions, both at this redistribution and previous ones as he gives a frank. and honest view of 'how he sees it', with details ofwhat his intentions are, not like his party organisation which appears to want to hide their intentions.

His reconfiguration ofthe Divisions within the Wide Bay Region has merit and should be seriously be considered by the Committee, however I do believe that the Gympie/Noosa area should be the basis ofthe new Division which I have called Adennann.

• Support Mr Truss' view re the importance ofkeeping together especially in regional areas, however I believe that the exception is the Division ofLeichhardt.

I believe it is far more important to keep the communities ofCape York .Peninsula and the Torres Strait Islands in a Division based on Cairns, than it is to keep the outer southern suburbs of Cairns.

• Support his view that Townsville should be divided into two Divisions, not three and that the Division ofDawson should be based on Mackay and not encroach on Townsville. ... • As the sitting Member for the area affected by the 2006 Redistribution Committee's decision split Hervey Bay and Maryborough into two Divisions, I believe that the Redistribution Committee should consider carefully ifthose cities can be reunited in this Redistribution.

• Mr Truss also raises the issue of part ofthe Sunshine Coast, namely Noosa, being included in the Division ofWide Bay at the 2006 Redistribution.

I believe that Noosa and Gympie should be transferred to my new 'Suggested' Division ofAdermann. This would allow most ofthe former Shires that make up the South Burnett Regional Council, to return to what Mr. Truss refers to as their logical home, the Division ofWide Bay.

• I agree with his views on 'clear boundaries'.

I have, where possible suggested Local Authority boundaries. (or the previous ones) together with suburban boundaries and in the case ofthe Division ofLeichhardt, the State District boundary.

The Member for Fisher, Mr Peter Slipper, M.P.

I support Mr Slipper's view that Noosa should not be a part ofthe Division ofWide Bay.

Mr Slipper also says that Gympie/Cooloola area is a natural extension of the Sunshine Coast.

These are the reasons 1have included both these areas in my new 'Suggested' Division ofAdermann.

Barcalsline Regional Council

This'suggestion' echoes many from the western area ofthe Division of Flynn wanting to be returned to the Division ofMaranoa.

Ifthey new, when they made their suggestions, what the LNP has suggested for the Division ofMaranoa a Division stretching from just ... outside Toowoomba to Mount 18a, an area over 1,000,000 sq km they might have second thoughts.

Whether the Committee is able to accommodate their desire to 'return to Maranoa' will depend on the 'mix' offother Divisions, however I wonder ifthe reason for the return is political, rather than within the terms of reference.

Is it because Flynn is represented by a Labor Member based in Gladstone, and they want to be represented by a (Liberal) National Party Member.

£hire of Hinchinbrook

The Shire ofHinchinbrook wants to return to the Division ofHerbert, from the existing Division ofKennedy.

After twenty five years ofbeing in Kennedy they want to 'break the marriage'.

After all this time, 1 wonder what has caused them to want to change Divisions.

Is it because they have a different view on matters to the incumbent Member?

If so, this is a political matter to be decided at the ballot box and outside the terms ofreference ofthe Redistribution Committee.

Dr Delaney 'Suggestion' is similar to the LNP in regard to the Division ofLeichhardt.

I explained my opposition to this 'Suggestion', when I made my 'Comments' ofthe LNP submission.

Cr Jenny Hill, Townsville CUv Counc:iI

Cr Hill suggests returning all the area north ofStuart Creek back to the Division ofHerbert. but also retaining the Bohle River as the northern boundary. ... I believe that ifthis was done it would place outside the legislative requirements, with regard to quotas.

Conclusion

While I have not covered all the Suggestion', individually, I consider that I have probably covered their 'Suggestions' when commenting on a similar 'Suggestion', or that their 'Suggestion' covered the South East comer ofthe State which I have not addressed in either My 'Suggestions' or 'Comments'.
