CEU eTD Collection ii Abstract The aim of this thesis is to offer a new perspective within the field of Soviet Subjectivity through the concept of the kollektiv proposed by Oleg Kharkhordin and applied to the case study of Soviet Secretary General‘s speechwriters from Brezhnev to Gorbachev. Namely, I examine the transformations in speechwriting practices of the kollektiv in the 1970s and 1980s. The kollektiv underwent a process of routinization in the early Brezhnev era, establishing a system of collective writing intended merely to transmit Party directives. This routine, which the contemporaries had described as numbing and uninspiring, had completely changed under Gorbachev. Practically, the routine of the speechwriting had become the continuous process of the creation of new ideas under the supervision of the Secretary General in the mid-1980s. Retrospectively identifying with the ―sixties generation,‖ the speechwriters felt that they were finally allowed to fully express their creative potentials and reform the system from within. Having resulted in the creation of the ―New Political Thinking,‖ this case study does not only show us how these two different approaches to speechwriting reflect the totalitarian and the revisionist perceptions of Soviet Subjectivity; it also shows how the changing self-image of the Soviet state had developed and was transmitted into the international arena. The night before the official announcement of the upcoming treaty, an American soldier from a communications group was wounded in the arm in Berlin.1 Fearing failure of negotiations and a possible diplomatic scandal, the Minister and his speechwriters urgently prepared the apologies, which were read next morning, on the 18th of September, during Shevardnadze‘s extraordinary press conference in the ―golden room‖ of the Soviet embassy in Washington D.C.2 Later that day, the speechwriter of the Soviet Minister would write in his diary that ―this shot could kill the ―double zero‖ agreement,‖ but concluding the thought with the following passage: ―E.A.3 did what Gromyko could never do. Porous Empire: Foreign Visitors And The oP st-Stalin Soviet State Abstract “Porous Empire” is a study of the relationship between Soviet institutions, Soviet society and the millions of foreigners who visited the USSR between the mid-1950s and the mid-1980s. “Porous Empire” traces how Soviet economic, propaganda, and state security institutions, all shaped during the isolationist Stalin period, struggled to accommodate their practices to millions of visitors with material expectations and assumed legal rights radically unlike those of Soviet citizens. While much recent Soviet historiography focuses on the ways in which the post-Stalin opening to the outside world led to the erosion of official Soviet ideology, I argue that ideological attitudes inherited from the Stalin era structured institutional responses to a growing foreign presence in Soviet life. Therefore, while Soviet institutions had to accommodate their economic practices to the growing numbers of tourists and other visitors inside the Soviet borders and were forced to concede the existence of contact zones between foreigners and Soviet citizens that loosened some of the absolute sovereignty claims of the Soviet party-statem, they remained loyal to visions of Soviet economic independence, committed to fighting the cultural Cold War, and profoundly suspicious of the outside world.

    Mikhail Gorbachev and the NATO Enlargement Debate: Then and Now 443 Chapter 19 Mikhail Gorbachev and the NATO Enlargement Debate: Then and Now Pavel Palazhchenko The purpose of this chapter is to bring to the attention of research- ers materials relating to the antecedents of NATO enlargement that have not been widely cited in ongoing discussions. In the debate on NATO enlargement, both in Russia and in the West, the issue of the “assurances on non-enlargement of NATO” giv- en to Soviet leaders and specifically Mikhail Gorbachev in 1989-1990 has taken center stage since the mid-1990s. The matter is discussed not just by scholars, journalists and other non-policy-makers but also by major political figures, particularly in Russia, including President Vladimir Putin and Foreign Minister Sergei Lavrov. In the West, there has recently been renewed interest in the subject following the publi- cation of some declassified material by the National Security Archive, a Washington, D.C., non-profit organization with a somewhat mislead- ing name. While some of the aspects of the discussion of the “assurances” are similar in Russia and the West (conflation of fact and opinion, of bind- ing obligations and remarks relating to expectation or intent) the sub- text is different. In Russia most commentators accuse Gorbachev of being gullible and naïve and blithely accepting the assurances instead of demanding a binding legal guarantee of non-enlargement. In the West, the subtext is more often of the West’s bad faith in breaking what is supposed to be an informal “pledge of non-enlargement” given to Gor- bachev.

    ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. IGOR GRETSKIY* Since the collapse of the Soviet Union, Kremlin’s assertiveness and unpredictability on the international arena has always provoked enormous attention to its foreign policy tools and tactics. Although there was no shortage of publications on topics related to different aspects of Moscow’s foreign policy varying from non-proliferation of nuclear weapons to soft power diplomacy, Russian studies as a discipline found itself deadlocked within the limited number of old dichotomies, (e.g., West/non-West, authoritarianism/democracy, Europe/non-Europe), initially proposed to understand the logic of Russia’s domestic and foreign policy transformations.1 Furthermore, as the decision- making process in Moscow was getting further from being transparent due to the increasingly centralized character of its political system, the emergence of new theoretical frameworks with greater explanatory power was an even more difficult task.
